September 3, 2024 The Budget Hearing of Blue Springs, Nebraska was held the 3rd day of September, 2024, at the Blue Springs City Hall. Notice of the budget hearing was published in the Fairbury Journal - News newspaper on August 28, 2024. CLEAN-UP/VEHICLES: One individual requested extended timeline for removal of trailer - October 1st. ORDINANCE OFFICER (Dogs, etc.): No new information. ARBORETUM/ DEAN COLE: Cole presented information regarding City trees (grant awarded). Pinkerton (licensed), and Nelson will work in collaboration regarding removal of trees (22 count), trimming, stump removal (as on Broad Street West of Church). The trees to be removed have been X’d. Church border is included in the clean-up area, as is Feit Park (driving area). Nelson indicated service availability within 2-3 weeks. One individual expressed interest in wood from ash/hackberry trees to be taken down in the Feit Park area. Discussion included options/liability issues as might relate (Sedlacek) to the public getting wood on City property. Cole indicated that Carothers has been provided with relevant grant/plan information for review, but has not yet responded. Cole indicated that other funds to replace trees (about half of those removed) could be pursued. A tree (birch) by the cabin was identified as damaged/needing to be removed. Cole also introduced information about the Strategic Planning Assessment of the State Wide Arboretum to lay out a tree plan. This would require/involve discussion/participation of 10 to 15 individuals from the community. Cole stated that there was interest in determining the age of trees (rings) downed. New trees planned are oaks, sycamore, elms, linden, hornbean. Gratitude was expressed and members were in agreement for Cole to “get moving” with the program. Not only are current situations to be pushed ahead in legal actions, but Adams suggested focus being added (perhaps by Ordinance) to discourage non-residents from initiating vehicle infractions. Significant cost (main/lift station) was identified, with no developers currently interested or anticipated in the future. So only one property owner would benefit. Carothers advised that the City is under no legal obligation to provide sewer service in this situation. The Fire Department will be evaluating another property for potential controlled burn, and clearance of trees may be activated at necessary other sites prior to activation of demolition of structures. CLEAN-UP/VEHICLES: Carothers (Kostal question), indicated that situations are being addressed by determination of “worst first” and then on down the line. Letters drafted by Carothers for Clerk signature were provided for mailing (previously by Carothers -vehicles, scrap pile, with copy of ordinance sent, and potential removal of building). DOG ATTACKS (REEDY): Reedy addressed members regarding a recent incident. Becky Reedy provided particulars. Owners will be sent a courtesy letter regarding the “dog at large” incident that resulted in the death of pets… and in another incident an individual being chased by a dog while mowing. Reedy suggested looking on Dog Bite.Org, also review and evaluation of the last three ordinances regarding dogs, and that consideration be given to revisions that might bring about the most desirable results. Options may include Gage County Sheriff continuing as Animal Control Authority / vs./ reinstating previous municipal ordinances /vs./ hiring a part-time Ordinance Officer. WYMORE/BLUE SPRINGS AREA FUND (BIG GIVE) (ROSALEE REEDY): Jared McKeever and Rosalie Reedy provided information about previous supported community improvements , as at Wymore’s McCandles Park and the Arbor State Park. They asked what they might work on for the City of Blue Springs. “Maybe tables, benches, a bathroom, water fountain.” Adams indicated that OPAT may be able to help with benches/tables, but the larger projects would be better served by the Wymore/Blue Springs Area Fund, perhaps in correlation with grant funds from the Thomas Foundation.
