The Regular meeting of Mayor and Council of Blue Springs, Nebraska was held 7:00 PM, February 7, 2023, at the Blue Springs City Hall.
Council President Sedlacek called the meeting to order, and roll call was taken.

Notice of the Regular meeting was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting.
Motion (Neumann), second (Reedy ), 3-0 affirmative vote to approve as sent minutes for the January 17, 2023 Regular meeting of Mayor and Council.

WATER PROJECT/STATE REVOLVING FUND: No new information.
PLANNING & ZONING - APPLICATION FOR BUILDING PERMITS (as submitted): No new applications.
DEMOLITION PROJECT: Arrangements (including use of Schlake equipment), are being lined up for May demolition of designated structures.
CLEAN-UP: No improvement noted on one property. Another is nearing the scheduled court date. Carothers brought to attention of members a “mini-landfill” situation developing and whereat occupants are dwelling in violation of City mandate (without having public utilities).
Carothers will draft a letter requesting cleanup of the mini landfill situation, as well as evacuation of the premises.
ZITO MIDWEST CONTRACT/RESOLUTION 2023-1/ REVISION: Carothers went through the proposed ordinance, indicating each clause he recommended to add, delete or change (as: dealing with rate structure, insurance, scope and restrictions), and a motion (Neumann), second (Sedlacek), and 3-0 affirmative vote followed to authorize Carothers to present changes to Zito to solicit their agreement so that the final document can be drafted for approval of both parties. A copy of the proposed ordinance is attached to the office copy of the minutes and available for public review.
STREET SIGN GRANT APPLICATION RESULTS, AS AVAILABLE: $1,473 grant was not awarded to the City due to “no resources available.”
FAIRBURY JOURNAL NEWS: PUBLICATION OF CITY NOTICES: Motion (Neumann), second (Reedy), and a 3-0 affirmative vote approved future publication of minutes and all public notices in the Fairbury Journal News.
REQUEST FOR ZONING CHANGE: HEATHER MC KINNEY: McKinney asked for clarification of 6-340 MISDEMEANORS; UNLICENSED OR INOPERABLE VEHICLES, specifically in regard to if it applied equally to commercial and residential properties. Carothers explained that residential and commercial properties not associated with vehicle repair/maintenance/sales were equal in compliance requirements with 6-340, but businesses dealing with vehicle repair/maintenance/sales are evaluated by separate criterion, but certainly not exempt from scrutiny.
20X20 CITY PARCEL FOR MOWER SHED: OPAT - REX ADAMS: Initially, Adams requested permission to have the OPAT portable mower shed (10x16) placed on City property on Broad Street at a location that would, due to size, require preparation and approval of a variance, and Carothers agreed to initiate paperwork and publication with the Fairbury Journal News, however; Employee Pike suggested it be placed on City property adjacent to City Hall. Adams indicated that it would be an even better location, thereby making the need for a variance hearing unnecessary.
Other: Dean Cole presented information about grant requests for the City Park and Feit Memorial Park (Waterwise/Gage County Foundation, for which he solicited consideration for park equipment, benches, public bathroom, etc. to at least in part comply with an upcoming March grant deadline, and considerations (Game and Parks) - Land Water Resource Trail fund (May 5, 10AM review). Although members could not
debate particulars, they were given handouts (budget table) and information to enrich the discussion of the Blue Springs City Park Project 2023 when it is on the agenda at the next regular meeting.
