DEMOLITION PROJECT: Controlled burns scheduled for 10/19, alternate - 10/26 -.Other controlled burn plans are tentative. Carothers will get a sign-off for the trees and owner affidavit for the controlled burn. Another property on 1st Street will be scrutinized by McCrimmon for possibility of a controlled burn, but outside contractor may be needed to tear the house down.
CLEAN-UP/VEHICLES: two vehicle owners set for October 29th arraignment. And another date - November 5 is in the works for a camper on 1st Street.

PAPA B’S (BORGMAN) VACATING A PORTION OF THE ALLEY, EASEMENT/ORDINANCE #478: Carothers is awaiting Norris’ review/return of a general utility easement prepared for Norris and the City of Blue Springs signatures, and also will obtain signatures of (Borgman/Hughes) relevant property owners.
PLANNING & ZONING - APPLICATION FOR BUILDING PERMITS (as submitted): No new applications.
DEMOLITION PROJECT: For one property a Fire Training Notification is expected shortly (State Fire Marshal), and to be executed when a “good day” is determined. Carothers will contact Fire Chief McCrimmon regarding feasibility of a controlled burn of one structure that has considerable vegetation surrounding it. Carothers noted another house for the demolition list and suggested a controlled burn there once inoperable vehicles in close proximity are removed. That property owner was provided specifics for removal and given a 2 week deadline prior to court date determination.
CLEAN-UP/VEHICLES: Clean up efforts continue for several property owners.
ORDINANCE OFFICER (Dogs, etc.): No new information. Review continues to determine interest.
SEWER FUND DEFICIT/TRANSFER OF FUNDS: After suggestion by Sedlacek, motion (Riensche), second (Reedy) 4-0 affirmative vote to transfer $10,515.50 from the General Fund within Regular Checking to the Sewer Fund within Regular Checking, and to draft a check from the Keno Proceeds account in the amount of $10,515.49 for deposit into the General fund of General checking for disbursement into the Sewer Fund within Regular checking, these actions to eliminate a $21,030.99 Sewer Fund deficit within Regular checking.

The Budget Hearing of Blue Springs, Nebraska was held the 3rd day of September, 2024, at the Blue Springs City Hall. Notice of the budget hearing was published in the Fairbury Journal - News newspaper on August 28, 2024. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting.

The budget hearing was opened at 7 PM, September 3, 2024. --- Motion (Riensche), second (Neumann), followed by 3-0 affirmative vote) Three copies of the proposed budget statement were available to the public.
Jennifer Busboom made a presentation outlining the key provisions of the proposed budget statement as directed in the prepared budget notes, including, but not limited to, a comparison with the prior year’s budget.
The floor was then opened for public comment on the proposed budget statement. Public comment ensued. All members of the public wishing to address the governing body were provided a reasonable amount of time to do so.
There being no further business, a motion was made by Riensche, seconded by Neumann , and followed by a 3--0 affirmative vote (Neumann, Riensche, Sedlacek) to adjourn the budget hearing at 7:17 PM.
The Special Hearing of Blue Springs, Nebraska was opened : Motion (Riensche), second (Neumann), followed by a 3-0 affirmative vote (Neumann, Riensche, Sedlacek) - at 7:18 PM on the 3rd day of September, 2024, at the Blue Springs City Hall. Notice of the Special Hearing was published in the Fairbury Journal - News newspaper on August 28, 2024.
Busboom presented the information related to the setting of the final tax levy as published. The related Resolution # 2024-4 was prepared. The floor was opened for public comment on the tax levy. Public comment ensued. All members of the public wishing to address the governing body were provided a reasonable amount of time to do so.

Resolution 2024-4 setting the property tax request was read per: WHEREAS, Nebraska Revised Statute 77-1632 and 77--1633 provides that the Governing Body of the City of Blue Springs passes by a majority vote a resolution or ordinance setting the tax request; and WHEREAS, a special public hearing was held as required by law to hear and consider comments concerning the property tax request; NOW THEREFORE, the Governing Body of the City of Blue Springs resolves that The 2024-2025 property tax request be set at: General Fund $36,612.00/ Bond Fund --…….. ARBORETUM/ DEAN COLE: Cole presented information regarding City trees (grant awarded).
Pinkerton (licensed), and Nelson will work in collaboration regarding removal of trees (22 count), trimming,
stump removal (as on Broad Street West of Church). The trees to be removed have been X’d. Church border is included in the clean-up area, as is Feit Park (driving area). Nelson indicated service availability within 2-3 weeks. One individual expressed interest in wood from ash/hackberry trees to be taken down in the Feit Park area. Discussion included options/liability issues as might relate (Sedlacek) to the public getting wood on City property. Cole indicated that Carothers has been provided with relevant grant/plan information for review, but has not yet responded. Cole indicated that other funds to replace trees (about half of those removed) could be pursued. A tree (birch) by the cabin was identified as damaged/needing to be removed. Cole also introduced information about the Strategic Planning Assessment of the State Wide Arboretum to lay out a tree plan. This would require/involve discussion/participation of 10 to 15 individuals from the community. Cole stated that there was interest in determining the age of trees (rings) downed. New trees planned are oaks, sycamore, elms, linden, hornbean. Gratitude was expressed and members were in agreement for Cole to “get moving” with the program.
JEO CONSULTING GROUP/CITY ENGINEER: Appointment formalized: Motion (Neumann), second (Sedlacek), 3-0 affirmative vote to appoint JEO Consulting Group as Blue Springs City Engineer for remainder of 2024.

