DEMOLITION PROJECT: Clean-up after demolition of City acquired house was described as “Nice job” with credit given to City employees and J Epp. Review/resolution remains for several properties in various stages of the demolition effort.
CLEAN-UP/VEHICLES: Clean-up efforts and review continues on several properties.

PLANNING & ZONING - APPLICATION FOR BUILDING PERMITS (as submitted): Following recommendation for approval from P & Z Commission, a motion (Riensche ), second (Neumann), and 3-0 affirmative vote for approval of building application permit # 24-6 - Karen/Verlyn Dodge (fence). Applicant was made aware of approval and fee.
DEMOLITION PROJECT: Employee Pike served as a witness at Court proceedings and Writ of Restitution was issued Friday, executed Friday. Electricity was disconnected. Arrangements are being made for demolition and roll off arrangements will be made for completion of project within the next few days. The second demolition site was discussed. Utilities will be disconnected. Pike will make arrangements with Black Hills Energy, Meyer on electricity, and the owner will be contacted (by Carothers) to determine if any wanted contents are yet to be removed on the property (including garage, per Reedy inquiry). Then arrangements for a controlled burn will be finalized. The Fire Department will be evaluating another property for potential controlled burn, and clearance of trees may be activated at necessary other sites prior to activation of demolition of structures.
CLEAN-UP/VEHICLES: Carothers (Kostal question), indicated that situations are being addressed by determination of “worst first” and then on down the line. Letters drafted by Carothers for Clerk signature were provided for mailing (previously by Carothers -vehicles, scrap pile, with copy of ordinance sent, and potential removal of building). Another individual will be scheduled for District Court. Another property is showing improvement. Several vehicles are still under scrutiny with planned action Initial action plan, then possibly District Court in the plan (with verification) for individual(s) (living in camper). Carothers to draft letter for one individual for tall weeds. Another camper was discussed.
CRACK SEALING BIDS: To be addressed again in the fall.

Motion by Neumann, second by Riensche, and reading( by Carothers) of Ordinance # 477 - AN ORDINANCE TO REGULATE THE TRAFFIC ON SECOND STREET ADJACENT TO SOUTHERN ELEMENTARY SCHOOL; TO ALLOW FOR THE PLACEMENT OF PORTABLE STOP SIGNS AT THE SCHOOL CROSSWALK ON WEST 2ND STREET BETWEEN SOUTH JEFFERSON AND SOUTH GRANT STREETS TO REGULATE TRAFFIC DURING THE TIMES WHEN SCHOOL CHILDREN ARE BEING DROPPED OFF IN THE MORNING AND PICKED UP IN THE AFTERNOON; TO ESTABLISH DAYS AND TIMES WHEN THE PORTABLE STOP SIGNS WILL BE IN PLACE ANE ENFORCEABLE; TO PROVIDE FOR THE REPEAL OF CONFLICTING ORDINANCES AND SECTIONS; TO PROVIDE FOR AN EFFECTIVE DATE, and was followed by a 3-0 affirmative vote to approve the ordinance.
ORDINANCE OFFICER: Per Reedy, one person thought to potentially be interested provided the name of another and that individual is anticipated to get back to the City about interest in the position. Reedy described dog at large situations. Carothers has drafted letters concerning dogs for Clerk signature.

