BUDGET HEARING MINUTES September 5, 2023 The Budget Hearing of Blue Springs, Nebraska was held the 5th day of September, 2023, at the Blue Springs City Hall. Notice of the budget hearing was published in the Fairbury Journal - News newspaper on August 30, 2023. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Roll Call: Board Members Present: Mayor: Lonnie Meyer, and Council : Neumann, Riensche, Sedlacek Board Members Absent: Council member Reedy Others Present: Attorney Carothers, Milton Pike, Rex Adams, Carol Hughes The budget hearing was opened at 7 PM, September 5, 2023. : Motion (Sedlacek), Second (Riensche), followed by 3-0 affirmative vote) Three copies of the proposed budget statement were available to the public. Attorney Andrew Carothers made a presentation outlining the key provisions of the proposed budget statement as directed in the prepared budget notes, including, but not limited to, a comparison with the prior year’s budget. The floor was then opened for public comment on the proposed budget statement. All members of the public wishing to address the governing body were provided a reasonable amount of time to do so. There being no further business, a motion was made by Sedlacek, seconded by Riensche, and followed by a 3-0 affirmative vote (Neumann, Riensche, Sedlacek) to adjourn the budget hearing at 7:20 PM. The Special Hearing of Blue Springs, Nebraska was opened: Motion (Neumann), Second (Riensche), followed by a 3-0 affirmative vote (Neumann, Riensche, Sedlacek) - at 7:21 PM on the 5th day of September , 2023, at the Blue Springs City Hall. Notice of the Special Hearing was published in the Fairbury Journal - News newspaper on August 30, 2023. Attorney Andrew Carothers presented the information related to the setting of the final tax levy as published. The related resolution # 2023-2 was prepared. The floor was opened for public comment on the tax levy. All members of the public wishing to address the governing body were provided a reasonable amount of time to do so. Mayor Meyer called the meeting to order, and roll call was taken. PRESENT: Mayor Meyer, Council members Neumann, Riensche, Sedlacek ABSENT: Council member Reedy OTHERS PRESENT: Attorney Andy Carothers, Rex Adams, Employee Mike Pike, Carol Hughes Notice of the Hearing/meeting was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the meeting was published in the Fairbury Journal - News on August 30, 2023. Motion(Neumann), second (Sedlacek), followed by 3-0 affirmative vote opened the Regular Meeting. Motion (Neumann), second (Sedlacek), 3-0 affirmative vote to approve the minutes of the August 15th Regular meeting. Motion (Riensche), second (Neumann) , 3-0 affirmative vote to approve claims as follow: Internal Revenue Service (941) - $1,952.65; Payroll - $5,610.78; Abbott Portable Toilets - $125.00; Black Hills Energy - $43.94; Fairbury Journal - News - $64.17; NE Dept. of Revenue (501N) - $278.00; NE Public Health Environmental Labs - $15.00; NE UC Fund - $23.39; Milton Pike - (Tel. Comp.) - $25.00; Roehr’s Machinery - $21.45; Security First Bank -(Pike/IRA) - $55.00; Temps Disposal Service (Mandatory) - $2,660.13; Milford Woutzke (Tel. Comp) - $5.00; TOTAL CLAIMS: $ 10,879.51. A motion was made by Neumann, seconded by Sedlacek to increase the total restricted fund authority a by an additional 1%. A 3-0 affirmative vote (Neumann, Riensche, Sedlacek) followed to pass the motion. Motion (Sedlacek), second (Neumann), 3-0 affirmative vote (Neumann, Riensche, Sedlacek) to approve the 2023-2024 Budget as presented. Resolution 2023-2 setting the property tax request was read. Motion (Sedlacek), second (Riensche), 3-0 affirmative vote (Neumann, Riensche, Sedlacek) to approve/accept Levy Setting Resolution 2023-2. PLANNING & ZONING - APPLICATION FOR BUILDING PERMITS (as submitted) : No new applications. A second request will be made for Curt Hagerman’s resignation from the P& Z. DEMOLITION PROJECT: One house has been approved for a controlled burn with the Fire Department to complete necessary paperwork. Two houses remain under consideration for controlled burn. ARRANGEMENTS FOR PUBLIC HEARING FOR CITY ACQUISITON OF PROPERTY - 300 W 2nd St, Lot 38, Jacob Casebeers Addition #006872000: Public Hearing was opened, per motion (Sedlacek), second (Riensche), and 3-0 affirmative vote. Discussion ensued regarding asbestos testing, OPAT $1,000 donation to speed evacuation of resident, City Acquisition from Raineys for $5,500, all necessary paperwork to be put in place, and Mid-October potential scheduling. The Public Hearing was closed by motion (Sedlacek), second Riensche, and a 3-0 affirmative vote and the meeting was returned to regular session. CLEAN-UP/VEHICLES: Carothers advised of letters sent, to be sent, and legal actions taken. BLUE SPRINGS CITY PARK PROJECT 2023, INCLUDING PLANS, MATCH-FUND POSSIBILITIES/IN-KIND DETERMINATIONS, TIMELINES, ETC.: No new information. JOHNSON SERVICE COMPANY: REVIEW OF PLANS/RESULTS, FUND TRANSFERS: Contractual payment in compliance with Budget stipulations will be made when work is completed and billed. SEWER/WATER TAP FEES (ORDINANCE # 474): No new information. STREET SIGNS/REPAIR/REPLACEMENT LIST OF NEEDS/ ACTION PLAN: No new information. RESOLUTION 2023-1 - MUNICIPAL ANNUAL CERTIFICATION OF PROGRAM COMPLIANCE 2023 TO NEBRASKA BOARD OF PUBLIC ROADS CLASSIFICATIONS AND STANDARDS 2023: Motion (Sedlacek), second (Neumann) followed by reading, and then a 3-0 affirmative vote to approve/accept (Neumann, Riensche, Sedlacek). EQUIPMENT - (INTERNATIONAL TRACTOR) - Pike: Pike was requested to compile a list of present City Equipment that can be liquidated. Lease/rental options are being considered as well., as well as continued Purple Wave purchase opportunities as might come up.
