October 1, 2024 The Regular Meeting of Mayor and Council of Blue Springs, Nebraska, was held starting at 7 PM, October 1, 2024, at the Blue Springs City Hall. Mayor Meyer called the meeting to order, and roll call was taken. PRESENT: Mayor Meyer, Council members Neumann, Reedy, Riensche, Sedlacek ABSENT: OTHERS PRESENT: Employee Mike Pike, Attorney Andy Carothers (participation by phone), Derek Kostal, Fire Department Representatives: Aaron McCrimmon, Chief; Trenton Munstermann, Assistant Chief; Thomas Creek, Truck Foreman; Kevin Sturm, Firefighter, Wayne Harris, Firefighter, E. Harris , Cadet Notice of the Hearing/meeting was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Motion (Neumann), second (Riensche), 4-0 affirmative vote to approve the minutes of the September 17, 2024 Regular meeting of Mayor and Council. Motion (Riensche), second (Neumann), 4-0 affirmative vote to approve claims as follow: Bank - Direct --Internal Revenue - (941) - $2,130.61; Payroll - $4,613.74; Fairbury Journal - News - $106.87; NE Dept. of Revenue (941N) - $306.00; Ne U.C. Fund - $4.03; O’Reilly Auto Parts - $29.16; Milton Pike - (Tel. Comp.) -$25.00; Milton Pike (Postage Reimb/water sample) - $30.95; Pollman LLC - $1,013.00; Security First Bank - (Pike/IRA) - $55.00; Temps Disposal Service (Mandatory) - $2,613.00; Milford Woutzke (Tel. Comp.) - $25.00; Wymore Oil Co. - $160.00; Wymore Public Library (Donation) - $750.00; TOTAL CLAIMS: $11,862.36 (AND) from Keno Proceeds account to General Checking (Sewer) - $10,515.49. PLANNING & ZONING - APPLICATION FOR BUILDING PERMITS (as submitted: No new applications. DEMOLITION PROJECT: Controlled burns scheduled for 10/19, alternate - 10/26 -.Other controlled burn plans are tentative. Carothers will get a sign-off for the trees and owner affidavit for the controlled burn. Another property on 1st Street will be scrutinized by McCrimmon for possibility of a controlled burn, but outside contractor may be needed to tear the house down. CLEAN-UP/VEHICLES: two vehicle owners set for October 29th arraignment. And another date - November 5 is in the works for a camper on 1st Street. PAPA B’S (BORGMAN) VACATING A PORTION OF THE ALLEY, EASEMENT/ORDINANCE #478: Easement drafted for Norris Public Power, and the easement, ordinance planned to be completed/approved at the next Regular meeting. ORDINANCE OFFICER (Dogs, etc.): No new information. FIRE DEPARTMENT /EQUIPMENT/(TOM CREEK): Request was made by Creek for $15,000 MFO funds to match the contribution by the Rural Board for education and needed equipment - cutter, spreader, jaws of life, and a motion by Sedlacek, second by Reedy, and 4-0 affirmative vote followed. CITY PARK RESTROOM/FUND RAISING/COST ANALYSIS: Base price per Sedlacek - $78,738, $27,000-$28,000 collected by BIG GIVE. Sedlacek to discuss (with Dean) the potentiality of grant funds. NEXT AGENDA: APPROVAL OF MINUTES APPROVAL OF CLAIMS PLANNING & ZONING - APPLICATION FOR BUILDING PERMITS (as submitted) DEMOLITION PROJECT CLEAN-UP/VEHICLES PAPA B’S (BORGMAN) VACATING A PORTION OF THE ALLEY, EASEMENT/ORDINANCE #478: ORDINANCE OFFICER (Dogs, etc.) CITY PARK RESTROOM/APPLICATION FOR GRANT FUNDS CRACK SEALING PROBLEMATIC WATER SERVICE LINE PLANS There being no further business, a motion was made by Neumann at 7:23 PM to adjourn.
