DEMOLITION PROJECT: (Locations: 321 W Broad, 205 N Saunders, 300 W 2nd, 213 W 1st, 510 E lst)
Asbestos testing completed at five locations. Jared Epp (per Adams) to be available shortly with equipment for demolition. Tree removal will be necessary first for one location. One property was described as “good” for a controlled burn.Three other properties are considered good options for controlled burns as well, with the Fire Department initiating the required paperwork for each determined endeavor. One property occupant will be evicted with all arrangements being made for discontinuance of utilities - Black Hills Energy (Pike will call) , Norris Public Power (Carothers will contact) and in preparation for immediate beginning of the demolition process. One other house and one garage were described as needing inspection.
ASBESTOS TESTING INVOICES (JUSTIN JOHNSON): Motion (Neumann), second (Riensche),followed by 3-0 affirmative vote for payment (included in claims above) for $2,250.00 (Locations: 321 W Broad, 205 N Saunders, 300 W 2nd, 213 W 1st, 510 E lst).
CLEAN-UP/VEHICLES: Two cases continued for two weeks. Noticeable improvement was noted at one location and review will continue.Three properties need additional follow-up.
CRACK SEALING BIDS: Adams described remaining cracks needing attention at area recently worked on. Reedy will contact Tiemann once again for a bid on future work. Pike will discuss expectations in a second project with the initial service provider.
PAPA B’S (BORGMAN) VACATING A PORTION OF THE ALLEY, EASEMENT: Carothers called for further clarification, and the easement was described as “a general utilities easement from Walnut Street to the RR right of Way, 20’ wide."
SCHOOL - PORTABLE;TEMPORARY STOP SIGN AT CROSSWALK, ORDINANCE # 477: Carothers expects to have the Ordinance drafted for the next Regular meeting.
ALLEY BETWEEN BROAD AND FIRST, COMING OFF DOUGLAS: Daklkoetter described inconvenient situations of a vehicles being left parked in the alley and preventing his access from the alley to his property. Carothers will draft a letter to the individual regarding City Code.

CRACK-SEALING/ARMOR COATING: Payment for 6 blocks of crack sealing (completed) made to Tony Lovell (within claims for this meeting). Pike to identify streets in the worst condition for an extended program. He will confer with Lovell about “topping off” the completed streets and bidding another job. Reedy will contact Tiemann to request a bid also. Possible inclusions in the area are Walnut Street, Hazen Street.

AgendaTopics: Tree Inventory Analysis Report & Potential Application for Non- Match Grant Funds (ranging from $2,000 to $24,000)
Areas covered:
Ecosystem benefits, tree diversity (genus, age, canopy condition; community distribution, street trees, arboretum trees), And a summary of tree inventory recommendations.
All topics were covered, with percentages and counts, and needs assessment as for tree removal of a number of potentially qualifying 16 City trees and 6 Park trees , replacement, trimming, stump removal. A copy of the Tree Inventory Analysis Report (attached to the office copy of the minutes ) is available for public viewing. Dean Cole has reviewed the situation with a local certified tree service (Nelson) and basic estimates were provided. It was related that, if grant funds are awarded (and the potential is good based on the fact that the City meets the qualifications of a deprived community), either One Property at a Time or the City could be designated to officiate grant activities. Grant application must be submitted by the 15th of May, preferably May 1st for optimal presentation of the grant application (Cole), and with the understanding that the qualifying party will initially pay the bills and be reimbursed by awarded grant funds. December 30th of 2025 has been designated as a completion date for activities.

