LIFT STATION INSURANCE INCREASE: Contact to be made (Clerk) with insurance agent/company to request amount of premium that would be charged to raise coverage from 40T to 150T. SECURITY CAMERAS (RECOMMENDED BY TIM HANSON: Discussion included what was described as “often unsatisfactory” outcome/end result at other locations where cameras were used when crime was committed, as well as equipment limitations in general. Determination was to “address the issue” (general security& burn site) “when /if security becomes a problem.” WATER LINE (MEWES): Mewes requested consideration for line work due to habitual rust in water. The area was scheduled within the Water Main Project that has been put on hold due to annual close of the State funding program. As soon as possible (next week?) after the close of Clean-up Day activity, Pike will take necessary steps to “flush” the line and assess results/further needs. Upgrade to $40,00 Thomas Foundation Grant application, with necessary paperwork -- (expected to be approved at the next Thomas Foundation meeting), as related to potential demo cost assist of homes via Lottman demolition bid, and advisement that $10,000 was built into the application for asbestos remediation. 2. No word yet about removal of personal contents at one site 3. Need to get asbestos inspections in place. CLEAN-UP: One property owner is working on cleanup following receipt of a letter allowing 30 days for resolution of problems. Letter sent outlining infractions, requesting resolution within 30 days, and encouraging participation in City Clean Up Day - April 19th. Carothers to draft two more clean-up letters. ZITO MIDWEST CONTRACT/ORDINANCE #473: Zito onboard with most City-requested changes wanted. Carothers will work on getting “some language” back, and since the contract is for 25 years, to determine future plans so that the contract does not need to be “re-addressed in a couple years.” BLUE SPRINGS CITY PARK PROJECT 2023, INCLUDING PLANS, MATCH-FUND POSSIBILITIES/IN-KIND DETERMINATIONS, TIMELINES, ETC.: Park rules have been included on the website. A portable toilet will be rented again this year (Feit Memorial Park), and will hopefully be in place by April 15th. BRIDGE/NORTH SIDE APPROACH (BY CITY PARK): Schuller provided (email) information from Mark Kuhnke covering Statute 17-567 -(Highways, streets, bridges; maintenance and control), articles 1,2,3,4; 2 - Liability for neglect of duty; 3 - Regulation; 4- Miscellaneous (a copy of which is attached to the office copy of the minutes and available for public review upon request)…. And the following determination was made after it was brought up that the bridge would be inspected later this summer. Pike will contact Lovell Asphalt to determine corrective cost-only at this time. WYMORE-BLUE SPRINGS SHARED BURN SITE: Burn site is open for public use. Leaves, grass may be taken to 1st and G in Wymore until further notice. One property may be purchased after guardianship procedures completed/Court approval. Carothers focused on having as many properties as possible within the demolition project in position for asbestos testing on same timeline. Mayor Meyer asked Pike for an update on one property, and Pike reported that the materials, including foundation have been removed and it is ready for “dirt fill”, and Adams indicated that OPAT should be forwarded the bill for the dirt needed at that location. CLEAN-UP: Pending concerns/actions: Letter sent regarding household waste, landfill-like situation, and 30 days were given for resolution, or the matter would be addressed in District Court. Carothers drafted a letter to be sent giving 30 days for removal of household waste and identification/removal of inoperable/unlicensed vehicle(s), and if not resolved the matter would be addressed in District Court. Two properties were discussed in regard to legal actions underway. Hagerman indicated that the nuisance situation that exists and continues growing at one property could be building into a safety issue (near school) where children are often seen walking/riding bikes on the grass) and he suggested “sidewalks.” ZITO MIDWEST CONTRACT/ORDINANCE #473: No input yet from Zito. BLUE SPRINGS CITY PARK PROJECT 2023, INCLUDING PLANS, MATCH-FUND POSSIBILITIES/IN-KIND DETERMINATIONS, TIMELINES, ETC.: Cole reminded members that time is running out for the identification of needs determined for the City Park and Feit Park, and he asked for plans to be identified by members in order for him to orchestrate grant applications to incorporate in-kind funds/match funds ($2,000) inclusion outside of direct City responsibility. Discussion resulted in the identification of focus: mulch for the City Park, trash receptacles/ possibly benches for the City Park, benches/safety rail for Feit Park. Although a toilet for Feit Park was discussed, determination was made, following suggestion by Cole that it be moved ahead to a future grant application. Reedy asked that particulars from Ordinance #469 be added to the information about parks on the website, as length of stay, charges, and Jan Morris will be asked to add that information on a “noticeable” place on the website. Cole reported that April-May has been identified to be the timeline for the tree survey previously discussed. Sedlacek asked that contact be made with the City insurance carrier to determine the coverage/potential assessment/compensation for hail damages to the “barrel of fun” house at the City Park . BRIDGE/NORTH SIDE APPROACH (BY CITY PARK): No information yet regarding meeting attendance/or information from Don Schuller. Speed bumps were briefly discussed which would call for drafting an Ordinance. WYMORE-BLUE SPRINGS SHARED BURN SITE: Sedlacek reported that the fence is up, the road halfway built, a sign is to be made, and by the end of the week the site should be useable, but no definite information was released about when the public would be released to use the site. CABIN EAVES (Gene Reedy): Reedy provided an overview of cabin history, and addressed the matter of “removal of eaves” since relocation has removed their practicality, and it is historically in error to have eaves on an 1857 cabin. No objections were raised to prevent removal of the eaves. 