Harrison, Gene Reedy Sr., Verlyn Dodge Notice of the Hearing/Meeting was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. APPROVAL OF MINUTES: Motion (Riensche), second (Neumann), 4-0 affirmative vote to approve minutes of the May 5, 2026 meeting. APPROVAL OF CLAIMS: Motion (Neumann), second (Rainey), 4-0 affirmative vote to approve claims as follow: NE Dept. of Revenue (Sales Tax) $98.94; Payroll - $1,259.84; Black Hills Energy - $59.44; Fairbury Journal News - $84.20; Farmers Cooperative - $30.00; Lauby Plumbing - $34.77; N C S - Network Consulting Service - $73.75; Nationwide (clerk bond - $100.00; Norris Public Power - $1,064.87; Super Foods - $5.94; Visa - $1,101.08; Unit 1/Windstream - $133.94; TOTAL CLAIMS: $4,046.77. PLANNING & ZONING: APPLICATIONS FOR BUILDING PERMITS AS SUBMITTED: Following recommendation by P & Z Commission, motion (Neumann), second (Rainey), 4-0 affirmative vote to approve Building Application #26-3 for Wilma Zarybnicky (fence). Applicant will be notified of approval and fee. DEMOLITION PROJECT: June 20 (alternate June 27) has been determined for a controlled burn. The Structure Burn Permit Application has been completed (by Carothers) and Fire Chief McCrimmon has been contacted (by Carothers) for his signature. CLEAN-UP/VEHICLES: No change was noted for one infraction. Review will continue. VACATE ALLEY/STREET EASEMENTS: NARRATIVES: Pending. WATER LINE PROJECT: DETERMINATION OF LOCATIONS AND PRIORITY: Pending. PARK RESTROOM/GRANT OPTIONS/RESTORATION: Application for Thomas Grant has been signed by Mayor and Council President. Jared McKeever has been authorized to submit another Morris Foundation grant. The Park Board is scheduled to meet this week. INTER LOCAL (LIMITED) WORKFORCE AGREEMENT BETWEEN WYMORE AND BLUE SPRINGS: Pending. STREET SIGNS/TRAFFIC CONTROL – WALNUT AND BROAD STREETS, AND OTHER: Review of stop sign placement still under review. Adams suggested contact with engineer regarding placement of stop signs. Determination made (motion – Rainey, second – Neumann, 4-0 affirmative vote) to contact State to “inquire if speed limit could be lowered in approach to the area.” SECOND CLASS CITY VS. VILLAGE CLASSIFICATION/SPECIFICS OF A SPECIAL ELECTION: Carothers and Hill to conduct conference call for full information needed. WATER/SEWER RATE INCREASES – ORDINANCE 482: Motion (Neumann), second (Rainey) 4-- affirmative vote to suspend the remaining two readings of Ordinance 482, followed by motion (Riensche, second (Neumann), reading of Ordinance # 482, per: AN ORDINANCE TO AMEND WATER RATES; TO AMEND WATER RATES PAID BY CONSUMERS OF WATER SERVICE FROM THE MUNICIPAL WATER SUPPLY SYSTEM; TO ESTABLISH A MINIMUM MONTHLY RATE OF $28.00 AND $2.50 A PER THOUSAND GALLON RATE TO BE PAID BY CONSUMERS OF WATER SERVICE FROM THE MUNICIPAL WATER SUPPLY SYSTEM BASED ON QUARTERLY CONSUMPTION; TO AMEND SEWER USE CHARGES PAID BY SOUTHERN ELEMENTARY SCHOOL AND FAMILIES, BUSINESSES, AND ESTABLISHMENTS CONNECTED TO THE MUNICIPAL SEWER SYSTEM; TO ESTABLISH A MONTHLY RATE OF $22.50 FOR RESIDENTIAL AND COMMERCIAL CUSTOMERS AND A QUARTERLY RATE OF $190.00 FOR SOUTHERN ELEMENTARY SCHOOL; TO PROVIDE FOR THE REPEAL CONFLICTING ORDINANCES AND SECTIONS; TO PROVIDE FOR AN EFFECTIVE DATE. BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF BLUE SPRINGS, NEBRASKA: and a 4-0 affirmative vote to accept/approve Ordinance # 482. EXCESS EQUIPMENT: (OPTIONS: 1975 Dodge D600 2 ton dump truck; Ford 455 backhoe Model 455C, Serial ABD435D; International Tractor 544; caterpillar 1958 N 112, road grader; sweeper) Remains under review. BUILDING INSPECTOR/BUILDING CODE: Pros and cons were discussed by members and attendees, with final determination being to remove the topic from the agenda, but possibly revisiting adoption of building code at a later date. It was determined at this time that fees and time lag caused by building inspection in its various stages would likely negate construction interest in the community (make it less inviting to investors), and that more advantage would be gained by well-informed pursuit for excellent contractors for the various building phases. CABIN SIGN: Sign will be reviewed by the Park Commission at its next meeting. TIF APPLICATION: ERIC MCMURRY: An application by Eric McMurry has been completed for a location (Broad Street and Washington) for a residential structure, and the application (motion – Rainey, second Riensche, 4-0 affirmative vote) approved forwarding to Carothers for his review and handling on behalf of the City.
