May 7, 2024 The Regular Meeting of Mayor and Council of Blue Springs, Nebraska, was held starting at 7:00 p.m., May 7th, 2024, at the Blue Springs City Hall. Mayor Meyer called the meeting to order and roll call was taken. Present: Mayor Meyer, Council Members Neumann, Reedy, and Riensche Absent: Council Member Sedlacek Others Present: Attorney Carothers, Rex Adams, Employee Pike, Verlyn Dodge, Derek Kostal, Steve Borgman, Southern School Representative (Dave) Notice of the meeting/ hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the meeting/ hearing was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in an advance notice to the Mayor and City Council of the meeting/ hearing. Motion (Riensche), second (Neumann), 3-0 affirmative vote to approve the minutes of the April 16th, 2024 Regular meeting. Motion (Neumann), second (Riensche), 3-0 affirmative vote to approve claims as follow: Bank Direct: Internal Revenue (941) - $2,149.77; Payroll - $6,015.76; Abbott's Portable - $40.00; Black Hills Energy - $68.72; E.P. Electric Pump - $750.00; Fairbury Journal News - $38.43 &: $82.58; NE Dept. of Revenue (51C)- $593.00; NE Dept. of Revenue (501N)- $316.00; Nebraska Public health Environmental Labs - $30.00; One-Call Concepts - $4 76; Milton Pike - (Tel) - $25.00; Postmaster - $242.00; Security First Bank- (Pike IRA) - $55.00; Temps Disposal Service (Mandatory) - $2,629.00 & ( Clean-Up Day) - $1,013.61; Willet & Carothers - $1,388.40; Milford Woutzke (Tel) - $25.00; Wymore, City of - (tower) - $819.88; Wymore Oil Co. - $112.50; TOTAL CLAIMS: $16,399.41 PLANNING AND ZONING: BUILDING PERMITS ETC.: No new applications. DEMOLITION PROJECT: Per Carothers, Justin Johnson to do five asbestos testings on 5-17-24. Second hearing date to be set regarding an eviction process.. Carothers to solicit permission from owners to keep out-buildings at one property. A trailer has been demolished. Plans are in the works to knock down the house close to pallets business and to, as circumstances permit, arrange for the burning of the adjacent house.. CLEAN UP /VEHICLES: Carothers will file tomorrow on three properties. One property has been checked for asbestos and a roll-off, as is available, is being scheduled. Two properties are under scrutiny for an action plan. Carothers will draft letters for signature of the City Clerk, CRACK SEALING /ARMOR COATING: Reedy will contact the service provider - Tiemann, once again for an evaluation and cost analysis of the needed areas. PAPA B's (BORGMAN) - TEMPORARY MODIFICATIONS INVOLVING ALLEY: Following discussion of several options, and upon the recommendation of Carothers, determination was made to vacate a portion of the alley which would include an easement to access the property for repairs of the sewer line, and members were in agreement for Carothers to draft necessary paperwork for consideration at the next Regular meeting. This would facilitate a better flow of activities at the lounge as well as protect City liability. SCHOOL - PORTABLE/ TEMPORARY STOP SIGN AT CROSSWALK, ETC.: The representative for the school requested approval for the use of a temporary stop sign at the east end of the street at the crosswalk during school days from 7:30 a.m to 8:30 a.m and 3:00 p.m. to 4:00 p.m. No opposition was voiced by members. Carothers will draft Ordinance # 477 for consideration at the next Regular meeting. LIFT STATION PUMP: REPAIR/REPLACE: Repairs being made on one of the pumps should be concluded in the very near future. Currently the system is running on one pump. ASHLEY LARSEN -SENDD- CDBG -OOR CONTRACT EXTENSION: Motion by Riensche, second by Neumann, and a 3-0 affirmative vote approved the CDBG -OOR contract extension and mayoral signature on the same to promote and implement additional candidates into the program.
