February 21, 2023 The Regular meeting of Mayor and Council of Blue Springs, Nebraska was held 7:00 PM, February 21, 2023, at the Blue Springs City Hall. Mayor Meyer called the meeting to order, and roll call was taken. PRESENT: Mayor Meyer, Council members Neumann, Reedy, Riensche, Sedlacek ABSENT: OTHERS PRESENT: Employee Milton Pike, Connie Mewes, Mary Ells, Rex Adams, Deb Dorn, Carol Hughes Notice of the Regular meeting was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Motion (Neumann), second (Riensche), 4-0 affirmative vote to approve as sent minutes for the February 7, 2023 Regular meeting of Mayor and Council. Motion (Riensche), second (Neumann), 4-0 affirmative vote to approve claims as follow: Bank Direct - NE Dept. of Revenue (10) - $93.15; Payroll - $2,728.83; Beatrice Daily Sun - $77.38; Black Hills Energy - $149.95; Constellation Energy - $179.52; Norris Public Power - $1,099.04; Postmaster - $208.00; Security First Bank - $55.00; (Pike/IRA); Ullman Auto Sales - $507.15; Visa - $459.08; Windstream - $90.00; TOTAL CLAIMS: $5,647.10 . APPROVAL OF ANNUAL AUDIT: Motion (Neumann), second (Riensche), vote 4-0 affirmative to approve the Annual Audit as prepared by Blobaum & Busboom. WATER PROJECT/STATE REVOLVING FUND: October 20, 2024 is designated as the award date, with no guarantee to the City. Sedlacek agreed to research other avenues for funding. PLANNING & ZONING - APPLICATION FOR BUILDING PERMITS (as submitted): A previously approved building permit for a single family structure (Hagerman) lapsed with determination that the building permit will be updated, “ per Mewes suggeston --"providing the plans have not changed and a copy of the surveyor’s report for location of lot corners is provided. There will be no additional fee.” Ells thanked the City for information provided to support the application for a building permit for a single family structure across the street east from the tennis court. DEMOLITION PROJECT: An email from Carothers (attached to office copy of the minutes) provided project information: Request to enter to inspect letter was sent to one property owner. Letter sent regarding timeline for removal of personal property from house on 1st Street. Court approval pending for approval to sell interest of one property.Buyer plans to clean up property and attempt to rehabilitate house. Adams will contact Carothers regarding current information for other properties under current review. Discussion included a slight possibility of a potential “burn” of a dilapidated property following asbestos check. CLEAN-UP: Carothers reported (email) - No progress on one property and the matter will be set for trial. Now in position to file a motion in District Court for another property. City-Wide Spring Clean-Up day was set for Wednesday, April 19th and timely notification will follow to residents. ZITO MIDWEST CONTRACT/RESOLUTION/ORDINANCE: Carothers (per email) double checking a few things under Federal Cable Act, and will be forwarding the revised ordinance tomorrow. BLUE SPRINGS CITY PARK PROJECT 2023, INCLUDING PLANS, MATCH-FUND POSSIBILITIES/IN-KIND DETERMINATIONS, TIMELINES, ETC.: Pike will follow up with Dean Cole with information about previously purchased playground equipment and mulch venders. Repair rather than replacement was discussed as a possibility for the “roll” house and other park equipment. It was noted (email) from H.McKinney about the possibility of special needs equipment (information thru Eric Crouch, former Husker football player. ) Email attached to office copy of minutes. Other: Hughes brought up the rough road (north side approach) at the bridge by the City Park, and Don Schuller will be contacted (Sedlacek) for clarification of responsibility, correction options, guidelines.