PLANNING & ZONING - APPLICATION FOR BUILDING PERMITS (as submitted): Upon recommendation by P & Z Commission (and a 4-0 affirmative vote) , the application for a building permit #24-5 (Devin Dorn - Fence), was approved - motion by Riensche , second by Neumann, and a 3-0 affirmative vote.
DEMOLITION PROJECT: Three structures are in place for demolition (controlled burn being arranged). Another house is in line for demolition after that. Hearing moved for property recently acquired by the City- with Writ of Restitution to be served by Sheriff (time/date to be determined) , with City backhoe in place for demolition directly following. Except for electrical, services have been discontinued on that site, and arrangements will be made (Meyer) with Norris for disconnect.
CLEAN-UP/VEHICLES: One property owner has court date next week. Carothers to draft a letter to another property owner. The letter will include a copy of the vehicle ordinance for clarification. Carothers will draft a letter for City signature regarding a camper being lived in and a copy of the ordinance will be included.
CRACK SEALING BIDS: Tiemann has contacted Pike regarding the project and it will be bid “two different ways” (Tiemann/Eric). Work expected to be done in fall.
PAPA B’S (BORGMAN) VACATING A PORTION OF THE ALLEY, EASEMENT: Carothers will draft (Ordinance #478) for consideration first by Planning/Zoning - to vacate the alley, and he will correspond with property owners Borgman and Hughes about specifics and results of the vacating and of establishing a 20’ easement. He will also contact parties (as electrical, telephone, etc.) needing on-going access to the property.
SCHOOL - PORTABLE;TEMPORARY STOP SIGN AT CROSSWALK, ORDINANCE # 477: Additional information was sought to enable Carothers to draft the ordinance. Primarily, narrative changes will be needed to establish the crosswalk as the location for the placement of a temporary stop sign two times a day (7:30 - 8:30 AM and 3:00 - 4:00 PM) on days school is in attendance.
FIRE DEPARTMENT - CAR SHOW(STREET CLOSING/DONATI0N (T. Creek): Tom Creek addressed members, requesting street closing (Broad Street from A to Johnson - block past Fire Hall - morning through afternoon - August 11th ) for the Annual Car Show. A motion (Riensche), second (Reedy), and a 3-0 affirmative vote approved that street closing as well as a $900.00 donation (for two bouncy houses) .
DOG ATTACKS (REEDY): Reedy addressed members regarding a recent incident. Becky Reedy provided particulars. Pictures have been obtained (will be provided to Carothers), and dog owners have been identified. Owners will be sent a courtesy letter regarding the “dog at large” incident that resulted in the death of pets… and in another incident an individual being chased by a dog while mowing. Reedy suggested looking on Dog Bite.Org, also review and evaluation of the last three ordinances regarding dogs, and that consideration be given to revisions that might bring about the most desirable results. Options may include Gage County Sheriff continuing as Animal Control Authority / vs./ reinstating previous municipal ordinances /vs./ hiring a part-time Ordinance Officer.

WYMORE/BLUE SPRINGS AREA FUND (BIG GIVE) (ROSALEE REEDY): Jared McKeever and Rosalie Reedy provided information about previous supported community improvements , as at Wymore’s McCandles Park and the Arbor State Park. They asked what they might work on for the City of Blue Springs. “Maybe tables, benches, a bathroom, water fountain.” Adams indicated that OPAT may be able to help with benches/tables, but the larger projects would be better served by the Wymore/Blue Springs Area Fund, perhaps in correlation with grant funds from the Thomas Foundation. Members will discuss what might be of the greatest benefit to the citizenry.
OTHER: Members were encouraged (by Adams, McKeever, R. Reedy) to look into ways in which the City might be “inviting” during the Cattleman’s Ball Event (lst week of June/’25 - Potential of 3,000 visitors daily) Cabin Opening? Welcome Banner? Utilization of the Fireman’s Memorial Hall for some type of event? Etc.

