• August 4, 2026 Regular Session: 7:00 PM – Blue Springs City Hall – Mayor Reedy called the meeting to order, and roll call was taken. PRESENT: Mayor Reedy, Council members Dorn, Neumann, Rainey, Riensche ABSENT: OTHERS PRESENT: Jay Woodyard, Alan Riensche, Rex Adams, Carol Hughes Notice of the Hearing/Meeting was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. APPROVAL OF MINUTES: Motion (Neumann), second (Rainey), 4-0 affirmative vote to approve 7/21/26 minutes. APPROVAL OF CLAIMS: Motion (Riensche), second (Neumann), 4-0 affirmative vote to approve claims as follow: Internal Revenue (941)- $1,214.76; Payroll - $3,729.21; Abbott Portable Toilets - $125.00; Fairbury Journal-News - $83.55; Steve Kelley (use of water license/sample/mileage) - $525.00; League of NE Municipalities (membership) - $593.00; Ne Dept. of Revenue (501N) - $126.12; NE Public Health Environmental Labs - $15.00; Postmaster - $424.00; Radar Reedy (Mileage – City Business) - $116.00; Temps Disposal Service - $2,828.50; Willet & Carothers - $1,750.00; Wymore, City of (tower) - $937.78; TOTAL CLAIMS: $12,467.92. PLANNING & ZONING: APPLICATIONS FOR BUILDING PERMITS AS SUBMITTED: No new applications. DEMOLITION PROJECT: One month remains before removal of debris from controlled burn (D. Bohlmeyer). Carothers to draft letter to request entry to inspect one property. CLEAN-UP/VEHICLES: Three properties continue in review for tall weeds. Carothers and Reedy will schedule meeting (after 8/21) with one property owner. Letter will be drafted regarding a camper. Reedy will visit with property owner regarding relocation of a trailer. VACATE ALLEY/STREET EASEMENTS: ORDINANCE #483: Further contact needed to acquire signatures for easement before Ordinance can be approved. INTER LOCAL (LIMITED) WORKFORCE AGREEMENT BETWEEN WYMORE AND BLUE SPRINGS: To be addressed further at Sept 1st meeting. INCREASED CAMPING FEES/ORDINANCE# 484: To be addressed further at Sept 1st meeting. WYMORE CITY POLICE SUPPORT FOR BLUE SPRINGS, WHICH MAY INCLUDE SOME MEASURE OF PATROL (as School, ball field, etc.), ORDINANCE SUPPORT/ORDINANCE OFFICER: Pending discussion with Wymore Mayor, and others. SPLASH PAD IN CITY PARK (GRANT OPTIONS (THOMAS?): Estimates and City Contribution to project are needed prior to grant applications (Thomas, Morris). CITY PARK RESTROOM/IF ANY REMAINING DETERMINATIONS: Foundation is done. Walls to go up weather permitting starting tomorrow. RESOLUTION 2026-3 – SIGNING OF THE MUNICIPAL ANNUAL CERTIFICATION OF PROGRAM COMPLIANCE 2026/ MUNICIPAL ANNUAL CERTIFICATION OF PROGRAM COMPLIANCE TO NEBRASKA BOARD OF PUBLIC ROADS CLASSIFICATIONS AND STANDARDS 2026: Motion (Neumann), second (Rainey), 4-0 affirmative vote to approve Resolution 2026-3. MC MURRY TIF APPLICATION: Carothers to talk to Daryl Standard at Assessors to confirm property value. He will send email to confirm correct amount and procedure for the next regular meeting.
