DEMOLITION PROJECT: Per excerpt from 3/1 email from Carothers: “I have contacted the County Court to get dates available for when we can get the inspection warrants to get the three properties inspected. I anticipate that we will be able to get the inspections done within the next 3 or 4 weeks. Employee Pike reported that demolition is nearing closure on one property, with one roll-off remaining.

Motion (Neumann), second (Reedy) to approve Ordinance # 471. Ordinance # 471 read per: ORDINANCE NO. 471... AN ORDINANCE TO AMEND WATER RATES; TO AMEND WATER RATES PAID BYCONSUMERS OF WATER SERVICE FROM THE MUNICIPAL WATER SUPPLY SYSTEM;TO ESTABLISH A MINIMUM MONTHLY RATE AND A PER THOUSAND GALLON RATE TO BE PAID BY CONSUMERS OF WATER SERVICE FROM THE MUNICIPAL WATERSUPPLY SYSTEM BASED ON QUARTERLY CONSUMPTION; TO INCREASE THE SECURITY DEPOSIT TO $175.00; TO PROVIDE FOR THE REPEAL CONFLICTING ORDINANCES AND SECTIONS; TO PROVIDE FOR AN EFFECTIVE DATE.BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF BLUE SPRINGS, NEBRASKA: Section 1. §3-109 MUNICIPAL WATER DEPARTMENT; RATES; MINIMUM CHARGE. (1) Meters
shall be read every third month and consumers shall be billed monthly. All water consumers shall be liable for the following minimum rates provided by this section unless and until the consumer shall, by written order, direct the Utilities Superintendent to shut off the water at the stop box, in which case he or she shall not be liable thereafter for the water rental until the water is turned on again: WATER RATES a. Minimum bill of $21.00.b. All gallons used or consumed in any month, $1.85 per 1,000 gallons. PROVIDED, HOWEVER, that in no event shall the minimum monthly rate be less than $21.00 per month for each tap through which water is furnished.(2) The tariff of water rates established by this section shall be effective with the billing to be sent to customers on April 1, 2022.(3) The deposit required for connection to the Municipal Water Supply System for water and sewer service shall be $175.00.(4) The Municipal Water Department shall require a $50.00 tap-in fee for all new taps to the Municipal Water Supply System.(5) The Governing Body shall review the rates established herein on an annual basis. (Ref.17-542 RS Neb.) (Amended by Ord. Nos. 285, 12/18/79; 290, 04/20/82; 386, 02/04/92; 388,09/01/92; 417, 05/07/02; 429, 02/21/06; 445, 06/15/10) Section 2. That any other ordinance or section passed and approved prior to passage, approval and publication or posting of this ordinance and in conflict with its provisions, is hereby repealed. Section 3. US CENSUS BOUNDARY & ANNEXATION SURVEY/ ANDY CAROTHERS: Per 3/1 email from Carothers: Initial survey questionnaire completed on line. Paper map showing what the Census Bureau believes is current boundaries to be received soon. How to Guide has been printed. Carothers asked that he be advised with the map is received.
REQUEST FOR CONSIDERATION FOR BLUE SPRINGS AS A SECOND-CLASS CITY TO PURSUE
“AT LARGE” STATUS RATHER THAN VOTING WARDS: Considerations continue. Neumann made a motion to approve “at-large” considerations then withdrew the motion in lieu of need for further discussion/debate. Time remains for getting it on the ballot.
WATER LINE EXTENSION/REVIEW OF BIDS, CONTRACTOR VS. IN-HOUSE EXECUTION PLANS:
VanKirk bid no longer good, but “willing to work on pricing,” per Sedlacek. Members reviewed City funds for determination of utilization in the program, and Sedlacek will make contacts in reference to locating/evaluating loan/other financial opportunities. Clarification of ARPA fund use deadlines remains under review.