Determination was made that the easement (20’ general utility easement (Telephone/Electric/Sewer)be completed prior to passage of the Ordinance. Norris (Jerry Ennis) will be contacted to determine if separate easement is required/wanted.
PLANNING & ZONING - APPLICATION FOR BUILDING PERMITS (as submitted): No new applications.
DEMOLITION PROJECT: Per Carothers, State Fire Marshal advised that structures may NOT be knocked down before controlled burns. Fire Department Training paperwork will be completed for controlled turn of one structure. A second structure qualifies for controlled burning, but a third does not due to burn hazard in surrounding area (trees, etc.). A property on West lst Street will be the last demolition in the current project. Another project will be initiated after the conclusion of present activities. It was determined advantageous to seek out individuals interested in removing/accepting foundation materials from the demolition activity.
CLEAN-UP/VEHICLES: Unlicensed/and-or/ inoperable vehicles continue to be the focus of clean up activities. Court actions are or will be activated. Not only are current situations to be pushed ahead in legal actions, but Adams suggested focus being added (perhaps by Ordinance) to discourage non-residents from initiating vehicle infractions. Letters from Carothers were requested for new infractions.
ORDINANCE OFFICER (Dogs, etc.): No new information. Tabled till next Regular meeting.
ARBORETUM/ DEAN COLE: Moved to the September 3 meeting agenda due to a scheduling conflict for Dean Cole.
SEWER LINE (JULIE SCHEIDELER): Situation was discussed by members. Significant cost (main/lift station) was identified, with no developers currently interested or anticipated in the future. So only one property owner would benefit. Carothers advised that the City is under no legal obligation to provide sewer service in this situation. Evaluation could resume in the event the property owner would be willing to take significant/substantial financial responsibility for the project.
ENGINEER/STREET SUPT - (JEO?) Motion (Sedlacek), second (Neumann), 3-0 affirmative vote designated JEO Consulting Group as City Engineer/Street Superintendent. Sedlacek will contact JEO to formalize

The Regular Meeting of Mayor and Council of Blue Springs, Nebraska, was held starting at 7 PM, July 16, 2024, at the Blue Springs City Hall.
Mayor Meyer called the meeting to order, and roll call was taken.

Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. PLANNING & ZONING - APPLICATION FOR BUILDING PERMITS (as submitted): Following recommendation for approval from P & Z Commission, a motion (Riensche ), second (Neumann), and 3-0 affirmative vote for approval of building application permit # 24-6 - Karen/Verlyn Dodge (fence). Applicant was made aware of approval and fee.
DEMOLITION PROJECT: Employee Pike served as a witness at Court proceedings and Writ of Restitution was issued Friday, executed Friday. Electricity was disconnected. Arrangements are being made for demolition and roll off arrangements will be made for completion of project within the next few days. The second demolition site was discussed. Utilities will be disconnected. Pike will make arrangements with Black Hills Energy, Meyer on electricity, and the owner will be contacted (by Carothers) to determine if any wanted contents are yet to be removed on the property (including garage, per Reedy inquiry). Then arrangements for a controlled burn will be finalized. The Fire Department will be evaluating another property for potential controlled burn, and clearance of trees may be activated at necessary other sites prior to activation of demolition of structures.
CLEAN-UP/VEHICLES: Carothers (Kostal question), indicated that situations are being addressed by determination of “worst first” and then on down the line. Letters drafted by Carothers for Clerk signature were provided for mailing (previously by Carothers -vehicles, scrap pile, with copy of ordinance sent, and potential removal of building). Another individual will be scheduled for District Court. Another property is showing improvement. Several vehicles are still under scrutiny with planned action Initial action plan, then possibly District Court in the plan (with verification) for individual(s) (living in camper). Carothers to draft letter for one individual for tall weeds. Another camper was discussed.
CRACK SEALING BIDS: To be addressed again in the fall.
PAPA B’S (BORGMAN) VACATING A PORTION OF THE ALLEY, EASEMENT/ORDINANCE #478: Notice will be give to the Planning and Zoning Commission members for a 6:30 PM meeting, August 20th to address this issue prior to discussion/decision by Mayor and Council within the 7:00 PM meeting the same evening.
SCHOOL - PORTABLE;TEMPORARY STOP SIGN AT CROSSWALK, ORDINANCE # 477: Motion to suspend rule of three readings (Neumann), second (Riensche), followed by a 3-0 affirmative vote. Motion by Neumann, second by Riensche, and reading( by Carothers) of Ordinance # 477 - AN ORDINANCE TO REGULATE THE TRAFFIC ON SECOND STREET ADJACENT TO SOUTHERN ELEMENTARY SCHOOL; TO ALLOW FOR THE PLACEMENT OF PORTABLE STOP SIGNS AT THE SCHOOL CROSSWALK ON WEST 2ND STREET BETWEEN SOUTH JEFFERSON AND SOUTH GRANT STREETS TO REGULATE TRAFFIC DURING THE TIMES WHEN SCHOOL CHILDREN ARE BEING DROPPED OFF IN THE MORNING AND PICKED UP IN THE AFTERNOON; TO ESTABLISH DAYS AND TIMES WHEN THE PORTABLE STOP SIGNS WILL BE IN PLACE ANE ENFORCEABLE; TO PROVIDE FOR THE REPEAL OF CONFLICTING ORDINANCES AND SECTIONS; TO PROVIDE FOR AN EFFECTIVE DATE, and was followed by a 3-0 affirmative vote to approve the ordinance.
ORDINANCE OFFICER: Per Reedy, one person thought to potentially be interested provided the name of another and that individual is anticipated to get back to the City about interest in the position. Reedy described dog at large situations. Carothers has drafted letters concerning dogs for Clerk signature.

