August 19, 2025 7:00 PM -- Council President Reedy called for motion to open the Public Hearing of the One & Six Year Plan -- Motion (Riensche), second (Neumann), vote 4-0 affirmative. Notice of the Hearing/Meeting was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. PRESENT: Council members Neumann, Rainey, Reedy, Riensche ABSENT: Mayor Sedlacek OTHERS PRESENT: Attorney Carothers, Deb Dorn, Robin Butler, Verlyn Dodge Discussion of One and Six Year Plan/Resolution 2025-2. Motion (Neumann), second (Riensche), 4-0 affirmative vote to approve claims as follow: Direct Payment- NE Dept. of Revenue (10) - $105.37; Payroll - $3,019.15; Black Hills Energy - $53.70; Fairbury Journal-News - $57.32; Johnny’s Welding - $164.04; Lauby Plumbing/Heating/Air - $48.98; League of NE Municipalities - (Membership) - $422.00; Ne Public Health Environmental Labs - $15.00; Network Consulting Services, Inc (Cameras) - $960.00; Norris Public Power - $1,048.41; One-Call Concepts - $2.46; Security First Bank (Pike/IRA) - $55.00; Visa - $668.21; Windstream - $111.76; TOTAL CLAIMS: $ 6,731.40. RESOLUTION 2025-2 ONE AND SIX YEAR PLAN: Motion (Neumann), second (Riensche), 4-0 affirmative vote to approve Resolution 2025-2/One & Six Year Plan as presented. PLANNING AND ZONING APPLICATIONS FOR BUILDING PERMITS AS SUBMITTED: No new applications. DEMOLITON PROJECT: Arrangements are being made by one of the owners for relocation of the “tiny house” from the property, and signatures are being obtained to facilitate controlled burn planned for fall. Another property clean-up issue under review is anticipated to be fully resolved, including removal of scrap metal from a building planned for demolition), and a 11 AM Sept 9th court date is expected to be dismissed due to of resolution of all issues. Foundation materials may now be removed from the site of a controlled burn and arrangements will be made and notification sent to request removal of tall weeds on the property. CLEAN UP/VEHICLES: One property on the list has been mowed, and two letters will be drafted (Carothers) for courtesy notification of clean up issues . CURRENT EMPLOYEE PERFORMANCE EVALUATION, WAGE ASSESSMENT, AND PART TIME SUPPORT WORKER: Discussion resulted in decision to evaluate pay scale of remaining City employee Woutzke at the first meeting in October, when better determinations can be made of responsibilities and workload. 2025-2026 BUDGET LEVY SETTING: No specifics were yet available to make a decision at this time. NEXT AGENDA: APPROVAL OF MINUTES APPROVAL OF CLAIMS PLANNING & ZONING: APPLICATIONS FOR BUILDING PERMITS AS SUBMITTED DEMOLITION PROJECT CLEAN-UP/VEHICLES 2025-2026 BUDGET LEVY SETTING There being no further business, a motion was made by Neumann at 7:30 PM to adjourn.
