After discussion, Carothers was requested to re-word the draft of Ordinance # 472 to tighten the specifics (erection of new homes and accessory buildings to require the identification/ location of lot corners prior to the approval of a building permit). Reedy intends to discuss conditions of interest with Witulski. COMMUNITY REDEVELOPMENT/TAX INCREMENT FINANCING/ BLIGHT STUDY REVIEW/ NEW INFORMATION: After summary by Carothers (following conversation with Tim Keelan), motion (Reedy), second (Neumann), and 3-0 affirmative vote to approve/accept $1,500 charge for update of the Redevelopment Plan/Blight Study to include the area that was initially in the plans for annexation even though it will not be annexed at this time (due to pending issues with the State, etc.), but will be kept in the plan for the purpose of annexing it at a future time should clarification be achieved and interest in development in the area arise. DEMOLITION PROJECT/THOMAS FOUNDATION GRANT: The City members expressed intent to include several properties in their bid for $35-50 T of Thomas Foundation funds. OPAT intends to include several other properties in their grant application. Variables are created by final determination as to whether the top of one structure “can be scraped off and the floor and below treated as asbestos or if the whole structure with be determined to be handled as asbestos,” as well as if the structure is determined to need other than the Schlake trac machine (hopefully to be available for October demolition), rather an official contractor for removal. Carothers will be requesting a meeting with Attorney Hubka regarding possibilities under review for another sub-standard property. CLEAN-UP: Two of three property owners that received courtesy clean-up letters have satisfactorily complied, and the third will be sent a certified letter. A courtesy letter was designated for another property owner. US CENSUS BOUNDARY & ANNEXATION SURVEY/ANDY CAROTHERS: Map approval: Carothers identified three areas (Near: Arbor State Park, Cottonwood Lake & Trump Tree Farm) whereat discrepancies exist between determinations made by the Census Bureau and the Assessor, and noted the need and intent to (solicit assistance as necessary) to clarify, correlate, correct misaligned particulars. INFRASTRUCTURE IMPROVEMENTS/ SCOPE/LOAN OPPORTUNITIES, AND STATE REVOLVING FUND: Tabled until the next meeting. DISPOSITION OF SURPLUS EQUIPMENT/PURPLE WAVE LISTING: AUCTION RESULTS. OTHER; The City of Blue Springs has been complimented recently (to Adams by those wishing to build, and some associated with builders) on “vision, clean-up, and development” and described by certain others as a “nice community.” On behalf of the Mayor and Council, Council member Neumann expressed gratitude for the fine job the City crew did of clean-up after the recent storm. Carothers has contacted Hanna-Keelan to set in motion the plan /blight study/review/paperwork to proceed without annexation. DEMOLITION PROJECT/THOMAS FOUNDATION GRANT: Inspection letters from Carothers have been sent. OPAT has acquired two properties. An individual has expressed interest in being included in the demolition process. Carothers has scheduled contact with an individual regarding property that could be torn down at City expense. The Schlake trac machine is anticipated to be available for City use in October. On July 1st Carothers will submit the Thomas Foundation Grant application on behalf of the City. CLEAN-UP: Ordinance Officer Tim Hanson is to review conditions within the next two weeks and take pictures of infractions and send nuisance notices for several properties. Carothers will have another conversation with an individual about addition to clean-up violations at a property under current review. One person not currently on the clean-up list has expressed support of clean-up improvements. Members and attendees complimented the City crew on Clean-up efforts during Spring clean up and expressed gratitude for the excellent work. Terry Cary requested and was allowed a month to rectify clean-up infractions on his property, and “due to expressed circumstances” a clean-up plan was outlined between the property owner and the City. PLANNING AND ZONING--BUIDING PERMIT APPLICATIONS/ ORDINANCE # 472 LOCATE/ ESTABLISH LOT CORNERS/ FINES: Public Hearings date has been re-scheduled for June 7). BOONDOCKERS/HAGERMAN PROPERTY: Hagerman reported satisfactory result from “first guests Friday” who visited the community, parks, and