CITY TREES- DISCUSSION, DECISIONS, AS INDICATED BY THE OPEN FORUM MEETING (HELD PRIOR TO THE REGULAR MEETING: Following discussion, decision was made for Dean Cole to proceed with the Grant application through the Nebraska Forest Service with the City serving as the officiary.
SCHOOL (JOHN EISENHOWER- PORTABLE STOP SIGN AT CROSSWALK: After suggestion was made by Mayor Meyer, members were in agreement to confer with Attorney Carothers prior to considering this option again at the next Regular meeting.
PLANNING AND ZONING, APPLICATION FOR BUILDING PERMITS: After a 4-O recommendation by the Planning and Zoning Commission for passage of building permit application 24-4 for John D. Woodyard for a storage unit building, a motion was made by Riensche, second by Reedy, and followed by a 3-0 vote to approve building permit application 24-4. Applicant will be notified of approval and fee.
DEMOLITION PROJECT: Information was received from Carothers by email, indicating that asbestos testings have been scheduled, with hope that the property that the City has recently acquired can be included in that project and timeline. Adams indicated that the excavator will be available within about 2 weeks and he hoped that demolitions could be conducted during the time the machine is available.
CLEAN UP/ VEHICLES: Previous court scheduling for one individual has been continued to allow time for cleanup. The status hearing has been set for June 20th and the trial date a tentative July 25th. Three other individuals under current legal address have been set for May 21st.
CRACK SEALING, ARMOR COATING: Reedy will follow up again with Tiemann Construction regarding location assessment and cost. Pike is working on the City tar kettle.
NEW SIGNAGE, AS WELL AS PAINTING FEIT MEMORIAL PARK SIGN( LETTERS, SIDES ALSO?), PAINT TO BE DONATED BY CECILIA SEACHORD /PAINTING DONE BY DEREK KOSTAL: Neumann informed members that Seachord requested that Kostal purchase the paint he needs, and she will reimburse him.
Reedy reported that arrangments are being made to make corrections to the sign to be placed at Feit Memorial Park.

DEMOLITION PROJECT: Per Carothers, Justin Johnson to do five asbestos testings on 5-17-24. Second hearing date to be set regarding an eviction process.. Plans are in the works to knock down the house close to pallets business and to, as circumstances permit, arrange for the burning of the adjacent house..
CLEAN UP /VEHICLES: Carothers will file tomorrow on three properties. One property has been checked for asbestos and a roll-off, as is available, is being scheduled. Two properties are under scrutiny for an action plan. Carothers will draft letters for signature of the City Clerk,

PAPA B's (BORGMAN) - TEMPORARY MODIFICATIONS INVOLVING ALLEY: Following discussion of several options, and upon the recommendation of Carothers, determination was made to vacate a portion of the alley which would include an easement to access the property for repairs of the sewer line, and members were in agreement for Carothers to draft necessary paperwork for consideration at the next Regular meeting. This would facilitate a better flow of activities at the lounge as well as protect City liability.
SCHOOL - PORTABLE/ TEMPORARY STOP SIGN AT CROSSWALK, ETC.: The representative for the school requested approval for the use of a temporary stop sign at the east end of the street at the crosswalk during school days from 7:30 a.m to 8:30 a.m and 3:00 p.m. to 4:00 p.m. No opposition was voiced by members. Carothers will draft Ordinance # 477 for consideration at the next Regular meeting.
LIFT STATION PUMP: REPAIR/REPLACE: Repairs being made on one of the pumps should be concluded in the very near future. Currently the system is running on one pump.
ASHLEY LARSEN -SENDD- CDBG -OOR CONTRACT EXTENSION: Motion by Riensche, second by Neumann, and a 3-0 affirmative vote approved the CDBG -OOR contract extension and mayoral signature on the same to promote and implement additional candidates into the program.

DEMOLITION PROJECT: Per Carothers, Justin Johnson to do five asbestos testings on 5-17-24. Second hearing date to be set regarding an eviction process.. Carothers to solicit permission from owners to keep out-buildings at one property. A trailer has been demolished. Plans are in the works to knock down the house close to pallets business and to, as circumstances permit, arrange for the burning of the adjacent house..
CLEAN UP /VEHICLES: Carothers will file tomorrow on three properties. One property has been checked for asbestos and a roll-off, as is available, is being scheduled. Two properties are under scrutiny for an action plan. Carothers will draft letters for signature of the City Clerk,
CRACK SEALING /ARMOR COATING: Reedy will contact the service provider - Tiemann, once again for an evaluation and cost analysis of the needed areas.

