REVISED COMMUNITY REDEVELOPMENT/TIF/ BLIGHT STUDY: Map with corrected City limits provided to Tim Keelan by Carothers. No other changes noted at this time. Public Hearing of Planning & Zoning Commission tentatively scheduled (providing meeting quorum possible and Carothers to be notified --for-----6:30 PM, City Hall, September 6, 2022.
DEMOLITION PROJECT: Schlake equipment available in 2 weeks (Pike -- Operator) for planned demo activity. Schlake would like to have his equipment use broken into two increments.
CLEAN-UP: Problem locations were discussed. Carothers to make contact with one property owner One property was identified as a work in progress is to be addressed in District Court. Other properties were identified. Tim Hanson - Ordinance Enforcement Officer for the City will be contacted to determine if his workload has become prohibitive to continuance as the Ordinance Officer, and other options (candidates) may be discussed. Carothers will “reach out” to Hanson for clarification of availability and intent.
RESOLUTION 2022-2 - MUNICIPAL ANNUAL CERTIFICATION OF PROGRAM COMPLIANCE 2022: Motion (Neumann,) second (Riensche), followed by reading (by Carothers) and a 4-0 affirmative vote to approve/accept Resolution 2022-2 and authorize signature on Municipal Annual Certification of Program Compliance to Nebraska Board of Public Roads Classifications and Standards 2022.
HOUSING COMMITTEE FOR HOUSING REHABILITATION PROGRAM: Determination was made that names of candidates/nominees for the Housing Committee be brought forward at the next Regular meeting.
OPEN BURNING (TIM BROWN): Brown addressed members about several events of open burning with black smoke in his neighborhood, and indicated that the Fire Department (A.J. McCrimmon - Fire Chief) was called, and personal requests for stoppage made, but with short-term, minimal corrective response. Review will continue.
KENO OPERATOR AGREEMENT and KENO SIGNS (STEVE BORGMAN): Borgman and Mayor Meyer signed a new agreement (with the only change from the original signing being the term date). Borgman requested consideration for sign(s) (Keno Lounge and Grill) to be strategically placed near the highway to encourage participation. Potential assist contacts were identified (Adams) - Tourism. Adams agreed to call. Cole suggested Department of Transportation (Keith Collhill? sp) for determination of type/dimensions/required stipulations for signage.

DEMOLITION PROJECT/THOMAS FOUNDATION GRANT: City grant application to be submitted 8/3 (Request for $35,000, City commitment $15,000 --- for four houses) Adams estimated Schlake demo equipment available in September, with return sometime yet in fall.
CLEAN-UP: Two properties were added to the list for weeds, with potentiality of City clearance measures, and another property added that has ownership issues to be resolved hopefully in the near future. Properties previously on the list will be re-addressed, one with designated District Court action, and the other to receive personal contact to clarify the timeline of two weeks prior to court action, but also having an assistance element. Adams shared information about a memorial (Dennis Milburn), a previous resident and strong supporter of the community.
US CENSUS BOUNDARY & ANNEXATION SURVEY/ ANDY CAROTHERS: Project completed.
INFRASTRUCTURE IMPROVEMENTS/ SCOPE/LOAN OPPORTUNITIES, AND STATE REVOLVING FUND/WATER STUDY: Gilmore working on the PER to get the project moving. Topic will be returned to the agenda as soon as developing circumstances indicate.
LOCATION OF CITY BURN PILE: Notification of the approved site to be shared with citizens.
REVIEW OF SYRACUSE ORDINANCE: Considered a valuable tool, but not entirely relevant to current circumstances. To be filed for future consideration.
POTENTIAL LAND TRACT EXCHANGE BETWEEN CITY AND CARMICHAEL: “ Land swap” does not meet State requirements as applied to Municipalities, and members agreed that benefit of acquiring the identified property would be minimal. The other parcel will be addressed as per requirements for City “surplus,“ Carothers will confer with Willet.
TRACTOR SHOW DONATION (NEUMANN): Neumann reported that she had materials still available, and the Farmers Cooperative was bearing the cost of plaques, and therefore, “no request was made for funds.”
DISCUSSION REGARDING SETTING THE LEVY FOR THE 2022-2023 BUDGET: Discussion favored leaving the levy “as is,” and was supported by motion (Sedlacek), second (Neumann ), and 4-0 affirmative vote.

