November 19, 2013

The Regular Meeting of Mayor and Council was held on November 19, 2013, in the Blue Springs City Hall, Blue Springs, NE.

PRESENT: Mayor Meyer, Council members Mewes, Neumann, Reedy, Wolf

ABSENT:

OTHER ATTENDEES: Employee Mike Pike, City Attorney Andrew Carothers, Connie Mewes


Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.


At 7:30 PM, Mayor Meyer called the Regular meeting to order and roll call was taken. A motion was made by Council member Neumann, seconded by Reedy, and followed by a 4-0 affirmative vote to approve as sent the November 5, 2013 Regular meeting minutes. After review of claims, a motion was made by Council member Neumann, seconded by Mewes, and followed by a 4-0 affirmative vote to approve claims as follows: Salaries - $2,404.85; Direct Bank Payment - NE Dept. Revenue - Sales Tax $329.69; Beatrice, City of (BASWA) - $1,489.50; Beatrice Concrete - $105.91; Black Hills Energy - $23.27; Constellation Energy - $17.65; Municipal Supply - $387.89; One-Call Concepts - $2.20; Security First Bank (Pike - IRA) - $55.00; Watkins Ace Hardware - $159.12; Willet & Carothers - $720.00; Windstream - $70.33; TOTAL CLAIMS: $ 5,765.41.


WATER RATE INCREASE REVIEW: (To offset 9% increase in monthly fee from Wymore,And 9% increase in per gallon water increase from Wymore): Per suggestion by Attorney Carothers, and agreement of members --- Randy Hellbusch of Nebraska Rural Water Association will be contacted to do a municipal water study.


AMENDMENT TO WYMORE WATER SALE AGREEMENT: A motion was made by Council member Wolf, seconded by Mewes, and received a 4-0 affirmative vote to approve Mayoral signature on the amended Wymore Water Sale Agreement.


COUNCIL CHALLENGE (WOLF): Council member Wolf solicited participation in the Gage County Sheriff’s program (-Christmas - Shop With A Cop) for Prostate Cancer Month. Terms of participation: November and December - $1.00 a day for not shaving = $61.00 payment per participant. Those enlisted will be: Gage County Law Enforcement (16); Blue Springs Council members, Wolf, Radar, Neumann, Blue Springs City Attorney Carothers, and possibly Mayor Meyer. Dale Crawford (Wymore Arbor State) will be informed in case the paper would like to run an article about the event.


BLACK HILLS ENERGY FRANCHISE RENEWAL: Materials were provided to members to enable them to follow the progress between Black Hills Energy and City Attorney Carothers as they work to reach a final draft for 25-year franchise renewal. The Ordinance (#449) is anticipated to be available for review and potential approval during one of the December 2013 Regular council meetings. A franchise fee (Black Hills use of right-of-way) is a consideration that will be reviewed.


PLANNING & ZONING: No new applications.


CABIN (INTERIOR REPAIRS ESTIMATE): No new information available.


CLEAN-UP, CURRENT ISSUES: One property owner was removed from the current clean-up list due to resolution of issues.


OTHER:

City Attorney Carothers will review legal actions taken in reference to a recent “dangerous dog” situation.


Mayor Meyer requested that new flags be purchased.
