May 21, 2024 The Regular Meeting of Mayor and Council of Blue Springs, Nebraska, was held starting at 7 PM, May 21, 2024, at the Blue Springs City Hall. Mayor Meyer called the meeting to order, and roll call was taken. PRESENT: Mayor Meyer, Council members Neumann, Reedy, Riensche ABSENT: Council member Sedlacek OTHERS PRESENT: Employee Mike Pike, Rex Adams Notice of the Hearing/meeting was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Motion (Neumann), second (Riensche), 3-0 affirmative vote to approve the minutes of the May 7, 2024 Regular meeting. Motion (Riensche), second (Neumann), 3-0 affirmative vote to approve claims as follow: Bank Direct -- NE Dept. of Revenue (10) - $105.69; Payroll - $2,838.90; Black Hills Energy - $53.78; Dawgs Sports Specialties (Feit Park sign) - $50.00; EMC Insurance - (Annual) - $18,802.65; Fairbury Journal - News - $105.25; Tony Lovell (6 blocks crack-sealing) - $7,500.00: Nationwide - (Annual Surety Bond) - $100.00; NE Dept. of Revenue - Charitable Gaming (51C Late) - $59.87; Norris Public Power - $1,010.40; Milton Pike (Postage Reimb. Water Sample) - $30.95; Security First Bank - (IRA/Pike) - $55.00; Visa - $450.43; Windstream - $96.50; T0TAL CLAIMS: $ 31,259.42 and from Keno Proceeds Account to Papa B‘s Keno Lounge - (April/24) - $976.15. PLANNING & ZONING - APPLICATION FOR BUILDING PERMITS (as submitted): No new applications. DEMOLITION PROJECT: Asbestos testing complete. 4 clean out of 5, plans “to burn” to follow. According to Adams, another excavator may be available to “fold houses into the basements” for burning. CLEAN-UP/VEHICLES: Two cases continued. Timeline for one property extended. It was noted that one demolition site structure was still full of contents. Raccoon were found inside another. CRACK-SEALING/ARMOR COATING: Payment for 6 blocks of crack sealing (completed) made to Tony Lovell (within claims for this meeting). Pike to identify streets in the worst condition for an extended program. He will confer with Lovell about “topping off” the completed streets and bidding another job. Reedy will contact Tiemann to request a bid also. Possible inclusions in the area are Walnut Street, Hazen Street. PAPA B’S (BORGMAN) VACATING A PORTION OF THE ALLEY, EASEMENT: No new information available. SCHOOL - PORTABLE;TEMPORARY STOP SIGN AT CROSSWALK, ORDINANCE # 477: No new information available. LIFT STATION PUMP: REPAIR/REPLACE: Options were discussed - new pump $20,723.50, repair old pump - $14,538.75, as well as additional costs of freight and installation, life expectancy and guarantees, and discussion was followed by a motion by Riensche, second by Neumann, and a 3-0 affirmative vote to approve purchase of a new pump.
