The Regular Meeting of Mayor and Council of Blue Springs, Nebraska, was held starting at 7 PM, November 7, 2023, at the Blue Springs City Hall.
Mayor Meyer called the meeting to order, and roll call was taken.
PRESENT: Mayor Meyer, Council members Neumann, Reedy, Riensche, Sedlacek (arrived after meeting in session)
ABSENT:
OTHERS PRESENT: Employee Mike Pike, Attorney Andy Carothers, Verlyn Dodge, Rex Adams, Ronnie Rainey, Carol Hughes
Notice of the Hearing/meeting was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting.
Motion (Neumann), second (Riensche) , 3-0 affirmative vote to approve the minutes of the Oct. 17, 2023 Regular meeting.
Motion (Riensche), second (Neumann) , 3-0 affirmative vote to approve claims as follow: Bank Direct - Internal Revenue Service (941) - $1,979.47; Payroll $5,434.32; Blue Valley Door Co. - $530.00; Fairbury Journal - News - $60.56; Farmers Cooperative - $17.97; NE Dept. of Revenue (501N) - $292.92; NE Public Health Environmental Labs - $15.00; One-Call Concepts - $3.58; Postmaster - $234.00; Milton Pike (Tel. Comp.) - $25.00; Milton Pike (Post. Reimb. Water Sample) - $29.20; Security First Bank (IRA/Pike) - $55.00; Temps Disposal Service (Mandatory) - $2,668.00; Milford Woutzke (Tel. Comp.) - $5.00; Wymore, City of - (Tower) - $1,448.49; TOTAL CLAIMS: $12,798.51; & from the CDBG checking account (Reference: Owner-Occupied - #21-HO-36036 --- SENDD - $1,593.75 (HA Invoices 15-21) and $5,227.50 (Housing Management Invoices 13-19 and $871.25 (Lead Based Paint Invoices 2-7); MIT Contracting Project # 6 - $24,999.00 and Project # 8 -$24,999.00., for a CDGB total of $57,690.50.
PLANNING & ZONING - APPLICATION FOR BUILDING PERMITS (as submitted): No new applications.
DEMOLITION PROJECT: Asbestos testing being set up for two properties. Trees must be cleared for demolition or for controlled burn. In the event controlled burns can be done, the foundation may be removed after ash is removed. Not all consents have been acquired for one property. Another property is tentatively entered in the project for planned demolition in December. Carothers has sent letter/consent form to one property owner.
ARRANGEMENTS FOR CITY ACQUISITION OF PROPERTY - 300 W 2nd St, Lot 38, Jacob Casebeers Addition #006872000, Final arrangements.: Carothers did a title search. Determination was made that it was the only property in the deceased mother’s name. Carothers indicated that a small estate affidavit can be signed by the seller. Bockman can be contacted regarding asbestos, and demolition may be scheduled when title is clean and second party interest extinguished. Closing statement will be provided to City for the issuance of a check. Transfer to real estate will follow, and eviction of tenant as proves necessary.
CLEAN-UP/VEHICLES: Contact was made (letters/telephone) by Carothers in several circumstances to address ongoing clean-up infractions.
BLUE SPRINGS CITY PARK PROJECT 2023, INCLUDING PLANS, MATCH-FUND POSSIBILITIES/IN-KIND DETERMINATIONS, TIMELINES, ETC.: No new information. To be removed from agenda and returned at such time as supportive information and an action plan is in place.
RAISES (EMPLOYEES) - (Sedlacek): To be revisited in December.
CITY ENGINEER (REPLACEMENT): Sedlacek is meeting with CES Engineering tomorrow on behalf of Wymore, and Pike to attend as well, whereat, by suggestion of Reedy, the CES representative be invited to attend the next meeting of Blue Springs Mayor and Council.
EQUIPMENT (PIKE): Pike suggested selling new backhoe (limited usage , too big). Other equipment/materials were discussed and a plan suggested for sale on Purple Wave. Carothers asked for a list of items to enable him to draft a Resolution (#2023-4) to authorize sales.
