The Regular Meeting of Mayor and Council of Blue Springs, Nebraska, was held starting at 7 PM, September 17, 2024, at the Blue Springs City Hall.
Council President Sedlacek called the meeting to order, and roll call was taken.
PRESENT: Council members Neumann, Reedy, Riensche, Sedlacek
ABSENT: Mayor Meyer
OTHERS PRESENT: Employee Mike Pike, Attorney Andy Carothers, Rex Adams, Verlyn Dodge
Notice of the Hearing/meeting was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting.
Motion (Neumann), second (Riensche), 4-0 affirmative vote to approve the minutes of the September 3, 2024-2025 Budget Hearing and September 3, Regular meeting of Mayor and Council.
Motion (Riensche), second (Neumann), 4-0 affirmative vote to approve claims as follow: Bank - Direct - NE Dept. of Rev. (10) - $85.74; Payroll - $2,863.90; Barco Municipal Products - $343.81; Beatrice Ready Mixed - $390.78; Black Hills Energy - $46.59; Fairbury Journal News - $69.63; Lauby Plumbing - $68.96; NE Public Health Environ. Labs - $30.00; Norris Public Power - $1,041.13; One-Call Concepts - 12.72; Pickrell Lumber - $147.00 (Grant) - Security First Bank - $55.00 (Pike/IRA) ; Visa - $957.45; Windstream - $96.56; City of Wymore - (Tower) - $1,631.13; TOTAL CLAIMS: $7,840.40.
PAPA B’S (BORGMAN) VACATING A PORTION OF THE ALLEY, EASEMENT/ORDINANCE #478: Carothers is awaiting Norris’ review/return of a general utility easement prepared for Norris and the City of Blue Springs signatures, and also will obtain signatures of (Borgman/Hughes) relevant property owners.
PLANNING & ZONING - APPLICATION FOR BUILDING PERMITS (as submitted): No new applications.
DEMOLITION PROJECT: For one property a Fire Training Notification is expected shortly (State Fire Marshal), and to be executed when a “good day” is determined. Carothers will contact Fire Chief McCrimmon regarding feasibility of a controlled burn of one structure that has considerable vegetation surrounding it. Carothers noted another house for the demolition list and suggested a controlled burn there once inoperable vehicles in close proximity are removed. That property owner was provided specifics for removal and given a 2 week deadline prior to court date determination.
CLEAN-UP/VEHICLES: Clean up efforts continue for several property owners.
ORDINANCE OFFICER (Dogs, etc.): No new information. Review continues to determine interest.
SEWER FUND DEFICIT/TRANSFER OF FUNDS: After suggestion by Sedlacek, motion (Riensche), second (Reedy) 4-0 affirmative vote to transfer $10,515.50 from the General Fund within Regular Checking to the Sewer Fund within Regular Checking, and to draft a check from the Keno Proceeds account in the amount of $10,515.49 for deposit into the General fund of General checking for disbursement into the Sewer Fund within Regular checking, these actions to eliminate a $21,030.99 Sewer Fund deficit within Regular checking.
FIRE DEPARTMENT /EQUIPMENT/(TOM CREEK): Fire Department representative not in attendance. Will move considerations to the next Regular meeting.