utilized the biking trail. CALL FOR PUBLIC ATTENDANCE: TOPIC--- WARDS VS. AT-LARGE VOTING: ROBUST DISCUSSION ABOUT OPTIONS:. Adams indicated that if he proceeded with a petition for voting ‘ward vs. at-large’ he would include particulars to consider change from second class city to a village, or the City could put it on the ballot for the people to decide only on the wards vs. at-large voting aspect. Motion (Reedy), second (Neumann), followed by 4-0 affirmative vote, approved putting it on the ballot for the “people to decide.” Carothers will proceed as per required process and timeline. PARKS (DEAN COLE): MINI-LIBRARY, PORTABLE TOILET: Members were in agreement for placement of a Mini-Library in the City Park. As well, arrangements will be made for the placement of a portable toilet from May to November 1 at the Feit Memorial Park. Carothers agreed to contact Witulski to give May 3 deadline for response, hoping for response about status of unresolved issues with State about legal description at annexation area. Alternate action, as necessary - going ahead with project without property annexation to enable/activate TIF eligibility/options, which would result in anticipated “minimal” cost later to revisit the annexation option and make adjustments to the redevelopment area/blight study. DEMOLITION PROJECT/THOMAS FOUNDATION GRANT : (Grateful acknowledgement of One Property at a Time Funds received: $500.00 for fuel, and $1,046.00 Solid Waste Disposal - Demolition Cost.) Determination was made of next demolition project locations. Timeline for Thomas Foundation Grant Application - after June 30. Projected request - $50,000, with City contribution hopefully to be supported by the regeneration of Keno funds. Project timeline: Correlation with availability of Schlake trac machine. CLEAN-UP: Carothers to make contact with Ordinance Officer Hanson to address /report by 2nd meeting in May on several properties. To be revisited: One property. The situation of furniture/couches thrown off the bridge into the river was discussed, specifically legal action that identified minors as the violators, and included speculation about “pre-trial diversion” approach which could result in establishment of fines at least partially influenced by agreed-upon clean-up by the offenders. Carothers will contact Gustafson for an update. Landfill (Jason) has expressed willingness to receive the materials at “no cost.” PLANNING AND ZONING--BUILDING PERMIT APPLICATIONS/ ORDINANCE # 472 - LOCATE/ESTABLISH LOT CORNERS/ FINES: Plans: Public Hearing of the Planning & Zoning Commission will be scheduled (and published) for 6:30 PM at the Blue Springs City Hall on May 17, 2022, and will be followed by the Public Hearing of the Mayor and Council, both for the review/ approval of Ordinance # 472 which will require the location/establishment of lot corners by a surveyor for new construction and set a fine for violation. The Regular Council Meeting will follow the close of the Public Hearing. Carothers told that rescheduling of the annexation would result in additional fees but probably not a substantial assessment. Potentiality of sewer provision in the area to be annexed was also discussed. DEMOLITION PROJECT/THOMAS FOUNDATION GRANT TIMELINE: Arrangements continue for inspections. Carothers also suggested grant application amount request options from the Thomas Foundation for the next round of demolitions, ranging from $35,000 - $50,000. CLEAN-UP: No new properties added to the list at this time. PLANNING AND ZONING--ZONING CHANGES REGARDING ESTABLISHING LOT CORNERS: Carothers submitted for review/consideration an initial draft of Ordinance #472, regarding applications for building permits…. requirement to hire a licensed surveyor to locate and establish lot corners for new construction, and potential fine for failure to comply. Will be further addressed at the next Regular meeting. TEMPS DISPOSAL- CONTRACT RENEWAL/CONSIDERATIONS: Motion to accept contract/authorize Mayoral signature on Temps Disposal Contract was made by Sedlacek, seconded by Seeman, and followed by 4-0 affirmative vote for approval. The agreement will be mailed to Shelby Temps for his signature, and Carothers will be provided with a copy of the signed document when it is returned to the City. US CENSUS BOUNDARY & ANNEXATION SURVEY/ ANDY CAROTHERS: Carothers has completed the forms, and is working on the map, with City approval/Mayoral signature expected at the next Regular meeting (to be in compliance