BUDGET HEARING MINUTES September 5, 2023 The Budget Hearing of Blue Springs, Nebraska was held the 5th day of September, 2023, at the Blue Springs City Hall. Notice of the budget hearing was published in the Fairbury Journal - News newspaper on August 30, 2023. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Attorney Andrew Carothers made a presentation outlining the key provisions of the proposed budget statement as directed in the prepared budget notes, including, but not limited to, a comparison with the prior year’s budget. The floor was then opened for public comment on the proposed budget statement. All members of the public wishing to address the governing body were provided a reasonable amount of time to do so. There being no further business, a motion was made by Sedlacek, seconded by Riensche, and followed by a 3-0 affirmative vote (Neumann, Riensche, Sedlacek) to adjourn the budget hearing at 7:20 PM. PLANNING & ZONING - APPLICATION FOR BUILDING PERMITS (as submitted) : No new applications. A second request will be made for Curt Hagerman’s resignation from the P& Z. DEMOLITION PROJECT: One house has been approved for a controlled burn with the Fire Department to complete necessary paperwork. Two houses remain under consideration for controlled burn. ARRANGEMENTS FOR PUBLIC HEARING FOR CITY ACQUISITON OF PROPERTY - 300 W 2nd St, Lot 38, Jacob Casebeers Addition #006872000: Public Hearing was opened, per motion (Sedlacek), second (Riensche), and 3-0 affirmative vote. Discussion ensued regarding asbestos testing, OPAT $1,000 donation to speed evacuation of resident, City Acquisition from Raineys for $5,500, all necessary paperwork to be put in place, and Mid-October potential scheduling. The Public Hearing was closed by motion (Sedlacek), second Riensche, and a 3-0 affirmative vote and the meeting was returned to regular session. CLEAN-UP/VEHICLES: Carothers advised of letters sent, to be sent, and legal actions taken. Carothers will prepare the two-party declaration for signatures, and also obtain written consent for asbestos inspection of the premises. Another property is under consideration for addition to the demolition list . CLEAN-UP/VEHICLES-LETTERS SENT BY ATTORNEY: Five letters were designated for clean-up infractions. Follow-up continues on previously drafted letters. (2). SEWER/WATER TAP FEES: Discussion resulted in determination for Attorney Carothers to draft documentation (Ordinance # 474) to set the Sewer tap fee at $50, and the Water tap fee at $250.00 (up to 5/8 -3 / 4- / plus actual cost of meter if above). A suggested price for a replacement unit was estimated: $3,000-$4,000, but with no options currently noted as available. Sedlacek suggested - “skid loader (lease). June 20, 2023 The Regular meeting of Mayor and Council of Blue Springs, Nebraska, was held starting at 7:00 PM, June 20, 2023, at the Blue Springs City Hall. Mayor Meyer called the Regular meeting to order, and roll call was taken. Games now running automatically, with options to be expanded and comparable to those offered at other establishments. JOHNSON SERVICE COMPANY: ROOT CLEARING/ & RECOMMENDATION FOR LINING -( Pike) : Service documentation was reviewed by Mayor and Council. No action taken at this time for “lining” but the review to continue. OTHER: Hughes thanked the City for cooperation with One Property at a Time’s June 3 Special Event (Fund Raiser, and to heighten the experience and awareness of Community Improvement), with Adams, and Borgman, as well as Mayor and Council complimenting efforts and results all round. Adams indicated that there might have been improvement possible by changing the order of events and improving on parking options, but all were pleased with general “show casing of the community” (with several VIPs in attendance), and the end results.