COMMUNITY REDEVELOPMENT/TAX INCREMENT FINANCING/ BLIGHT STUDY REVIEW/ORDINANCE# 466 - First Reading), TIF CONSIDERATIONS, ANY NEW INFORMATION: Pending survey results (Witulski) which will be followed by Annexation Ordinance #466 - 3 readings, (not suspended), update Hanna Keelan study, then can move forward.
DEMOLITION PROJECT: The structure on one property may now be demolished City Employee Pike is to take it down with the backhoe (as his time permits). Pike and Sedlacek will make the necessary update contact with Black Hills to verify abandonment of gas line.
CLEAN-UP: Carothers has filed a new complaint on one property. Pike identified two properties that has litter/garbage blowing around the neighborhood, and courtesy letters will be sent. Carothers will move forward on court proceedings for one property, and he will make arrangements for building inspection of three properties. Rex Adams provided an information packet for members wherein a new “clean-up” approach is identified (as has been implemented in another community (Syracuse).
PLANNING AND ZONING: Clarification was requested on aspects of Curt Hagerman’s Building Permit Application #22-1 for a single family dwelling. Three members of the Planning and Zoning committee (Bob Allen, Fred Laber, Becky Reedy) did not identify any factors prohibitive to approval. After discussion, a motion was made by Sedlacek, seconded by Reedy, which was followed by a 4-0 affirmative vote to approve application #22-1. Applicant will be formally notified of approval and fee.
CITY PICKUP - PURCHASE OPTIONS: Purchase of 2012 Chevrolet Silverado 1500 White PU (recommended by Employee Pike) , mileage 96,981 from Beatrice Auto Sales for price of $16,000 was discussed, as were warranty options. A motion (Reedy), second (Seeman), and 4-0 affirmative vote approved the purchase, bringing the purchase price (with warranty - Level Three - $2,500 for three years - 100,000 miles, $100.00 deductible per occurrence) to $18,500 (included in claims). Insurance company will be notified to add coverage under the City policy. Determination was made that Ullmans (Wymore) would be the place to take it for repairs. Suggestion was made (Sedlacek) that the old City truck could be offered for sale on Purple Wave.
HIGHER SECURITY DEPOSITS and WATER-SEWER RATE INCREASES: Members were in agreement for Attorney Carothers to prepare an ordinance (#471) to raise the Security Deposit of new customers from $100 to $175.00, and to increase water rates from the Basic Monthly charge (Jan, Feb, Apr., May, July, Aug, Oct, Nov) from $16.50 to $21.00, and the per thousand gallon rate of $1.50 to $1.85 on the actual-read months of Mar., June, Sept., Dec.) plus the new Basic Rate of $21.00. Sewer rates will not be increased at this time.
TEMPS DISPOSAL- CONTRACT RENEWAL/CONSIDERATIONS: Carothers continues to work on the new contract, and will contact Shelby Temps to get information relative to completion.
US CENSUS BOUNDARY & ANNEXATION SURVEY/ ANDY CAROTHERS: Carothers continues to work independently on the project.
LETTER OF SUPPORT FOR COUNTY SUPERVISOR DON SCHULLER: WIND ENERGY/TOWERS, (FOR SOUTHERN GAGE COUNTY (NOT TO DEFINITIVELY PURSUE WIND TOWER ENERGY), BUT TO REQUEST ZONING CHANGE SO AS TO PUT SOUTHERN GAGE COUNTY IN POSITION TO PURSUE WIND TOWER ENERGY SHOULD IT BECOME A VIABLE OPTION: Following discussion of the pros and cons of wind tower energy, a motion was made for the preparation of a “letter of support” (Neumann), seconded (Reedy), and followed by a vote of Seeman - No, Sedlacek - No, Neumann - Yes, Reedy - Yes,. Mayor Meyer did not vote, and the motion failed.
REQUEST FOR CONSIDERATION FOR BLUE SPRINGS AS A SECOND-CLASS CITY TO PURSUE “AT LARGE” STATUS RATHER THAN VOTING WARDS: ADAMS/CAROTHERS: Adams spoke in support of changing from “voting by ward to at-large voting, as many communities have done, due to the difficulty of finding people interested in public service positions.” Members were in agreement for Attorney Carothers to set the process in motion for public consideration at the General Election in November.
WATER LINE EXTENSION/REVIEW OF BIDS, CONTRACTOR VS. IN-HOUSE EXECUTION PLANS: Council member Sedlacek agreed to contact Van Kirk Bros (lowest bidder - $144,937.00) to ascertain if the City would be allowed to reduce project cost by using certain materials from City inventory, and if the bid expiration date could be extended while the City evaluates certain aspects of the pricing. The City did receive ARPA funds in the amount of $28,229.55, and contacts will be made (by Clerk) to determine when a second payment will be received, and for clarification of deadlines for use and reporting of funds received .

