September 3, 2024 The Budget Hearing of Blue Springs, Nebraska was held the 3rd day of September, 2024, at the Blue Springs City Hall. Notice of the budget hearing was published in the Fairbury Journal - News newspaper on August 28, 2024. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Roll Call: Board Members Present: Mayor: Lonnie Meyer, and Council : Neumann, Riensche, Sedlacek Board Members Absent: Council member Reedy Others Present: Milton Pike, Jennifer Busboom, Dean Cole The budget hearing was opened at 7 PM, September 3, 2024. --- Motion (Riensche), second (Neumann), followed by 3-0 affirmative vote) Three copies of the proposed budget statement were available to the public. Jennifer Busboom made a presentation outlining the key provisions of the proposed budget statement as directed in the prepared budget notes, including, but not limited to, a comparison with the prior year’s budget. The floor was then opened for public comment on the proposed budget statement. Public comment ensued. All members of the public wishing to address the governing body were provided a reasonable amount of time to do so. There being no further business, a motion was made by Riensche, seconded by Neumann , and followed by a 3--0 affirmative vote (Neumann, Riensche, Sedlacek) to adjourn the budget hearing at 7:17 PM. The Special Hearing of Blue Springs, Nebraska was opened : Motion (Riensche), second (Neumann), followed by a 3-0 affirmative vote (Neumann, Riensche, Sedlacek) - at 7:18 PM on the 3rd day of September, 2024, at the Blue Springs City Hall. Notice of the Special Hearing was published in the Fairbury Journal - News newspaper on August 28, 2024. Busboom presented the information related to the setting of the final tax levy as published. The related Resolution # 2024-4 was prepared. The floor was opened for public comment on the tax levy. Public comment ensued. All members of the public wishing to address the governing body were provided a reasonable amount of time to do so. Mayor Meyer called the meeting to order, and roll call was taken. PRESENT: Mayor Meyer, Council members Neumann, Riensche, Sedlacek ABSENT: Council member Reedy OTHERS PRESENT: Employee Mike Pike, Jennifer Busboom, Dean Cole Notice of the Hearing/meeting was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Motion (Neumann), second (Sedlacek) , 3-0 affirmative vote to approve claims as follow: Internal Revenue Service - (941) - $2,672.60: Payroll -$4,704.49; Barco Municipal Products - $37.80; Blobaum & Busboom (Preliminary Budget) - $1,500.00; 5 H Repair LLC - $170.00; Fairbury Journal News - $121.42Fossler Excavating - $545.00; Johnny’s Welding - $87.50; NE Dept. of Revenue - (501N) - $409.00; Milton Pike (Tel. Comp.) - $25.00; Roehr’s Machinery - $131.80; Security First Bank (Pike/IRA) - $55.00; Temps Disposal Service (Mandatory) - $2,652.00; Winwater - $262.32; Milford Woutzke (Tel. Comp.) - $25.00; T0TAL CLAIMS: $13,398,93. A motion was made by Riensche, seconded by Neumann to increase the total restricted fund authority a by an additional 1%. A 3-0 affirmative vote (Neumann, Riensche, Sedlacek) followed to pass the motion. Motion (Sedlacek), second (Riensche), 3-0 affirmative vote (Neumann, Riensche, Sedlacek) to approve the 2024-2025 Budget as proposed. Resolution 2024-4 setting the property tax request was read per: WHEREAS, Nebraska Revised Statute 77-1632 and 77--1633 provides that the Governing Body of the City of Blue Springs passes by a majority vote a resolution or ordinance setting the tax request; and WHEREAS, a special public hearing was held as required by law to hear and consider comments concerning the property tax request; NOW THEREFORE, the Governing Body of the City of Blue Springs resolves that The 2024-2025 property tax request be set at: General Fund $36,612.00/ Bond Fund --…….. Motion (Sedlacek), second (Riensche), 3-0 affirmative vote (Neumann, Riensche, Sedlacek) to approve/accept Levy Setting Resolution 2024 -4 dated this 3rd day of September, 2024.. PAPA B’S (BORGMAN) VACATING A PORTION OF THE ALLEY, EASEMENT/ORDINANCE #478. Further information required. To be continued at the next Regular meeting. PLANNING & ZONING - APPLICATION FOR BUILDING PERMITS (as submitted): No new applications. DEMOLITION PROJECT: No new information. CLEAN-UP/VEHICLES: One individual requested extended timeline for removal of trailer - October 1st. ORDINANCE OFFICER (Dogs, etc.): No new information. ARBORETUM/ DEAN COLE: Cole presented information regarding City trees (grant awarded). Pinkerton (licensed), and Nelson will work in collaboration regarding removal of trees (22 count), trimming, stump removal (as on Broad Street West of Church). The trees to be removed have been X’d. Church border is included in the clean-up area, as is Feit Park (driving area). Nelson indicated service availability within 2-3 weeks. One individual expressed interest in wood from ash/hackberry trees to be taken down in the Feit Park area. Discussion included options/liability issues as might relate (Sedlacek) to the public getting wood on City property. Cole indicated that Carothers has been provided with relevant grant/plan information for review, but has not yet responded. Cole indicated that other funds to replace trees (about half of those removed) could be pursued. A tree (birch) by the cabin was identified as damaged/needing to be removed. Cole also introduced information about the Strategic Planning Assessment of the State Wide Arboretum to lay out a tree plan. This would require/involve discussion/participation of 10 to 15 individuals from the community. Cole stated that there was interest in determining the age of trees (rings) downed. New trees planned are oaks, sycamore, elms, linden, hornbean. Gratitude was expressed and members were in agreement for Cole to “get moving” with the program. JEO CONSULTING GROUP/CITY ENGINEER: Appointment formalized: Motion (Neumann), second (Sedlacek), 3-0 affirmative vote to appoint JEO Consulting Group as Blue Springs City Engineer for remainder of 2024.