with the May 31st deadline). REQUEST FOR CONSIDERATION FOR BLUE SPRINGS AS A SECOND-CLASS CITY TO PURSUE “AT LARGE” STATUS RATHER THAN VOTING WARDS: Motion (Reedy), second (Seeman), to put the proposed voting change on the ballot, resulted in a vote of Reedy (Yes), Seeman (Yes), Sedlacek (No), Neumann (No). Mayor Meyer did not vote, but suggested that those interested in the change arrange to circulate a petition. WATER LINE EXTENSION/ ADDITIONAL LOCATIONS/ SCOPE/NEEDS SURVEY/ LOAN OPPORTUNITIES: Sedlacek stated some financial options/conditions of financing infrastructure improvements, indicating that a Preliminary Engineering Report would be required, and possibility exists for 30% to 50% or 60% forgiveness on loans. Some requirements/ and factors were identified, as evaluation of water rates - (that might and might not need to be raised - since City recently already increased charges. Sedlacek provided qualification/compliance requirements in various documents which will be completed/submitted for consideration. A question has been referred to the State for resolution - regarding “highway right-of-way.” DEMOLITION PROJECT: In pursuit of a cost-effective solution, Sedlacek will be making contact (Milford, Ne) regarding acceptance of a “whole house as asbestos.” Pike reported a nearly completed location (possibly a week remaining) and was complimented by members in regard to the containment of demolition materials. Houses chosen with potential additions within a timeline of choice will determine the basis for another Thomas Foundation Grant application. CLEAN-UP: Determination of Spring Clean-Up Day was potentially made: April 21-22 , 2022. After roll off availability discussion with Shelby Temps, and date finalization, residential customers will be notified of particulars by mail. PLANNING AND ZONING/LOT SURVEY PRIOR TO BUILDING APPLICATION APPROVAL/REQUESTED INPUT FROM CAROTHERS: Attorney Carothers indicated that “establishing lot corners” rather than requiring total surveying in situations wherein new structures/fences are planned-- would be a sufficient requirement (with no negative response received from members) and he will work up a narrative for review by members at the next Regular meeting. TEMPS DISPOSAL- CONTRACT RENEWAL/CONSIDERATIONS: Carothers advised that the agreement is being finalized (as per: rate change during term of contract, insurance coverage,) and will be submitted to Shelby Temps for his evaluation and then made available at the next Regular meeting for review by Mayor and Council. US CENSUS BOUNDARY & ANNEXATION SURVEY/ ANDY CAROTHERS: Carothers has received the data packet enabling him to further evaluate/and confirm or correct aspects. REQUEST FOR CONSIDERATION FOR BLUE SPRINGS AS A SECOND-CLASS CITY TO PURSUE “AT LARGE” STATUS RATHER THAN VOTING WARDS: Constituents have contacted Council members Neumann and Sedlacek -- stating reluctance to make changes on the basis of fair representation. Difficulty finding registered voters interested in serving on the Municipal board presented a counter view. In sense of fair play, “putting it on the fall ballot” (would have to be certified by September with adverting notice cost and narrative cost on the ballot) for the voters to decide was determined by motion (Reedy), second (Neumann), but Sedlacek “abstained,” then he withdrew his decline to vote, and voted “No” -- which returned the topic to the “evaluation” phase. WATER LINE EXTENSION/REVIEW -- as BIDS, CONTRACTOR VS. IN-HOUSE EXECUTION PLANS: Sedlacek advised that Van Kirk “upped their bid by $2,580, and decision was made to notify them that the project has “been put on hold.” Further discussion included need to contact Gilmore: Potentiality exists for adding other blocks and possibilities (as metering devices) to the project, and review of “loan options, PSR, with high loan forgiveness (50/60%?). Arrangements (Sedlacek/McCulty?) will be made to obtain a Needs Study to be duplicated and mailed out to citizens (stressing high-count participation and response) in support of applying for available loan(s). DISPOSITION OF BLUE DODGE: For the next meeting, a list of certain “no longer in use” equipment will be added to the Dodge truck-- with all to be offered on Purple Wave, with Carothers to draft a resolution relevant to disposition. OTHER: City mowing of private property was discussed with difficulty of recuperation of cost noted. Invoice to property owners? Liens against properties? Collection Associate action?
