October 17, 2023 The Regular Meeting of Mayor and Council of Blue Springs, Nebraska, was held starting at 7 PM, October 17, 2023, at the Blue Springs City Hall. Mayor Meyer called the meeting to order, and roll call was taken. PRESENT: Mayor Meyer, Council members Neumann, Reedy, Riensche, Sedlacek ABSENT OTHERS PRESENT: Employee Mike Pike, Attorney Andy Carothers, Verlyn Dodge, Rex Adams, Heather McKinney, Carol Hughes Notice of the Hearing/meeting was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Motion (Riensche), second (Neumann) , 4-0 affirmative vote to approve the minutes of the Oct. 3, 2023 Regular meeting. Motion (Neumann), second (Riensche) , 4-0 affirmative vote to approve claims as follow: Bank Direct -- Nebraska Department of Revenue (10) - $89.84; Payroll - $2,753.31; Abbott Portable Toilets - $250.00; Blue Valley Door - $142.00; Fairbury Journal - News - $62.83; Lauby Plumbing/Heating/A/C - $125.43; Nebraska Charitable Gaming - (51C) - $466.00; Norris Public Power - $1,032.00 ; Milton Pike (Tractor Reimb.) - $10,000; Roehr’s Machinery - $45.66; Security First Bank - (IRA/Pike) $55.00; Visa - $465.20; Windstream - $90.68; Wymore Public Library (Annual Donation) - $750.00; TOTAL CLAIMS: $16,327.95. PLANNING & ZONING - APPLICATION FOR BUILDING PERMITS (as submitted): No new applications. DEMOLITION PROJECT: Asbestos inspections in process, with November completion anticipated. December - January demolition planned, which will include Fire Department burn of one property Saturday, Oct. 21 and planned Fire Department burn of three others as project proceeds. ARRANGEMENTS FOR CITY ACQUISITION OF PROPERTY - 300 W 2nd St, Lot 38, Jacob Casebeers Addition #006872000, Final arrangements: Agreement has been signed between seller and buyer. A minor title issue is to be resolved by Carothers. It is understood that the occupant will receive $1,000 from OPAT at the time of evacuation. Should evacuation not transpire, there will be no $1,000 payment and the buyer (City) will begin eviction proceedings. CLEAN-UP/VEHICLES: Application to sell the property has been drafted for one property, and property owner is to remove wanted materials from the property. If this is not done by November 1st, Carothers will draft nuisance notices to applicable individuals. If results of that action are not satisfactory, court filing against the owner will transpire. Carothers reported on other actions he had taken on other clean-up issues -- one property owner is slated for a December trial date. Carothers communicated with other property owners: spoke to one; will send nuisance notice to one occupant , in support of which Reedy will get the license plate number for Carothers. It was reported that Karen Dodge thanked all those involved with clean-up on one property. A courtesy clean-up letter will be drafted by the City Clerk for a property owner with a “blowing trash” issue. Carol Hughes volunteered to take pictures for Carothers of a nuisance infraction. BLUE SPRINGS CITY PARK PROJECT 2023, INCLUDING PLANS, MATCH-FUND POSSIBILITIES/IN-KIND DETERMINATIONS, TIMELINES, ETC.: No new information. EQUIPMENT - (INTERNATIONAL TRACTOR) - Purchase - Pike: Approval of the claim for $10,000 to Milton Pike for the Massey Ferguson MF1260-2001 tractor was included in the motion, second, approval of all meeting claims presented for payment.
