July 1, 2025 Regular Session: 7:00 PM - Blue Springs City Hall --Mayor Sedlacek called the meeting to order, and roll call was taken. PRESENT: Mayor Sedlacek, Council members Neumann, Rainey, Reedy ABSENT: Council member Riensche OTHERS PRESENT: Heather McKinney, Tom Creek, Jace Dorn, Kevin Sturm, Verlyn Dodge, Rex Adams, Carol Hughes Notice of the Regular Hearing/meeting was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Motion (Neumann) , second (Rainey), 3-0 affirmative vote to approve the minutes of the June 17, 2025 Regular meeting of Mayor and Council. Motion (Neumann), second (Rainey ), 3-0 affirmative vote to approve claims as follow: Bank Direct: Internal Revenue Service 941- $2,623.73; Payroll - $4,821.49; Beatrice Sand & Gravel - $174.17; Fairbury Journal - News - $89.06; Land Survey Tech (Easement Info) - $250.00; NE Dept of Revenue -941N - $297.00; NE Public Health Environ. Lab - $15.00; Pavers - (Special Project ) - $28,770.10; Milton Pike - (Tel. Comp.) - $25.00; Security First Bank (Pike/IRA) - $55.00; Temps Disposal Service - (Mandatory) - $2,671.00; Willet & Carothers - $2,390.00; Milford Woutzke - (Tel. Comp.) - $25.00; City of Wymore (Individual/Tower) - $1,997.06; TOTAL CLAIMS: $44,203.61 & FROM KENO PROCEEDS ACCOUNT to City of Blue Springs (General Fund) - (Sewer Lining Project) - $23,540.91. PLANNING & ZONING: APPLICATIONS FOR BUILDING PERMITS AS SUBMITTED: No new applications submitted. (One expected soon from Church for fence replacement.) DEMOLITION PROJECT: Signatures pending on owners’ consent for controlled burn. (Carothers’s email attached to office copy of minutes.) CLEAN-UP/VEHICLES: Pending “operational” report regarding one vehicle. Courtesy letters pending for two nuisance situations. (Carothers email attached to office copy of minutes.) EMPLOYMENT OPPORTUNITY/ JOB DESCRIPTION/WAGE: Narrative completed and ready for posting in three places and advertised in newspaper. CAMERA FOR PARK SURVEILLANCE: Project initiated. PARK PLANS: No new information. Removed from agenda pending future determinations. TENNIS COURT PLANS: No new information. Removed from agenda pending future determinations. FIRE DEPARTMENT (CAR SHOW) T. CREEK: Discussion, followed by motion (Reedy), second (Neumann), and 3-0 affirmative vote to approve a donation in the amount of $600.00. Permission was given to close Broad Street Sunday, August 10th (leaving bank drive-thru available to public) going east from that point. NEXT AGENDA: APPROVAL OF MINUTES APPROVAL OF CLAIMS GENERAL UTILITY EASEMENT AGREEMENT (Borgman/Hughes) & ORDINANCES # 478/479 PLANNING & ZONING: APPLICATIONS FOR BUILDING PERMITS AS SUBMITTED DEMOLITION PROJECT CLEAN-UP/VEHICLES JOB APPLICATIONS AS RECEIVED, WITH CONDITIONS AND COMPENSATION ADDRESSED There being no further business, a motion was made by Neumann at 7:15 PM to adjourn.