DEMOLITION PROJECT: Remaining issues of Demolition Project 2: Third party inspection, as well as asbestos abatement at City Cost and OPAT remaining cost for demolition --- Asbestos abatement at OPAT cost . Adams suggested application to the Thomas Foundation for the next demolition project, and Carothers agreed to gather information and pursue grant application within the optimal timeline. Adams suggested locations, some of which met with opposition (Sedlacek) to potential for high-pressure tactics wherein low income property owners with relatable reluctance prefer not to enter into the program.
CLEAN-UP: One property remains on high priority for clean-up, with clean-up efforts to continue.
PLANNING AND ZONING: No new applications.
CITY PICKUP - PURCHASE OPTIONS: Motion (Neumann), second (Sedlacek), 3-0 affirmative vote giving Employee Pike authority to purchase (upon inspection/test drive/approval) on behalf of the City a 2012 Chevy PU, ½ T, 4 WD, 96,000 Miles ($16,000) from Oblinger Auto Sales (Beatrice).
HIGHER WATER METER DEPOSITS: Initial suggested increase to $175.00. To be further discussed/determined at the February 15th Regular meeting (along with water/sewer rate increases (Last increase was 2014).
TEMPS DISPOSAL- CONTRACT RENEWAL/CONCERNS: Shelby Temps indicated that the current method of handling mandatory garbage was working for them and inquired as to how it was functioning for the City. Minor problems were experienced, but problems are being worked out. It was noted that Temps will continue to bill separately for roll offs/dumpsters, and continue to pass incidental (extra pickups) to the City for collection. Carothers to review the previous contract and prepare a draft for Mayor/Council/Temps review/approval at the November 15 Regular meeting/or the March 1st Regular meeting, as possible.
OTHER: County Supervisor Don Schuller addressed members to solicit interest of members in wind energy in Southern Gage County.

DEMOLITION PROJECT: Asbestos abatement, 3rd party inspection following abatement, and shared abatement cost for one property between One Property at a Time, and the City, and determination of timeline for procedures as dictated by weather conditions and opportunity were topics of discussion. Adams also indicated that One Property at a Time had plans to pay for other inspections. He also shared progress report of other properties as relevant to action by the City Attorney. Adams advised that One Property at a Time would reimburse the City for dirt work at several locations, and a schedule of charges will be provided.
CLEAN-UP: Adams mentioned properties to be brought to the attention of City Attorney. Determination was made to send a courtesy clean up to one property occupant.

ORDINANCE NO. 470
AN ORDINANCE DECLARING THE NEED AND NECESSITY TO ADJUST THE BOUNDARIES OF ELECTION DISTRICTS FOR THE CITY OF BLUE SPRINGS, NEBRASKA; TO APPROVE A REVISED ELECTION DISTRICT BOUNDARY MAP FOR THE ELECTION OF MEMBERS TO THE CITY COUNCIL; TO PROVIDE FOR THE CERTIFICATION OF THIS ORDINANCE AND THE ELECTION DISTRICT BOUNDARY MAP TO THE GAGE COUNTY CLERK; TO PROVIDE FOR THE REPEAL OF CONFLICTING ORDINANCES OR SECTION; AND TO PRESCRIBE THE TIME
THIS ORDINANCE SHALL BE IN FULL FORCE AND TAKE EFFECT.
WHEREAS, the qualified electors of the City of Blue Springs elect members to the Blue Springs City Council by election districts, or what is more commonly known as “wards”;
WHEREAS, the City of Blue Springs is divided into two (2) wards, and two qualified electors from each ward are elected as members of the Blue Springs City Council;
WHEREAS, the last time the election district boundaries were redrawn was in 1991, and Blue Springs City Council did not redraw the election district boundaries after the 2000 Census of Population data was published, or after the 2010 Census of Population data was published; and WHEREAS, the Mayor and Council of the City of Blue Springs, Nebraska, deem a need and necessity to adjust the boundaries of the election districts due to changes and shifts in population of residents in the City of Blue Springs.
NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE
CITY OF BLUE SPRINGS, NEBRASKA:
Section 1. That the attached Election District Boundary Map, be, and hereby is, adopted as the official Election District Boundary Map for the City of Blue Springs, Nebraska.
Section 2. That the City Clerk certify a copy of this ordinance and the official Election District Boundary Map to the Gage County Clerk on or before December 30, 2021.
Section 3. That any other ordinance or section passed and approved prior to passage, approval, and publication or posting of this ordinance and in conflict with its provisions, is hereby repealed.
Section 4. That this ordinance shall be in full force and effect from and after its passage, approval and publication according to law.
