Regular Session: 7:00 PM - Blue Springs City Hall --Mayor Sedlacek called the meeting to order, and roll call was taken.
PRESENT: Mayor Sedlacek, Council members Neumann, Rainey,Riensche
ABSENT: Council member Reedy
OTHERS PRESENT: Rex/Jodi Adams; Devin/Deb Dorn; Phil/Tana Padgett; Alfredo/Ruth Razo
Notice of the Hearing/Meeting was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting.
APPROVAL OF MINUTES: Motion (Neumann), second (Riensche), 3-0 affirmative vote to approve minutes of Nov. 4th, 2025 meeting.
APPROVAL OF CLAIMS: Motion (Riensche), second (Rainey), 3-0 affirmative vote to approve claims as follow: NE Dept. of Rev. (10) - $116.14; Payroll: $951.24; Abbott Portable Toilets - $500.00; Black Hills Energy - $72.80; Fairbury Journal-News - $85.50; Lauby Plumbing/Heating/Air - $9.98; Municipal Supply - $1,209.53; Norris Public Power - $1,002.70; One-Call Concepts - $8.51; Visa - $619.05; Windstream - $110.51; TOTAL CLAIMS: $4,685,96.
PLANNING & ZONING: APPLICATIONS FOR BUILDING PERMITS AS SUBMITTED: No new applications.
DEMOLITION PROJECT: It is anticipated that the debris from the recent controlled burn will be removed (no earlier than 45 days) along with the debris from a previous burn.
CLEAN-UP/VEHICLE: Sedlacek told that he took pictures of one property to support legal proceedings by Carothers for a nuisance infraction.
VACATE ALLEY EASEMENT: NARRATIVE: No new information available.
WATER LINE PROJECTS: CDBG CONSIDERATIONS/PROJECT CHOICES/ETC.: No new information available.
SERVICE HOOK UP ASSESSMENTS/ORDINANCE: Changes/additions will be requested for Ordinance #480.
TREE/PARK BOARD FORMATION: MEMBERS: Three possibilities were noted: Jodi Adams, Devin Dorn, and Ruth Razo (when living in Blue Springs).
