Regular Session: Blue Springs City Hall -- Mayor Sedlacek called the meeting to order at 7 p.m. at Blue Springs City Hall, and roll call was taken.
Present: Mayor Sedlacek, Council members Neumann, Reedy, Riensche
Absent: Council member Rainey
Others present: Robin Butler
Notice of the hearing / Regular meeting was given in advance by posting it at least three public places as shown by the certificate of posting placed on file. Notice of the hearing / meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advanced notice and in the advanced notice to the Mayor and City Council of the hearing/ meeting.
Motion (Riensche), second (Neumann), 3-0 affirmative vote to approve the minutes of the July 15th, 2025 Regular meeting of Mayor and Council.
Motion (Neumann), second (Riensche), 3-0 affirmative vote to approve claims as follow: Bank Direct - # 941-- $2,164.79; Payroll -- $6,321.64 ; Abbott Portable Toilets - $125.00; Arbor Ink - $163.43; Beatrice Sand and Gravel - $916.56; Blue River Area Agency on Aging -- $687.50; Fairbury Journal-News -- $137.86; Kim Herrera (Meter Dep. Ref. ) - $130.30; NE Department of Revenue--(501N) --$296.00; Ne Public Health Lab --$15.00; Milton Pike - (,Tel.) - $25.00; Postmaster -- $280.00; Security First Bank (Pike/ IRA) -- $55.00; Temps Disposal Service (Mandatory) - $2,840.00; Milford Woutzke (Tel.) -- $25.00; Wymore , City of (Tower) - $1,501.09-- TOTAL CLAIMS: $15,684.17
PLANNING AND ZONING: APPLICATIONS FOR BUILDING PERMITS AS SUBMITTED: No new applications.
DEMOLITION PROJECT: Signature phase remaining for one property, per Carothers email.
CLEAN UP / VEHICLES: Two letters sent for cleanup,and one property in the final stage of infraction resolution, per Carothers email.
JOB APPLICATIONS AS RECEIVED AND PEOPLE SERVICE OPTION UNDER REVIEW: Discussion resulted in determination of delay for retiring employee replacement at this time, with responsibilities of Milford Woutzke increased and under upcoming review for wage increase, and possible activation of support worker. (Reedy).
INITIAL DISCUSSION FOR SETTING LEVY FOR 2025-2026 BUDGET YEAR: Initial discussion resulted in determination to delay final decision until full council and City attorney are present.
