The Regular Meeting of Mayor and Council was held on November 5, 2013, in the Blue Springs City Hall, Blue Springs, NE.
PRESENT: Council members Mewes, Neumann, Reedy, Wolf
ABSENT: Mayor Meyer
OTHER ATTENDEES: Employee Mike Pike, Ashley Calkin
Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.
At 7:30 PM, Council President Wolf called the Regular meeting to order and roll call was taken. A motion was made by Council member Mewes, seconded by Neumann and followed by a 4-0 affirmative vote to approve as sent the October 15, 2013 Regular meeting minutes. After review of claims, a motion was made by Council member Neumann, seconded by Reedy, and followed by a 4-0 affirmative vote to approve claims as follows: Salaries - $3,995.74; Direct-Bank Payment - Internal Revenue (941) - $1,803.70; Black Hills Energy - $19.99; Constellation Energy - $4.87; DHHS Division of Public Health - $115.00; Eldon Izer - (Tel.) - $5.00; Rolanea Kucera (Met. Dep. Ref.) - $51.89; Municipal Supply - $60.66; NE Dept. of Rev. (501N) - $212.58; NE Public Health Environmental Labs - $15.00; Norris Public Power - $1,288.25; Milton Pike (Tel.) - $25.00; Milton Pike - (Health Ins.) - $500.00; Postmaster - $158.00; Katherine A. Roche- (Reimb. 2013 W-2/W-3 Software) - $39.00; Security First Bank - (Pike-IRA) - $55.00; Shell - $449.36; T. L. Excavation LLC - $1,520.00; Wymore Arbor State - $88.09; Wymore Lumber - $76.01; Wymore Oil Company - $171.50; TOTAL CLAIMS: $10,654.64.
PLANNING & ZONING: No new business.
CABIN (INTERIOR REPAIRS ESTIMATE): No bid yet received for interior work. Reedy will follow up with service provider. Employee Pike noted that water from the roof during a heavy rain makes it advisable to continue with previous plans to put drainage line around the cabin. Council member Wolf provided information from the Homestead National Monument in reference to procedure taken by them to protect their cabin from water damage (French drain). Reedy suggested a U-shaped drain system - (4” pipe - perforated- north, east, west) draining to the south. Pike suggested a different layout (north side - run west). Members were in agreement for Pike to proceed, and review will follow to determine if that action proves sufficient.
CLEAN-UP, CURRENT ISSUES: One property remains under review on the clean-up list. A certified letter has already been sent, which resulted in a dumpster on site for removal of garbage bags, etc., but it appears to be at a standstill with approximately half of the bags remaining. City Attorney Carothers will be advised of the situation, and requested to initiate legal action.
Other:
Ashley Calkin reported a “dangerous dog” and “barking dogs” (3 days running - up till 3AM) in her neighborhood. - 1 English Bulldog, 2 Pit bulls - all aggressive/mean/barking. One of the pit bulls (for which there is already legal action being taken and an upcoming court date due to aggressive behavior (against officer, and others placed in jeopardy). Calkin told that the owners are moving a half block away, and where the yard is not fenced (but kennel materials noticed on property). City Attorney will be asked for a report of known information.
Council member Wolf reported a “leaning stop sign” and Pike will take care of it.
Norris Public Power will be notified about a light out (east side of bridge).
Pike noted that he has contacted Windstream about removal of a post on corner, because it creates an undesirable situation.
Wolf asked how equipment was running.Pike reported, “tired, but running.”