PLANNING & ZONING - APPLICATION FOR BUILDING PERMITS (as submitted): Upon recommendation by P & Z Commission (and a 4-0 affirmative vote) , the application for a building permit #24-5 (Devin Dorn - Fence), was approved - motion by Riensche , second by Neumann, and a 3-0 affirmative vote.
DEMOLITION PROJECT: Three structures are in place for demolition (controlled burn being arranged). Another house is in line for demolition after that. Hearing moved for property recently acquired by the City- with Writ of Restitution to be served by Sheriff (time/date to be determined) , with City backhoe in place for demolition directly following. Except for electrical, services have been discontinued on that site, and arrangements will be made (Meyer) with Norris for disconnect.
CLEAN-UP/VEHICLES: One property owner has court date next week. Carothers to draft a letter to another property owner. The letter will include a copy of the vehicle ordinance for clarification. Carothers will draft a letter for City signature regarding a camper being lived in and a copy of the ordinance will be included.
CRACK SEALING BIDS: Tiemann has contacted Pike regarding the project and it will be bid “two different ways” (Tiemann/Eric). Work expected to be done in fall.
PAPA B’S (BORGMAN) VACATING A PORTION OF THE ALLEY, EASEMENT: Carothers will draft (Ordinance #478) for consideration first by Planning/Zoning - to vacate the alley, and he will correspond with property owners Borgman and Hughes about specifics and results of the vacating and of establishing a 20’ easement. He will also contact parties (as electrical, telephone, etc.) needing on-going access to the property.
SCHOOL - PORTABLE;TEMPORARY STOP SIGN AT CROSSWALK, ORDINANCE # 477: Additional information was sought to enable Carothers to draft the ordinance. Primarily, narrative changes will be needed to establish the crosswalk as the location for the placement of a temporary stop sign two times a day (7:30 - 8:30 AM and 3:00 - 4:00 PM) on days school is in attendance.
FIRE DEPARTMENT - CAR SHOW(STREET CLOSING/DONATI0N (T. Creek): Tom Creek addressed members, requesting street closing (Broad Street from A to Johnson - block past Fire Hall - morning through afternoon - August 11th ) for the Annual Car Show. A motion (Riensche), second (Reedy), and a 3-0 affirmative vote approved that street closing as well as a $900.00 donation (for two bouncy houses) .
DOG ATTACKS (REEDY): Reedy addressed members regarding a recent incident. Becky Reedy provided particulars. Pictures have been obtained (will be provided to Carothers), and dog owners have been identified. Owners will be sent a courtesy letter regarding the “dog at large” incident that resulted in the death of pets… and in another incident an individual being chased by a dog while mowing. Reedy suggested looking on Dog Bite.Org, also review and evaluation of the last three ordinances regarding dogs, and that consideration be given to revisions that might bring about the most desirable results. Options may include Gage County Sheriff continuing as Animal Control Authority / vs./ reinstating previous municipal ordinances /vs./ hiring a part-time Ordinance Officer.

WYMORE/BLUE SPRINGS AREA FUND (BIG GIVE) (ROSALEE REEDY): Jared McKeever and Rosalie Reedy provided information about previous supported community improvements , as at Wymore’s McCandles Park and the Arbor State Park. They asked what they might work on for the City of Blue Springs. “Maybe tables, benches, a bathroom, water fountain.” Adams indicated that OPAT may be able to help with benches/tables, but the larger projects would be better served by the Wymore/Blue Springs Area Fund, perhaps in correlation with grant funds from the Thomas Foundation. Members will discuss what might be of the greatest benefit to the citizenry.
OTHER: Members were encouraged (by Adams, McKeever, R. Reedy) to look into ways in which the City might be “inviting” during the Cattleman’s Ball Event (lst week of June/’25 - Potential of 3,000 visitors daily) Cabin Opening? Welcome Banner? Utilization of the Fireman’s Memorial Hall for some type of event? Etc.
