October 15, 2024 The Regular Meeting of Mayor and Council of Blue Springs, Nebraska, was held starting at 7 PM, October 15, 2024, at the Blue Springs City Hall. Mayor Meyer called the meeting to order, and roll call was taken. PRESENT: Mayor Meyer, Council members Neumann, Riensche, Sedlacek ABSENT: Council member Reedy OTHERS PRESENT: Employee Mike Pike, Rex Adams, Heather McKinney, Verlyn Dodge, Dean Cole Notice of the Hearing/meeting was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Motion (Riensche), second (Neumann), 3-0 affirmative vote to approve the minutes of the October 1, 2024 Regular meeting of Mayor and Council. PLANNING & ZONING - APPLICATION FOR BUILDING PERMITS (as submitted): No new applications. DEMOLITION PROJECT: Per email from Carothers --- One house approved for controlled burn of structure and garage Oct 19th or alternate Oct 26 depending on State wide ban on burning due to drought conditions. Shooting for two houses south of pallet factory pending owners signature on “Consent of Owner” form for State Fire Marshal’s office. Three houses subject to controlled burn as long as small shed moved off property. Letter will be sent (Carothers) to the owners 10/16 to schedule demolition or controlled burn. CLEAN-UP/VEHICLES: Per email, Carothers to send letter to individual regarding semi-trailer on his property, and asking him to remove it. Members were in agreement to request Carothers to write letters to individual with a crashed vehicle on property, and to correspond with another individual with a wrecked vehicle on the lot where a storage container is on Broad Street. No new information available about other cases currently in the court system. PAPA B’S (BORGMAN) VACATING A PORTION OF THE ALLEY, EASEMENT/ORDINANCE #478: Per email from Carothers, status of easement information not yet received from Jerry Ensz (Norris Public Power). ORDINANCE OFFICER: No new information available. CITY PARK RESTROOM/APPLICATION FOR GRANT FUNDS: Funding possibilities likely to be pursued: Thomas Foundation (Carothers), Wymore/Blue Springs Fund, Eisenhauer Fund (if funds still available), Morris Foundation (when organization setup up is complete). Rex Adams told that funding is needed for the Fireman’s Memorial Hall (heating, cooling, roof), and he hopes funding will be available for that cause as well. CRACK SEALING: Sedlacek was able to get a R.L. Tiemann Construction Estimate… a bid for joint sealing the asphalt roads in Blue Springs as directed, it includes blowing out cracks, hot sealing, and squeegee. It does not include router work . The bid is per pound of sealant placed -- $6.75. Motion by Sedlacek, second by Riensche, and a 3-0 affirmative vote based on job description provided approved City expenditure of $15,000 to get a project underway. PROBLEMATIC WATER SERVICE LINE PLANS: This project will require cost analysis, and may include bid letting. TREE GRANT FINALIZATION PROCEDURES (COLE): Within claims, members acknowledged and approved initial payment - for the IRA Grant funds to be reimbursed ($25,000) with the submission of an itemized cost sheet (Nelson Tree) -- (as: Feit Park, - 8 trees removed, 9 stumps removed, 19 trees pruned, and City Park - 17 trees removed, 17 stumps removed, 26 trees pruned) , and the $600 charge above the reimbursable total was determined to be necessary, and with that $600 to be paid without reimbursement (City funds) . Cole indicated that the work was inspected and approved. More work should be done in the next year, as replacing trees, and more stump removals, and that activity will be based on the availability and receipt of grant funds (as Statewide Arboretum, etc.) OTHER: Pike suggested that Johnson Service be contacted to clean, and possibly line 3-4 more blocks (sewer lines) in the next year. Sedlacek suggested that they be contacted for sewer work as currently underway.
