The Regular Meeting of Mayor and Council was held on October 15, 2013, in the Blue Springs City Hall, Blue Springs, NE.
PRESENT: Mayor Meyer, Council members Mewes, Reedy, Wolf
ABSENT: Council member Neumann
OTHER ATTENDEES: Employee Mike Pike
Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.
At 7:30 PM, Mayor Meyer called the Regular meeting to order and roll call was taken. A motion was made by Council member Wolf, seconded by Mewes and followed by a 3-0 affirmative vote to approve as sent the October 1, 2013 Regular meeting minutes. After review of claims, a motion was made by Council member Mewes, seconded by Reedy, and followed by a 3-0 affirmative vote to approve claims as follows: Salaries - $2,523.35; Bank-Direct Sales Tax Payment - $239.27; Arbor Ink - $131.53; Beatrice Board of Public Works - $22.03; Morris Used Cars - $45.00; Municipal Supply - $1,557.81 & $1,193.03; NE Dept. of Rev (51C) - $2,535.00; NE UC Fund - $189.72; One-Call Concepts, Inc. - $1.10; Katherine A. Roche (Cert. Letter Reimb.) - $6.11; Security First Bank (Pike - IRA) - $55.00; Watkins Ace Hardware - $18.49; Windstream - $64.81; Wymore, City of - $400.00; Wymore Lumber - $80.76; TOTAL CLAIMS: $9,063.01.
RIVER OF LIFE CHURCH - PROPERTY DIVISION (CONTINUED): Council member Wolf reported that he is of the understanding that materials have been given (Redfield) to Attorney Carothers for processing. Topic will be returned to the agenda as requested.
PLANNING & ZONING: No new business.
CABIN (BERM/INTERIOR REPAIRS: Employee Pike reported that a trench has been cut to divert water flow away from cabin. Bid for interior work (VanLaningham) not yet received (Reedy will follow up.)
BRUSH PILE (MEWES): Members discussed the brush pile, a problem in itself, as well as reports of “skunk, opossum” and the wildlife encouraging a local dog to bark . The site of the brush pile (on City property, put there by a property owner, and near a milo field) makes prompt clearance difficult. It is anticipated that the situation can be rectified after milo harvest (approx. month). Pike will take measurements tomorrow to determine location of sewer line (which would be affected in a burn situation).
CLEAN-UP, CURRENT ISSUES: One property was removed from the list due to resolution of issues. The remaining property is anticipated to be corrected within days. Review will continue to assure satisfactory completion of clean-up activity.
