ANNUAL INSURANCE PACKAGE (RYAN WIESE): Annual payment was included in meeting claims, and is herein summarized as: Property - $2,455.00; General Liability (Occurrence) - $757.00; Linebacker-Claims Made - $1,625.00; Inland Marine - $821.00; Business auto - $2,794.00; Workers Compensation $5,369.00; Total Premium - $13,821.00. Wiese gave the presentation which included “anticipated safety dividend for last year” - pending amount designation and receipt by City, and future intent of annual “property review.”

TUCKPOINTING ISSUES: Council member Reedy will make another contact with service provider to determine any change in anticipated $800.00 charge (S. VanLaningham) for needed work. This is to be done in timely fashion to assure completion prior to upcoming Tillotson roof-repair work.
PARK SIDEWALK PLANS: Included in determinations in following topic.
MANHOLE/INTERSECTION/SIDEWALK - DECISION BY MOTION: Discussion of bids received resulted in a motion (Council member Carmichael, second by Mewes, and a 3-0 affirmative vote, with Reedy voting “No” - due to desire for sidewalk to vary from straight-line pattern, to accept the B & J Hill (Filley, NE) bid in the amount of $19,190.00, which included the following aspects: Intersection (Walnut) concrete work - $10,150.00, Sidewalk (in simple, straight-line design), $3,024.00 & $4,416.00; and manhole repair (4) with new rings $1,600.00. Further specifics available to public upon request (attached to meeting minutes). Carmichael will notify B & J Hill Construction in regard to acceptance, and to work out any remaining details.
CLEAN UP which will include THOMAS FOUNDATION GRANT PREPARATIONS FOR DEMOLITION OF DILAPIDATED BUILDINGS, ONE PROPERTY AT A TIME INVOLVEMENT, AND POSSIBLY JUNKED VEHICLE ISSUES and CITY ACQUISITION OF PROPERTY: Attorney Carothers advised that he is in the final stages of grant list preparation (contacting property owners). Attorney Carothers told that he has been contacted by a party interested in acquiring one of the potential houses on the list , with intent to move the structure to a rural location. Carothers advised on-site assessment by the interested party prior to purchase. He also reported that the 2016, 2017 taxes have been paid in full for the property the City was hoping to acquire. Carothers further reminded members that ownership of a property acquired by the City (tax certificate purchases) will be finalized by 1st of May, and members might want to consider inclusion of demolition of that property in the Thomas Foundation grant application. Members were in agreement.

Materials are expected to be available for review at the next Regular meeting.
CLEAN UP which will include THOMAS FOUNDATION GRANT PREPARATIONS FOR DEMOLITION OF DILAPIDATED BUILDINGS, ONE PROPERTY AT A TIME INVOLVEMENT, AND POSSIBLY JUNKED VEHICLE ISSUES and CITY ACQUISITION OF PROPERTY: Spring Clean-Up day was designated (Office Record: April 25, 26, 27) and citizens will be notified of the specifics by mail. A previous consideration was revisited and following suggestion by Mayor Meyer, a motion was made (Mewes), seconded (Neumann), and approved in a 3-0 affirmative vote to authorize Attorney Carothers to initiate a potential acquisition process, but only if it is considered by him to be in the best interest of the City, and so to purchase in a timely manner unpaid taxes for that property.

Calculations from available historical sick leave record were made to determine the amount and accessibility. At subsequent meetings, qualifying aspects will be further reviewed for more acute determination. Further, Attorney Carothers was asked to provide information in support of the creation of an Employee Handbook for the City, and that information is expected to be available for review at the next Regular meeting.

FULL TIME EMPLOYEE SICK BENEFITS (REVIEW/UPDATE): Following discussion, members decided to adjust previous restrictions on the accumulation and use of sick time for a full-time employee in a current health and recuperation situation. Calculations from available historical sick leave record were made to determine the amount and accessibility. At subsequent meetings, qualifying aspects will be further reviewed for more acute determination. Further, Attorney Carothers was asked to provide information in support of the creation of an Employee Handbook for the City, and that information is expected to be available for review at the next Regular meeting.

