• August 18, 2026 SPECIAL Session: PUBLIC HEARING: 7:00 PM Blue Springs City Hall – Application to USDA Rural Development for Grant Assistance/Preliminary Engineering$30,000/, with introduction of Resolution #2026-4 – (to be followed by Regular Session). (Notice of the Hearing/Meeting was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting.) The PER is a comprehensive evaluation of the city's entire municipal water system in terms of physical condition, capacity, security/vulnerability, and reliability. From this comprehensive analysis, the City Engineer (JEO Consulting Group, Inc.) will be able to identify existing deficiencies within the system, offer recommendations for necessary upgrades, assess the project’s impact on the local environment, and provide opinions of costs for potential alternatives aimed at improving the system to meet the current and future water needs of the city.---- The final PER will be sufficiently detailed and scoped to fully address the criteria set forth by the funding agencies. The PER is the first step toward securing assistance from State and/or Federal sources to make needed upgrades to the city’s municipal water system.  There is no local match requirement from the city. RESOLUTION# 2026-4 (USDA Assistance/Preliminary Engineering: Resolution 2026-4 – (A Resolution of the City Council of Blue Springs, Nebraska agreeing to apply for a grant through the Special Evaluation Assistance for Rural Communities and Households (SEARCH) Program through the United States Department of Agriculture – Rural Development to fund a Preliminary Engineering Report for its municipal water system. Be it further resolved that the City Council of the City of Blue Springs, Nebraska authorizes the City Council, Mayor, and City Clerk to sign all documents relating to the USDA Rural Development SEARCH grant application.) WYMORE CITY POLICE SUPPORT FOR BLUE SPRINGS, WHICH MAY INCLUDE SOME MEASURE OF PATROL (as School, ball field, etc.), ORDINANCE SUPPORT/ORDINANCE OFFICER: No new information. SPLASH PAD IN CITY PARK (ESTIMATES/CONSIDERATIONS: On-going review. Cost estimate – 60T. CITY PARK RESTROOM/IF ANY REMAINING DETERMINATIONS: Roof to be completed, starting next week. Progress was described as “Good.” EQUIPMENT/TOOLS – CONSIDERATIONS: (Harbor Freight – hose rails 3/8” 50’ - $90. Replacement boards for fun house with potential renting of tool for lumber finishing work.
