September 19, 2023 The Regular Meeting of Mayor and Council of Blue Springs, Nebraska, was held starting at 7 PM, September 19, 2023, at the Blue Springs City Hall. Council President Sedlacek called the meeting to order, and roll call was taken. PRESENT: Mayor Meyer, Council members Neumann, Reedy, Riensche, Sedlacek ABSENT OTHERS PRESENT: Employee Mike Pike, Verlyn Dodge Notice of the Hearing/meeting was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Motion (Riensche), second (Neumann) , 4-0 affirmative vote to approve the minutes of the September 5, 2023 -- 2023-2024 Budget meeting and the September 5, 2023Regular meeting. Motion (Neumann), second (Riensche) , 4-0 affirmative vote to approve claims as follow: Bank Direct: NE Dept. of Revenue (94) - $25.00; NE Dept. of Revenue (20) - $110.33; Payroll - $2,646.25; Black Hills Energy - $88.42; Blobaum & Busboom - (Prelim. Budget Prep.) - $1,500.00; Fairbury Journal- News -(Budget Hearing) - $76.00 & $66.03; Farmers Cooperative - $114.83; Norris Public Power - $1,030.27; One-Call Concepts - $8.80; Milton Pike (Postage Reimb. - Water Sample) - $29.20; Postmaster - $234.00; Security First Bank (Pike/IRA) - $55.00; Visa - $862.75; Willet & Carothers - $820.00; Windstream - $89.77; City of Wymore (Tower) - $853.15; Wymore Fertilizer - $60.00; TOTAL CLAIMS: $8,669.80. PLANNING & ZONING - APPLICATION FOR BUILDING PERMITS (as submitted): No new applications. DEMOLITION PROJECT: No new information. ARRANGEMENTS FOR CITY ACQUISITON OF PROPERTY - 300 W 2nd St, Lot 38, Jacob Casebeers Addition #006872000: Sedlacek gave “kudos” to Rex Adams of OPAT for his interactions for a positive result. Copies of proposed agreement were provided by Attorney Carothers - for members to review. Motion (Reedy), second (Neumann), and a 4-0 affirmative vote accepted/approved the Real Estate Purchase Agreement as drafted. CLEAN-UP/VEHICLES: Three certified letters were determined for tall weeds. Five days after receipt of letter was determined as the deadline for compliance. BLUE SPRINGS CITY PARK PROJECT 2023, INCLUDING PLANS, MATCH-FUND POSSIBILITIES/IN-KIND DETERMINATIONS, TIMELINES, ETC.: No new information. SEWER/WATER TAP FEES (ORDINANCE # 474): Motion (Neumann), second (Sedlacek), 4-0 affirmative vote to suspend the rule of three readings Motion (Neumann ), second (Riensche) to approve/accept Ordinance # 474, followed by reading and 4-0 affirmative vote to approve/accept ORDINANCE NO. 474. (PER): AN ORDINANCE TO AMEND TAP FEES FOR WATER HOOK-UPS; TO INCREASE THE WATER TAP FEE FROM $50.00 TO $250.00 FOR 3/4 BY 5/8 INCH METER; TO ESTABLISH A NEW TAP FEE FOR A ONE INCH OR LARGER METERS OF $250.00 PLUS THE ACTUALCOST OF THE METER; TO PROVIDE FOR THE REPEAL CONFLICTING ORDINANCES AND SECTIONS; TO PROVIDE FOR AN EFFECTIVE DATE. STREET SIGNS/REPAIR/REPLACEMENT LIST OF NEEDS/ ACTION PLAN: Determination followed suggestion by Neumann that the street signs to be replaced/repaired would be only those missing or damaged. EQUIPMENT - (INTERNATIONAL TRACTOR) - Pike: Pike indicated that the City should consider selling the tractor currently in inventory. Skid loader lease (Sedlacek) was suggested. Pike stated that a skid loader would not be as handy and potentially not as long-term cost effective for the City, and suggested purchasing another tractor. Sedlacek suggested cab with heat/air. Neumann suggested Pike contact dealers and determine what he could “live with.” Council Approval (following Committee - Riensche, Sedlacek approval) of Project 6 & 8 Owner-Occupied Grant 21-HO-36036 : Motion (Reedy ), second (Neumann ), 4-0 affirmative vote to approve by Council Project 6 & 8 - Owner-occupied Grant 21-HO-36036. NEXT AGENDA: APPROVAL OF MINUTES APROVAL OF CLAIMS PLANNING & ZONING - APPLICATION FOR BUILDING PERMITS (as submitted) DEMOLITION PROJECT ARRANGEMENTS FOR CITY ACQUISITON OF PROPERTY - 300 W 2nd St, Lot 38, Jacob Casebeers Addition #006872000, Final arrangements.