DEMOLITION PROJECT: (Locations: 321 W Broad, 205 N Saunders, 300 W 2nd, 213 W 1st, 510 E lst)
Asbestos testing completed at five locations. Jared Epp (per Adams) to be available shortly with equipment for demolition. Tree removal will be necessary first for one location. One property was described as “good” for a controlled burn.Three other properties are considered good options for controlled burns as well, with the Fire Department initiating the required paperwork for each determined endeavor. One property occupant will be evicted with all arrangements being made for discontinuance of utilities - Black Hills Energy (Pike will call) , Norris Public Power (Carothers will contact) and in preparation for immediate beginning of the demolition process. One other house and one garage were described as needing inspection.
ASBESTOS TESTING INVOICES (JUSTIN JOHNSON): Motion (Neumann), second (Riensche),followed by 3-0 affirmative vote for payment (included in claims above) for $2,250.00 (Locations: 321 W Broad, 205 N Saunders, 300 W 2nd, 213 W 1st, 510 E lst).
CLEAN-UP/VEHICLES: Two cases continued for two weeks. Noticeable improvement was noted at one location and review will continue.Three properties need additional follow-up.
CRACK SEALING BIDS: Adams described remaining cracks needing attention at area recently worked on. Reedy will contact Tiemann once again for a bid on future work. Pike will discuss expectations in a second project with the initial service provider.
PAPA B’S (BORGMAN) VACATING A PORTION OF THE ALLEY, EASEMENT: Carothers called for further clarification, and the easement was described as “a general utilities easement from Walnut Street to the RR right of Way, 20’ wide."
SCHOOL - PORTABLE;TEMPORARY STOP SIGN AT CROSSWALK, ORDINANCE # 477: Carothers expects to have the Ordinance drafted for the next Regular meeting.
ALLEY BETWEEN BROAD AND FIRST, COMING OFF DOUGLAS: Daklkoetter described inconvenient situations of a vehicles being left parked in the alley and preventing his access from the alley to his property. Carothers will draft a letter to the individual regarding City Code.

The Regular Meeting of Mayor and Council of Blue Springs, Nebraska, was held starting at 7 PM, May 21, 2024, at the Blue Springs City Hall.
Mayor Meyer called the meeting to order, and roll call was taken.

Notice of the Hearing/meeting was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting.

PLANNING & ZONING - APPLICATION FOR BUILDING PERMITS (as submitted): No new applications.
DEMOLITION PROJECT: Asbestos testing complete. 4 clean out of 5, plans “to burn” to follow. According to Adams, another excavator may be available to “fold houses into the basements” for burning.
CLEAN-UP/VEHICLES: Two cases continued. Timeline for one property extended. It was noted that one demolition site structure was still full of contents. Raccoon were found inside another.
CRACK-SEALING/ARMOR COATING: Payment for 6 blocks of crack sealing (completed) made to Tony Lovell (within claims for this meeting). Pike to identify streets in the worst condition for an extended program. He will confer with Lovell about “topping off” the completed streets and bidding another job. Reedy will contact Tiemann to request a bid also. Possible inclusions in the area are Walnut Street, Hazen Street.

LIFT STATION PUMP: REPAIR/REPLACE: Options were discussed - new pump $20,723.50, repair old pump - $14,538.75, as well as additional costs of freight and installation, life expectancy and guarantees, and discussion was followed by a motion by Riensche, second by Neumann, and a 3-0 affirmative vote to approve purchase of a new pump.

AgendaTopics: Tree Inventory Analysis Report & Potential Application for Non- Match Grant Funds (ranging from $2,000 to $24,000)
Areas covered:
Ecosystem benefits, tree diversity (genus, age, canopy condition; community distribution, street trees, arboretum trees), And a summary of tree inventory recommendations.
All topics were covered, with percentages and counts, and needs assessment as for tree removal of a number of potentially qualifying 16 City trees and 6 Park trees , replacement, trimming, stump removal. A copy of the Tree Inventory Analysis Report (attached to the office copy of the minutes ) is available for public viewing. Dean Cole has reviewed the situation with a local certified tree service (Nelson) and basic estimates were provided. It was related that, if grant funds are awarded (and the potential is good based on the fact that the City meets the qualifications of a deprived community), either One Property at a Time or the City could be designated to officiate grant activities. Grant application must be submitted by the 15th of May, preferably May 1st for optimal presentation of the grant application (Cole), and with the understanding that the qualifying party will initially pay the bills and be reimbursed by awarded grant funds. December 30th of 2025 has been designated as a completion date for activities.

