Regular Session: 7:00 PM - Blue Springs City Hall --Mayor Sedlacek called the meeting to order, and roll call was taken.
PRESENT: Mayor Sedlacek, Council members Neumann, Rainey, Reedy, Riensche
ABSENT:
OTHERS PRESENT: Andy Carothers, Rex Adams, Carol Hughes
Notice of the Regular Hearing/meeting was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting.
Motion (Neumann) , second (Riensche), 4-0 affirmative vote to approve the minutes of the July 1, 2025 Regular meeting of Mayor and Council.
Motion (Riensche), second (Neumann ), 4-0 affirmative vote to approve claims as follow: Direct Payment - NE Dept. of Revenue (10) - $99.18; Payroll: - $3,103.77; Black Hills Energy - $51.03; Blue Springs Fire Department (Donation/Car Show) - $600.00; Fairbury Journal- News - $56.35; Farmer’s Cooperative - $290.73; Johnny’s Welding - $125.00; NE Dept. of Revenue (51C/2nd qtr) - $762.00; Norris Public Power - $1,085.71; One-Call Concepts, Inc. - $5.31; Schuster’s Outdoor and RV - $134.82; Security First Bank - (IRA/Pike) - $55.00; Visa - $663.02; Windstream - $111.74; Total Claims: $7,143.66 and from Keno Proceeds Account to Papa B’s Keno - (June Report) - $1,601.34.
GENERAL UTILITY EASEMENT AGREEMENT (Borgman/Hughes) & ORDINANCES # 478/479 :
Acknowledgment of signatures (Borgman/Hughes) on the General Utility Easement Agreement. Motion to suspend rule of three readings for Ordinance #478 (Neumann), second (Reedy), vote 4-0 affirmative vote. Motion to approve/accept Ordinance # 478 (Neumann), second (Riensche), reading of ordinance, per: AN ORDINANCE DECLARING IT NECESSARY AND EXPEDIENT FOR THE PUBLIC GOOD TO VACATE A PORTION OF A PLATTED ALLEY WITHIN THE CITY OF BLUE SPRINGS, NEBRASKA; TO VACATE AN ALLEY WITHIN THE CITY OF BLUE SPRINGS,NEBRASKA; TO DESCRIBE THE ALLEY TO BE VACATED; AND TO PRESCRIBE THE TIME THIS ORDINANCE SHALL BE IN FULL FORCE AND TAKE EFFECT, followed by a 4-0 affirmative vote. Motion to suspend rule of three readings for Ordinance # 479 (Neumann), second (Riensche), 4-0 affirmative vote. Motion to approve Ordinance # 479 (Riensche), second (Rainey), reading of ordinance, per: AN ORDINANCE DECLARING IT NECESSARY AND EXPEDIENT FOR THE PUBLIC GOOD TO VACATE A PORTION OF GARFIELD STREET WITHIN THE CITY OF BLUE SPRINGS, NEBRASKA; TO VACATE STREET WITHIN THE CITY OF BLUE SPRINGS, NEBRASKA; TO DESCRIBE THE STREET TO BE VACATED AND TO PRESCRIBE THE TIME THIS ORDINANCE SHALL BE IN FULL FORCE AND TAKE EFFECT, followed by 4-0 affirmative vote.
PLANNING & ZONING: APPLICATIONS FOR BUILDING PERMITS AS SUBMITTED: No new applications.
DEMOLITION PROJECT: Debris may now be removed from the site of a controlled burn. Progress being made with cleanup that should enable controlled burn of one structure by end of August. October is planned for another controlled burn . Suggestions were made (Carothers) for potential future demolitions.
CLEAN-UP/VEHICLES: Court date for one property owner but project may be completed by then. One property owner plans to deed the property over to another individual and legal process will be dismissed from original property owner. Rainey identified a problem area whereat there is a potentiality of harm.
JOB APPLICATIONS AS RECEIVED, WITH CONDITIONS AND COMPENSATION ADDRESSED: One application has been received. More are anticipated. People Service was a suggestion by Carothers, who will make arrangements for presentation at a future meeting in order to consider an alternative action plan.
