November 21, 2023 The Regular Meeting of Mayor and Council of Blue Springs, Nebraska, was held starting at 7 PM, November 21, 2023, at the Blue Springs City Hall. Mayor Meyer called the meeting to order, and roll call was taken. PRESENT: Mayor Meyer, Council members Neumann, Reedy, Riensche, Sedlacek ABSENT: OTHERS PRESENT: Employee Mike Pike, Verlyn Dodge, Rex Adams, Derek Kostal, Deb Dorn, Rob Peschel Notice of the Hearing/meeting was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Motion (Riensche), second (Neumann) , 4-0 affirmative vote to approve the minutes of the November 7, 2023 Regular meeting. Motion (Neumann), second (Riensche) , 4-0 affirmative vote to approve claims as follow: Bank Direct : NE Dept. of Revenue (10) - $122.60; Payroll - $2,717.89; Beatrice Iron/Metal - $105.00; Black Hills Energy - $65.85; DAS State Acctg - Central Finance (Clerk In-services) - $175.00; Fairbury Journal - News -$ 57.32; Lauby Plumbing/Heating/Air - $85.40; Norris Public Power - $999.43; Postmaster - $234.00; Roehr’s Machinery - $1,669.15; Security First Bank (Pike/IRA) - $55.00; VISA - $701.48; Windstream - $96.64; TOTAL CLAIMS: $7,084.76. PLANNING & ZONING - APPLICATION FOR BUILDING PERMITS (as submitted): Following recommendation for approval by P & Z Commission, motion (Riensche), second (Neumann), abstain (Reedy) -3-0 affirmative vote for approval of Building Permit #23-3 (Reedy -- Greenhouse). Applicant was notified of approval/fee. DEMOLITION PROJECT: No new information. ARRANGEMENTS FOR CITY ACQUISITION OF PROPERTY - 300 W 2nd St, Lot 38, Jacob Casebeer Addition #006872000, Final arrangements: Per email from Carothers -- Two judgments against the property owner have transcribed to District court, so are liens against the property. Closing next week is anticipated when payoff amount is determined. CLEAN-UP/VEHICLES: No new information. CITY ENGINEER (REPLACEMENT)/ CES ENGINEERING: Rob Peschel, President of Engineers, Architects, Surveyors 605 Broadway, Marysville, Ks 66508 introduced himself, provided a brief overview (Street, Sewer, Water - Civil, with another office in Great Bend, Ks., 25 year experience - streets, 20 years experience - watershed, dams, 25 years experience highways, floods, with Diller, Plymouth, Beatrice affiliations, and answered questions (Reedy) regarding area served, experience, and (Sedlacek ) about stance to be taken on existing (approved) projects in regard to collaborative efforts. Considerations will be given, with decision pending. YEAR-END CERTIFICATION OF CITY STREET SUPERINTENDENT 2023/RESOLUTION 2023-3: Discussion, followed by motion (Riensche), second(Neumann), reading of the Resolution, and 4-0 affirmative vote to approve Resolution 2023-3 -- Year End Certification of City Street Superintendent 2023 - Jan 1, 2023 - December 31, 2023 - Keith Gilmore (Contract Consultant) - Superintendent’s License Number S-697, Class A; Engineer’s License Number E-5721. COUNCIL RECOMMENDATION FOR AWARD - (FOLLOWING COMMITTEE APPROVAL) OF BLUE SPRINGS OOR Projects # 005 --21-HO-36036/2021 OWNER OCCUPIED REHABILITATION HOUSING PROGRAM: Discussion, followed by motion (Sedlacek), second(Neumann), 4-0 affirmative vote to acknowledge/document council recommendation for Award following recommendation of committee. SURPLUS EQUIPMENT LIST/RESOLUTION 2023-4: Not yet compiled. Employee Pike suggested delaying until Spring (tractor main source for cleaning streets) And he suggested consideration of upgrading the old dump truck in Spring as well. SIDEWALKS/STREETS (REEDY): Replacement of sidewalk leading to City Hall (and going east) (Contractor: Taylor pricing of $2,800) was discussed with motion by Riensche, second by Neumann, and a 4-0 affirmative vote to proceed with the project. Sedlacek will make some calls (Lovell - Geneva one option) regarding pricing for subcontracting needed street sealing activity. OTHER: Adams noted (resulting from recent County meeting about bridges) that surveys were/are being conducted and Federal assistance solicited for replacement of the Blue River Bridge, which might include a walkway, and kayak landing in the park. Determination was made at the meeting that the City Park bridge falls under City responsibility, and it was suggested (Sedlacek) that the approach be repaired and the tonnage lowered.
