• March 3, 2026 Regular Session: 7:00 PM – Blue Springs City Hall – Mayor Sedlacek called the meeting to order, and roll call was taken. PRESENT: Mayor Sedlacek, Council members Neumann, Rainey, Riensche ABSENT: Council President Reedy OTHERS PRESENT: Attorney Andrew Carothers, Rex Adams, Brittany McCullough (SENDD); Carol Hughes, Verlyn/Karen Dodge Notice of the Hearing/Meeting was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. APPROVAL OF MINUTES: Motion (Neumann), second (Riensche), 3-0 affirmative vote to approve minutes of the Feb. 17, 2026 meeting. APPROVAL OF CLAIMS: Motion (Riensche), second (Neumann), 3-0 affirmative vote to approve claims as follow: Bank Direct: Internal Revenue (941) - $1,074.18; Payroll - $2,556.03; Constellation Energy - $139.12; Fairbury Journal-News - $66.39; Nebraska Dept. of Rev. (Charitable Gaming – 50G) - $100.00; Ne Dept. of Revenue (501N) - $118.00; One-Call Concepts - $2.85; U. S. Postal Service – (Box rent) - $106.00; Public Health Environmental Labs - $15.00; Sicily Creek Dirt-work (Demolition Project) - $3,000.00; Temps Disposal Service (Mandatory) - $2,628.00; Willet & Carothers - $1,042.00; Milford Woutzke (Tel. Comp.) - $25.00; Wymore, City of (Demo – Bentonite) - $896.03 and $1,224.40 (Tower) ; TOTAL CLAIMS: $12,993.00. PLANNING & ZONING: APPLICATIONS FOR BUILDING PERMITS AS SUBMITTED: No new applications. DEMOLITION PROJECT: Rob Thompson asbestos testing arranged by Carothers for one property. Remediation as necessary to follow. Controlled burn (Fire Department) application to be sent ASAP. Dirt fill needed (Sedlacek) for well at one site. CLEAN-UP/VEHICLES: Courtesy letters (3) drafted soon by Carothers to be mailed from City Office to three property owners. Carothers continues in effort regarding structuring a well-grounded complaint for the removal of a semi trailer. VACATE ALLEY/STREET EASEMENT: NARRATIVE: Carothers to meet with Chris Witulski on Friday to determine preliminary legal description. INITIATION OF WATER LINE PROJECT: CDBG /REEDY: McCullough addressed members. If City can provide needed match, no PER needed. Looking at a potential $600,000 project, with 20% match ($120,000) by City, or possibly 10% match if considerations approved for “village application status.” JEO to be contacted and requested to make a new estimate of streets on the project list, and also to evaluate “order of need.” TREE/PARK BOARD MEMBER APPOINTMENTS: Designates: Jodi Adams, Deb Dorn, Carol Hughes, Mary Ells, Tana Padgett, Ciera Lerma, Dusty Adams, Karen Dodge, Gene Reedy Sr. Members will be provided with a copy of Ordinance 481 for committee guidelines. PARK RESTROOM/GRANT OPTIONS: Carothers to structure/amend the Thomas Grant application based on remaining and available funds from the Thomas Grant Demolition project. One property remaining with influencing cost factors. INTER LOCAL (LIMITED) WORKFORCE AGREEMENT BETWEEN WYMORE AND BLUE SPRINGS: Carothers called for clarification. Sedlacek to confer with Carothers for scope of activities. REVIEW/APPROVAL – ANNUAL AUDIT: Motion (Riensche), second (Neumann), followed by 3-0 affirmative vote to approve/accept the annual audit (examination of financial records) by Blobaum and Busboom. Other: Resignation of Mayor Sedlacek (immediately), due to change of address to a location outside of the City, and removal as the designated water operator for the City of Blue Springs (effective 4/1/26) were accepted, with multiple expressions of appreciation for his dedicated purpose and expertise while serving the City, first as Council member then as Mayor. Rex Adams advised members of several grant/financial/investment opportunities which could well be instrumental to the commercial development, residential housing expansion, and development of the City, and stated willingness to further advise, and pursue and share information.
