Regular Session: 7:00 PM – Blue Springs City Hall – Mayor Sedlacek called the meeting to order, and roll call was taken.

Notice of the Hearing/Meeting was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting.
APPROVAL OF MINUTES: Motion (Neumann), second (Rainey), 4-0 affirmative vote to approve minutes of the Feb. 3, 2026 meeting.
APPROVAL OF CLAIMS: Motion (Riensche), second (Neumann), 4-0 affirmative vote to approve claims as follow: NE Dept. of Revenue (10) – 99.16; Payroll - $1,545.71; Armstrong Rentals (Side dump - Demolition) - $975.00; Beatrice Area Solid Waste Agency – (Demolition) - $5,513.00; Black Hills Energy - $199.86; Blobaum & Busboom (Financial Records Examination) - $4,500.00; Fairbury Journal – News - $56.35; Industrial Chemicals Labs - $338.61; Norris Public Power - $1,154.23; One-Call Concepts - $6.52; Pollman - $2,390.00; Ullman Auto - $894.84; Visa - $696.36; Windstream - $131.87; Milford Woutzke (Tel. PLANNING & ZONING: APPLICATIONS FOR BUILDING PERMITS AS SUBMITTED: No new applications.
DEMOLITION PROJECT: An asbestos inspection has been scheduled for one property. Concrete needs to be hauled away yet from one demolition site.
CLEAN-UP/VEHICLES: Review continues for one location. A courtesy clean-up letter was requested for one property.
VACATE ALLEY/STREET EASEMENT: NARRATIVE: Pending
WATER LINE PROJECTS/STREET PROJECTS/ LETTERS OF PUBLIC SUPPORT: CDBG CONSIDERATIONS: Radar is to contact SENDD to direct preparations for the water line project.
TREE/PARK BOARD MEMBERSHIP; ORDINANCE # 481: Motion (Neumann), second (Riensche), 4-0 affirmative vote to suspend the rule of three readings. Motion (Riensche), second (Neumann), reading of Ordinance #481 (Carothers) per: AN ORDINANCE PERTAINING TO THE BOARD OF PARK COMMISSIONERS; TO PROVIDE THAT ONE MEMBER OF THE BOARD MAY RESIDE IN THE MUNICIPALITY’S ONE MILE EXTRA-TERRITORIAL ZONING JURISDICTION OR WITHIN ONE MILE OF THE CORPORATE LIMITS; TO HARMONIZE PROVISIONS; TO PROVIDE FOR THE REPEAL OF CONFLICTING ORDINANCES OR SECTIONS; TO PROVIDE FOR AN EFFECTIVE DATE, followed by 4-0 affirmative vote to accept/approve.
PARK RESTROOM/GRANT OPTIONS: Per Carothers, An amendment will be filed to application (demolition grant - $50,000) to provide for other uses for remaining funds (as determined by final tally of demolition expenses) and another Thomas grant application ($20,000? approximate determination) will be pursued for the park restroom project.
MICRO-TIF PROGRAM RESOLUTION #2026-1: Motion (Reedy), second (Riensche), reading of Ordinance #2026-1 per Carothers, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BLUE SPRINGS, NEBRASKA, AUTHORIZING AND ADOPTING A PROGRAM FOR THE EXPEDITED REVIEW OF CERTAIN TAX INCREMENT FINANCING PROJECTS PURSUANT TO SECTION 18-2155 OF THE NEBRASKA COMMUNITY DEVELOPMENT LAW, followed by 4-0 affirmative vote to accept/approve.
INSURANCE ISSUES ---MANPOWER COVERAGE FOR WATER/SEWER PROBLEMS, SNOW REMOVAL AS MAY APPLY: Any independent contractor, including board members, would not be covered by insurance and would need to provide their own liability coverage (except when operating licensed City vehicles, (but not other equipment, as back hoe, etc). Determination was made that the best avenue to follow would be for Wymore and Blue Springs to formulate an inter local agreement for employees-on-payroll participation between the two communities in situations of implicit need.
TENNIS COURT GRANT (ELLS): Ells noted that grant funds have been awarded (and more could be pursued) for park improvements (pickle ball court, water provisions, splash pad, tables, and she would be glad to assist the board members (when board appointments are made and planning begins) with the plans, preparations, grant applications, etc.
