The Regular Meeting of Mayor and Council was held on June 5, 2018, in the Blue Springs City Hall, Blue Springs, NE.


PRESENT: Mayor Meyer, Council members Carmichael (Arrival 7:50 PM), Mewes, Neumann, Reedy

ABSENT;

OTHER ATTENDEES: Employee Mike Pike, City Attorney Andy Carothers, Connie Mewes, Dan Disney, Rex Adams


Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.


At 7:30 PM, Mayor Meyer called the Regular meeting to order and roll call was taken.


Motion, second and vote (Neumann, Mewes, 3-0 affirmative) to approve as sent minutes for the May 15, 2018 Regular meeting.


After review -- motion, second, and vote (Mewes, Neumann, 3-0 affirmative ) to approve claims as follow: Bank Direct - Internal Revenue Service - (941) - $1,649.07; Payroll - $6,971.95; Blue Springs Cemetery - (Annual Taxes) - $2,800.00; Blue Springs Rural Fire Dept. (Annual Taxes) - $2,900.00; Constellation Energy - $20.45; Johnny’s Welding - $12.50; NE Dept. of Rev. (501N) - $214.85; NE Public Health Environmental Labs - $15.00; NE Rural Water Association (Donation) - $500.00; Norris Public Power - $1,196.27; One-Call Concepts - $9.48; Milton Pike - (Tel. Comp.) - $25.00; Security First Bank (Pike - IRA) - $55.00; Shell - $382.00; Milford Woutzke (Tel. Comp.) - $5.00;Wymore Lumber - $95.31; Wymore Oil Company - $144.41; TOTAL CLAIMS: $16,996.29.


ANNUAL CITY CELEBRATION: Plans: Preparation and distribution of flyers. Determination of alternate-approach route (to City Park) and notification for Tractor Show set up, Council member Reedy to contact Shawn. Larry Hohensee to be contacted about August 19th reservation.


PLANNING & ZONING: No new applications, but a property owner will be notified by letter that a building permit application, with receipt of applicable $5.00 fee, needs to be completed for a fence already erected, and for which no prohibitive placement factors were identified.


EMPLOYEE HANDBOOK: Tabled due to delay of draft - resulting from technical (equipment) failure.


KENO REVIEW: No new information yet available regarding March report (large-payout review by Charitable Gaming). Operator in compliance for April payout to City.


CLEAN-UP: One property owner did not arrive for court scheduling - continued to Tuesday. Pictures (by Council member Reedy to Carothers) were requested for a vehicle infraction. Review continues for two other property owners.


DILAPIDATED HOUSES;THOMAS FOUNDATION GRANT APPLICATION: Review resulted in approval of $27,500 City contribution to the Thomas Foundation Grant application (Motion: Reedy, Second - Neumann, 4-0 affirmative vote) toward a total estimated cost of $66,110, which included demolition of trailers and houses, as well as estimated land fill and asbestos testing costs. Some necessary location changes may apply, with resulting adjustment to the total cost of the project. Further determinations were made that the City stay current with Municipal improvement needs and plans to encourage City growth/population, and therefore to participate in future applications for Thomas Foundation Grant funds.