PLANNING & ZONING - APPLICATION FOR BUILDING PERMITS (as submitted): After recommendation for passage/approval by the Planning & Zoning Commission (meeting 4/2 - 6:30 PM - City Hall), building permit application #24-3 for Tom Barker for a new home was addressed by Mayor and Council, with the following outcome: Motion for approval (Neumann), second (Riensche), 3-0 affirmative vote. Applicant will be notified of approval and fee.
DEMOLITION PROJECT: Asbestos inspection lined up (per Carothers) for several houses in the demolition program Then wait for results for remediation.
CLEAN-UP/VEHICLES: Pre-trial conference scheduled for one individual. Carothers will draft a letter to one property owner with a nuisance violation. Plans regarding discarded tires; after discussion of many options and preventative measures. (Per Meyer) - Put up sign to prohibit dumping. Camera was suggested (Meyer) but no decision was made at this time. Per information from Dodge, “Beatrice Dump will take tires for a fee… Each: $5, $10 on rim, more for semi/larger tires.” No opposition was voiced regarding Employee Pike “accumulating to a total of ten, and then taking them to Beatrice.”
CRACK-SEALING/ARMOR COATING: Anticipated service providers are “very busy” already. Reedy will make a contact call for determination of a remaining possibility.
CHANGE NAME OF BROAD STREET TO CHAMBERLIN /OR/ CITY PARK: Will be removed from the agenda while Reedy continues review and information gathering.
CITY TREE PROGRAM(S) - (DEAN COLE): Cole covered information regarding last year’s tree assessment, including parks, which was done at no charge for the City. (State Forestry) They would be willing to go over the assessments and make recommendations. State Wide Arboretum is interested in working with small communities, to take out, trim, replace trees. Both have funds available. State-Wide Arboretum (11 million); State Forestry (1 million) - with their program requiring “no fund match.” Cole indicated that the deadline for that would be May 24th, and suggested a meeting soon since they are very interested and willing to meet with the Council to discuss the next steps (about 45 minutes to a hour for information and Q & A. Members were in agreement to set an Open meeting at City Hall for 6PM on April 16th - open quorum for trees. Cole went on to provide input regarding setting priorities for the beautification of the community and the implementation of a 5 & 10 year plan. He stressed that there are many opportunities for grants that go beyond State/Federal, as the possibility of funds from local organizations as well as foundations (Morris, Thomas, Eisenhauer), and the establishment of fundraisers to address putting a permanent toilet in Feit Memorial Park, showers for campers, and said there was an anonymous donor who was interested in providing a bench.
SIGNAGE(MAY INCLUDE ORDINANCE REVIEW/CHANGE): FEIT MEMORIAL PARK - PAINTING/REPLACEMENT/NEW/and OTHER ACTIVITIES: Ordinance # 476 will be drafted to address specific circumstances, as cost for electrical hookup, cost without electrical hookup, etc. Neumann will notify Cecelia Seachord who offered to donate paint to be used by Derek Kostal for the park sign. Reedy continues to work on the creation of another new sign for Feit Park. A motion was made (by Reedy), second (by Neumann) and followed by a 3-0 affirmative vote to arrange for a portable toilet again from April -August.
ORDINANCE #475 - CAMPER PERMANENT OCCUPANCY, APPROVAL/OR/THREE READING: Input received from Sedlacek prior to the meeting was added to the conversation, and the result was to add terminology to the draft to address “special circumstances, which might include, among other possibilities, campers on construction sites for new homes.
HJP PEST CONTROL - ANNUAL SPRAYING (9 SPRAYING DATES BETWEEN MAY 21 AND SEPT 10 - DISCOUNTED PRICE $2419.20 ): No opposition was raised to continuing with the HJP Pest Control (Seasonal) spraying for mosquitoes.