51C DELINQUENT FEES - 2 QUARTERS: Since documentation sufficient for the City to submit timely 51C reports to Charitable gaming was not provided by the Lounge, the delinquent fees are to be billed to the Keno Lounge. Carothers is to enter into conversation with Borgman about this, and related Keno concerns, and further discussion will be an agenda topic at the next Regular meeting. CLEAN-UP: Nuisance letter (with 30-day deadline) to be provided by Carothers to City Clerk for one property owner prior to making any arrangements for District Court, one property owner has District Court date, one property owner is rotating vehicles and has trailers full of household trash/scrap iron, one property owner is pending establishment of appointment of guardian (possibly a 30-day process, followed by another 30 days until project resolution), during which a possible sales agreement might be drawn. ZITO MIDWEST CONTRACT/ORDINANCE: No response yet from Zito regarding changes requested. BLUE SPRINGS CITY PARK PROJECT 2023, INCLUDING PLANS, MATCH-FUND POSSIBILITIES/IN-KIND DETERMINATIONS, TIMELINES, ETC. No new information, but McKinney reminded members of the need for a “handicap accessible” swing. BRIDGE/NORTH SIDE APPROACH (BY CITY PARK): Manner of correction was discussed, which included “milling” the problem area at the County bridge, digging up a sunken area to determine cause, and building up the approach. Don Schuller is expected to provide input at the next Regular meeting. (FOR INFORMATION ONLY) Pavement Dressing Conditioner (Armor coating alternate option) Mike Pike: Materials were provided to initially evaluate product potential, and more information to further clarification and determine cost will be pursued. JOINT BURN PILE WITH CITY OF WYMORE (SEDLACEK): Present location for Blue Springs and latest location for Wymore were discussed, and Sedlacek suggested that the two towns share a spot (Wymore owned) where Blue Springs previous had its burn site (near the pallet company). Modifications and conditions (fence, lock, cameras, maintenance, overseeing) would come into play, with the communities sharing time obligations, manpower, and cost. Motion (Riensche), second (Neumann), and a 3-0 affirmative vote approved initiation procedures by Sedlacek for the State approved burn location to be shared by Wymore and Blue Springs. There will be no additional fee.” Ells thanked the City for information provided to support the application for a building permit for a single family structure across the street east from the tennis court. DEMOLITION PROJECT: An email from Carothers (attached to office copy of the minutes) provided project information: Request to enter to inspect letter was sent to one property owner. Letter sent regarding timeline for removal of personal property from house on 1st Street. Court approval pending for approval to sell interest of one property.Buyer plans to clean up property and attempt to rehabilitate house. Adams will contact Carothers regarding current information for other properties under current review. Discussion included a slight possibility of a potential “burn” of a dilapidated property following asbestos check. CLEAN-UP: Carothers reported (email) - No progress on one property and the matter will be set for trial. Now in position to file a motion in District Court for another property. City-Wide Spring Clean-Up day was set for Wednesday, April 19th and timely notification will follow to residents. STREET SIGN GRANT APPLICATION RESULTS, AS AVAILABLE: $1,473 grant was not awarded to the City due to “no resources available.” FAIRBURY JOURNAL NEWS: PUBLICATION OF CITY NOTICES: Motion (Neumann), second (Reedy), and a 3-0 affirmative vote approved future publication of minutes and all public notices in the Fairbury Journal News. REQUEST FOR ZONING CHANGE: HEATHER MC KINNEY: McKinney asked for clarification of 6-340 MISDEMEANORS; UNLICENSED OR INOPERABLE VEHICLES, specifically in regard to if it applied equally to commercial and residential properties. Carothers explained that residential and commercial properties not associated with vehicle repair/maintenance/sales were equal in compliance requirements with 6-340, but businesses dealing with vehicle repair/maintenance/sales are evaluated by separate criterion, but certainly not exempt from scrutiny. 20X20 CITY PARCEL FOR MOWER SHED: OPAT - REX ADAMS: Initially, Adams requested permission to have the OPAT portable mower shed (10x16) placed on City property on Broad Street at a location that would, due to size, require preparation and approval of a variance, and Carothers agreed to initiate paperwork and publication with the Fairbury Journal News, however; Employee Pike suggested it be placed on City property adjacent to City Hall. Adams indicated that it would be an even better location, thereby making the need for a variance hearing unnecessary. Other: Dean Cole presented information about grant requests for the City Park and Feit Memorial Park (Waterwise/Gage County Foundation, for which he solicited consideration for park equipment, benches, public bathroom, etc. to at least in part comply with an upcoming March grant deadline, and considerations (Game and Parks) - Land Water Resource Trail fund (May 5, 10AM review). Although members could not debate particulars, they were given handouts (budget table) and information to enrich the discussion of the Blue Springs City Park Project 2023 when it is on the agenda at the next regular meeting. Also specifics, as: remove 6 trees, replace with hardwoods, evergreens, land filling west of bridge, - form a “green space,” restore ATV path. Motion (Riensche), second (Neumann), 3-0 affirmative vote in favor of Cole taking the plan to the next level, and for Cole to act as the “lead agency” to take the project to completion (April 2023- April 2024). Cole noted that Urban Forestry is “interested in working with the small community of Blue Springs”, and plans will include potential planting along Broad Street, Walnut, and ‘A’, and members approved Cole to give permission on behalf of the City for a tree inventory which is an initial step in the restoration process. OTHER: R. Adams suggested that city members give some thought to initiating a half percent City sales tax in the future (next election - 2 years).