PUBLIC HEARING OF THE ONE AND SIX YEAR PLAN:
Mayor Meyer called for a motion to open the Public Hearing, which was made by Council member Mewes, seconded by Neumann, and followed by a 4-0 affirmative vote. Mayor Meyer called for comments on the One & Six Year Plan. No comments were made. In keeping with the desired one hour timeline and to allow for late arrivals, the Public Hearing continued, but with Regular meeting agenda topics being discussed, the results of which are documented below (and were officially addressed after close of the Public Hearing).
A motion by Council member Reedy, second by Carmichael, and an affirmative 4-0 vote closed the Public Hearing at 8:30 PM and returned proceedings to Regular Session.
A motion by was made by Council member Mewes, and seconded by Carmichael to adopt Resolution 2018-1. The resolution was read: WHEREAS: Section 39-2115 and Section 39-2119, 1969 C.S. - R.S. of Nebraska 1943 requires that each County and Municipality prepares a one and six year, specific road or street improvement plan and to file same with the State Highway Commission on or before March 1, 2018, and WHEREAS: The Mayor and City Council of the City of Blue Springs, in compliance with the statutes and regulations of the State Highway Commission, did hold a public hearing on the proposed one and six year specific street improvement plans in the City Hall on February 6, 2018, in accordance with the “Notice of Public Hearing,” a certified copy of such notice is attached, and WHEREAS, There were no objections filed or amendments made to the one and six year plan on file with the City Clerk and as presented at the hearing now, THEREFORE BE IT RESOLVED: That the City Council does hereby approve said one and six year plan as filed with the City Clerk, a copy of which is attached hereto, BE IT FURTHER RESOLVED: That the Mayor of the City is authorized to sign this resolution on behalf of the City Council and the City Council hereby approves the proposed one and six year plan... (Summary: Broad and Walnut intersection - ($11,740.77;) repairing/adjusting 3 manholes to grade (Jefferson - (2), Grant (1) - $1,095.25, $1,065.00, $1,140.25), and 170 feet of sidewalk in the park - $3,774.00.) All members discussed options, which included:
1. Letting for bids - the sidewalk and manhole projects; 2. Re-letting for bids the Broad/Walnut intersection with manholes and sidewalk included; 3. Going with the bid (Thiemann Construction) as specified in the Keith Gilmore email presentation, and as summarized above. After considering options and applying a “most cost-effective” principle to the debate, members were in agreement to “go with the Tiemann bid,” with considerations to be put in effect for the layout (variance from a straight line) of the park sidewalk, and for which Council member Reedy will provide a drawing and will discuss it with the contractor.

The Regular Meeting of Mayor and Council was held on December 19, 2017, in the Blue Springs City Hall, Blue Springs, NE.
PRESENT: Mayor Meyer, Council members Carmichael, Mewes, Neumann, Reedy
ABSENT;
OTHER ATTENDEES: Connie Mewes, John Berry
Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.
At 7:30 PM, Mayor Meyer called the Regular meeting to order and roll call was taken.
Motion, second and vote (Carmichael, Mewes, 4-0 affirmative) to approve as sent minutes for the December 5, 2017 -- Regular meeting.
After review -- motion, second, and vote (Neumann, Carmichael, 4-0 affirmative) to approve claims as follow: Bank Direct Payment - NE Dept. of Revenue (10) - $231.50; Salaries - $1,848.38; Beatrice Area Solid Waste Agency - $1,489.50; Black Hills Energy - $39.49; Constellation Energy - $20.33; Danko Emergency Equipment - $101.33; Farmers Cooperative - $4.46; NE Public Health Environmental Labs - $15.00; Milton Pike (Postage Reimb.) - $23.75; Katherine Roche (Reimb. Software W-2/3) - $64.00; Security First Bank - (IRA - Pike) - $55.00; Windstream - $86.12; Wymore Arbor State - $148.84; Wymore Super Foods (Employee Holiday Gift Certificates) - $200.00 TOTAL CLAIMS $ 4,327.70.
ANNUAL APPOINTMENTS: (REMAINING ASPECTS):
EMPLOYEE CONSIDERATIONS: Motion, second, vote (Carmichael, Mewes, 4-0 affirmative) for increase to $12.25 per hour with Overtime approval over 8 hrs per day for Milford Woutzke and 1.5% increase straight across the board for remaining employees, which is denoted specifically below.

Milton Pike - Rate -$20.71 hourly wage.
Continuance of current policy regarding insurance.
Bi-monthly Retirement ($55.00) City Contribution
Vacation: 4 wk. paid vacation

PART-TIME HELP:
Milford Woutzke - Rate -$12.25 Hourly wage, with approval for overtime pay for days when over 8 hours are worked.
Paid Holidays: : (10) New Years, Martin Luther King Jr., Presidents, Memorial, Independence, Labor, Columbus, Veterans, Thanksgiving, Christmas
Linda Hohensee, $10.05 Hourly)
Other: To be established as needed.
MFA/MFO -(City of Beatrice Check -#31910 - $919.17) Consensus of members was to hold funds in Fire Fund of City General Checking account for disposition for hydrant purchases/Fire Department needs as specifically requested.
DESIGNATION OF HEARING DATE FOR ONE AND SIX YEAR PLAN: Consensus of members was to set the Public Hearing for 7:30 PM on February 6, 2018.
PLANNING AND ZONING: No new applications.
TUCKPOINTING ISSUES: Pending result of contractor inspection.
MANHOLE REPAIRS (PLANS, OPTIONS, PROCEDURES): Pending consultation and on-site examination of conditions by John Berry of Gilmore and Milton Pike/Milford Woutzke in the next few days, wherein discussion will be expanded to include other maintenance issues currently under review.
ACQUISITION OF BROAD STREET PROPERTY, IF ANY REMAINING ASPECTS: No outstanding issues, which resulted in temporary removal of topic from agenda (with return anticipated in late March/early April.
CLEAN UP which will include THOMAS FOUNDATION GRANT PREPARATIONS FOR DEMOLITION OF DILAPIDATED BUILDINGS, ONE PROPERTY AT A TIME INVOLVEMENT, AND POSSIBLY JUNKED VEHICLE ISSUES: No properties were specifically targeted.
