March 17, 2026 Regular Session: 7:00 PM – Blue Springs City Hall – Mayor Reedy called the meeting to order, and roll call was taken. PRESENT: Mayor Reedy, Council members Neumann, Rainey ABSENT: Council member Riensche OTHERS PRESENT: Attorney Andrew Carothers, Devin Dorn, Deb Dorn, Derek Kostal, Verlyn Dodge, Rex Adams, R. P. Harrison Notice of the Hearing/Meeting was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. APPROVAL OF MINUTES: Motion (Neumann), second (Rainey), 3-0 affirmative vote to approve minutes of the March 3, 2026 meeting. APPROVAL OF CLAIMS: Motion (Neumann), second (Rainey), 3-0 affirmative vote to approve claims as follow: NE Dept. of Revenue (10) - $114.33; Payroll- $1,839.55; Black Hills Energy - $187.97; Cline Williams (TIF) - $2095.75; Fairbury Journal-News - $68.66; Industrial Chemical Labs - $337.72; Lauby Plumbing - $7.99; Norris Public Power - $1,102.94; Postmaster - $400.00; 3 J Pest Control - $1,596.00; Uniti/Windstream - $132.28; Visa $2,289.36; TOTAL CLAIMS: $ 10,172.55. PLANNING & ZONING: APPLICATIONS FOR BUILDING PERMITS AS SUBMITTED: After clarification, the P & Z Commission recommended council approval. Motion by Rainey, second by Neumann, and a 3-0 affirmative vote approved the Harrison application for a building permit # 26-1 for deck/garage/fencing. DEMOLITION PROJECT: Asbestos testing for one property has been scheduled for next Monday/Tuesday. Remediation as necessary will follow. Arrangements will be made for a controlled burn (A.J. McCrimmon). CLEAN-UP/VEHICLES: Two courtesy clean-up letters with April 7 deadlines were sent. Certified letters will follow if there is lack of response. Increase in infractions was noted on another property. Mayor Reedy agreed to take pictures for Carothers . Another property will be under clean-up review. VACATE ALLEY/STREET EASEMENT: NARRATIVE: Pending. Harrison will provide Carothers with contact (for future reference) information of an alternate surveyor. INITIATION OF WATER LINE PROJECT: CDBG /REEDY: Reedy told that Brittany McCullough requested members come up with amount of city funds available for the project. Reedy will contact JEO regarding determination of location priority. PARK RESTROOM/GRANT OPTIONS: Motion (Rainey), second (Neumann) and 3-0 affirmative vote for Carothers to rewrite Thomas Foundation (demolition) grant to allocate remaining project funds to the restroom project, and to write a new grant for restroom funding. INTER LOCAL (LIMITED) WORKFORCE AGREEMENT BETWEEN WYMORE AND BLUE SPRINGS: Carothers requested information about services to be included, and water/sewer work and snow removal was indicated. COUNCIL VACANCY/ DETERMINATION OF CHOICE/OATH OF OFFICE: Mayor Reedy brought forth the name of Deb Dorn. Motion (Neumann), second (Rainey), and 3-0 affirmative vote approved the nomination, and Carothers administered the Oath of Office. EXCESS/UNUSED EQUIPMENT: Several pieces of equipment were offered for members to consider declaring excess by resolution/and offering possibly on Purple Wave: 75 Dodge D 600 2 ton dump truck; Ford 455 backhoe, International tractor 544, caterpillar 58 No 112, road grader; street sweeper. SPRING CLEAN-UP DAY: ARRANGEMENTS FOR ROLL-0FFS/CLEARANCE WITH LANDFILL: April 15 was decided on for the start date, with activities continuing on 16th and 17th. Reedy will contact Temps for the rolloff, and the landfill. Notice with terms of participation will be mailed to all residential households by April first.