CITY TREES- DISCUSSION, DECISIONS, AS INDICATED BY THE OPEN FORUM MEETING (HELD PRIOR TO THE REGULAR MEETING: Following discussion, decision was made for Dean Cole to proceed with the Grant application through the Nebraska Forest Service with the City serving as the officiary.
SCHOOL (JOHN EISENHOWER- PORTABLE STOP SIGN AT CROSSWALK: After suggestion was made by Mayor Meyer, members were in agreement to confer with Attorney Carothers prior to considering this option again at the next Regular meeting.
PLANNING AND ZONING, APPLICATION FOR BUILDING PERMITS: After a 4-O recommendation by the Planning and Zoning Commission for passage of building permit application 24-4 for John D. Woodyard for a storage unit building, a motion was made by Riensche, second by Reedy, and followed by a 3-0 vote to approve building permit application 24-4. Applicant will be notified of approval and fee.
DEMOLITION PROJECT: Information was received from Carothers by email, indicating that asbestos testings have been scheduled, with hope that the property that the City has recently acquired can be included in that project and timeline. Adams indicated that the excavator will be available within about 2 weeks and he hoped that demolitions could be conducted during the time the machine is available.
CLEAN UP/ VEHICLES: Previous court scheduling for one individual has been continued to allow time for cleanup. The status hearing has been set for June 20th and the trial date a tentative July 25th. Three other individuals under current legal address have been set for May 21st.
CRACK SEALING, ARMOR COATING: Reedy will follow up again with Tiemann Construction regarding location assessment and cost. Pike is working on the City tar kettle.
NEW SIGNAGE, AS WELL AS PAINTING FEIT MEMORIAL PARK SIGN( LETTERS, SIDES ALSO?), PAINT TO BE DONATED BY CECILIA SEACHORD /PAINTING DONE BY DEREK KOSTAL: Neumann informed members that Seachord requested that Kostal purchase the paint he needs, and she will reimburse him.
Reedy reported that arrangments are being made to make corrections to the sign to be placed at Feit Memorial Park.
ORDINANCE # 475- CAMPER PERMANENT OCCUPANCY, APPROVAL, OR THREE READINGS:
Motion (Riensche), second Neumann, 3-0 affirmative vote to suspend the rule of three readings. Motion (Neumann), second (Riensche) followed by reading, per: AN ORDINANCE TO ADD PROVISIONS PROHIBITING ANY PERSON FROM USING A CAMPER AS A DWELLING ON PROPERTY ZONED FOR RESIDENTIAL DWELLINGS; TO DEFINE TERMS; TO PROHIBIT CONSUMERS OF THE MUNICIPAL WATER SYSTEM TO SUPPLY WATER TO INDIVIDUALS RESIDING ILLEGALLY IN A CAMPER ON PROPERTY ZONED FOR RESIDENTIAL DWELLINGS; TO CREATE AN EXCEPTION FOR MAJOR REPAIRS OR NEW CONSTRUCTION WITH PRIOR APPROVAL BY GOVERNING BODY; TO PROVIDE FOR THE REPEAL OF CONFLICTING, ORDINANCES AND SECTIONS; TO PROVIDE FOR AN EFFECTIVE DATE , And followed by a 3-0 affirmative vote to approve passage

Motion (Reedy), second (Riensche) followed by reading, per: AN ORDINANCE PERTAINING TO CAMPING IN MUNICIPAL PARKS; TO AMEND PROVISIONS FOR A DAILY CAMPING FEE OF $10 FOR CAMPING AT FEIT MEMORIAL PARK; TO MAKE THE CAMPING FEE APPLICABLE TO CAMPERS THAT USE THE ELECTRICAL HOOKUP; TO PROVIDE FOR THE REPEAL OF CONFLICTING ORDINANCES AND SECTIONS; TO PROVIDE FOR AN EFFECTIVE DATE, and followed by 3-0 affirmative to approve.
PAPA B's (BORGMAN) - TEMPORARY MODIFICATIONS INVOLVING ALLEY: After brief discussion, determination was made to address the nature and scope of the situation with Carothers, and to address situation at the next Regular meeting.
LIFT STATION PUMP: REPAIR/REPLACE: The quotation for replacement, in the amount of $20,723.50 was discussed by members, but a repair quote was not yet available. The situation will be reviewed and discuss further at the next regular meeting.