REVISED COMMUNITY REDEVELOPMENT/TIF/ BLIGHT STUDY: Revised study anticipated to be completed for August 2nd Regular meeting.
DEMOLITION PROJECT/THOMAS FOUNDATION GRANT: Motion (Reedy) second (Neumann) and 4-0 affirmative vote to set the request for the grant application (City application for grant to be for $35,000, with City contribution $15,000 (from Keno funds) for several structures.
CLEAN-UP: One property owner has not satisfactorily complied with requests made in courtesy and certified letters. Mayor Meyer agreed to contact the property owner to discuss the clean up project. Another property owner will be requested to contact the city about clean-up plans.
US CENSUS BOUNDARY & ANNEXATION SURVEY/ ANDY CAROTHERS: Carothers is finalizing the map to be potentially available for approval at the next Regular meeting.
INFRASTRUCTURE IMPROVEMENTS/ SCOPE/LOAN OPPORTUNITIES, AND STATE REVOLVING FUND: Steve McNulty was available by telephone. He provided basic funding opportunities of the 5-year State Revolving Fund - DEE - for drinking water/clean water. Blue Springs is eligible for participation in the 5-year program, and is “not behind, nor should feel rushed because there is still time.” Repayment timeline -- 40 years. Assistance carries a 55% forgiveness, presently 1% interest - not to rise above 2%/. A water study would need to be conducted (SRF - circuit rider Midwest Assistance or Rural Water could do the study, probably no more than a 4 pg document) for program determinations. Other factors: Participation could be below $100,000 (as per 20 communities), below $50,000 (as per 1 community), or other, but it should be noted that the red tape is the same, and contractor participation is enhanced and could result in lower cost for larger projects. Priority improvements should be selected, design and engineer contracts completed. Since water meters lose optimum performance within 15-20 years, replacement of meters should be a consideration - with recommendation that every community change out 1/20 of their meters annually. Replacing deteriorating/aging (as: cast iron - timeline: WWII) pipe, and master meters and manholes are eligible for inclusion in the program. Drinking water projects and clean water projects are to be addressed separately. Discussion was followed by a motion (Reedy), second (Neumann), and 4-0 affirmative vote to make arrangement for a water study. (Perhaps 2-3 years later approval will be sought for a Sewer Study.)
LOCATION OF CITY BURN PILE, REVIEW OF POTENTIAL SITES: Results of Sedlacek’s contact with DEE - City burn pile could be put back north of where it was previously, but posted “No Commercial,” and must have separate access and be maintained/monitored by City Employee. Pike indicated the location could be problematic, and for the present time it might be better to leave it where it currently is. Review will continue.
REVIEW OF SYRACUSE ORDINANCE: Further review necessary before a decision can be reached.
SUPPLIES FOR WATER LINES, AND PLAN PARTICULARS: Pike indicated that contact has been made with Steve Kelly, who indicated he could “come down to do pressure testing.” Pike anticipated material cost to be in the area of $30,000, and advised that one location needs to be dug up and verified. Discussion resulted in consideration for inclusion of this project within larger project further delineated in the INFRASTRUCTURE IMPROVEMENTS… topic (See above).
SIGNAGE FOR FEIT MEMORIAL PARK: Motion (Sedlacek), second (Reedy), 4-0 affirmative vote to approve arrangements for the sign: (Cost of sign 24”X 18” with particulars for camping) - $25.00 and also to authorize the choice and purchase of Drop Box (selection between several options, all less than $100.00) by Employee Pike.
SENDD PROGRAMS (WAIVE DOWN PAYMENT/WORKFORCE HOUSE): No new information.
STREET CLOSING FOR CAR SHOW, AND OTHER CONCERNS - BLUE SPRINGS FIRE DEPARTMENT: Request from Tom Creek for Broad Street to be closed August 13 from approx. 8AM - 5 PM for Car Show, and request for $950 donation ($500 - mechanical bull/ $450 inflatable). Motion (Riensche), second (Sedlacek), and 4-0 affirmative vote to close the street and to donate $950 for the Car Show. Creek told about pumper/tanker purchase for rural fire fighting and back-up, and need/planned purchase of new gear, but due to current unavailability of actual needs assessment and actual pricing, made no request for funding (MFO) at this time.

COMMUNITY REDEVELOPMENT/TAX INCREMENT FINANCING/ BLIGHT STUDY REVIEW/ NEW INFORMATION: Carothers advised that contact with Keelan has been established to reword the Redevelopment Plan to clarify that the area outside City limits (of original redevelopment interest) will be included, but would need to be annexed in the future in response to redevelopment interest. The revised plan is anticipated to be available for review by the first Regular meeting in August.
DEMOLITION PROJECT/THOMAS FOUNDATION GRANT: Cost estimate of 8-10 T has been given for one property, but which may be revised to include backfilling cost. Carothers plans to “up” the amount of the Thomas Foundation Grant, and have the application available for signature at the next Regular Meeting.
CLEAN-UP: Sedlacek has agreed to talk to the recipient of a certified clean-up letter to determine schedule for progress, and to determine if property owner is open to receiving help with the project.
US CENSUS BOUNDARY & ANNEXATION SURVEY/ ANDY CAROTHERS: Carothers noted areas that were incorrect on Assessor map - as, east side of Tree Farm, triangle north of Cottonwood Beach, part of well area (Wymore), area by Arbor State Park (where old house was - not in City limits, and indicated his intent to make corrections and submit map for approval of Council and Mayoral signature at the next Regular meeting.
INFRASTRUCTURE IMPROVEMENTS/ SCOPE/LOAN OPPORTUNITIES, AND STATE REVOLVING FUND: Contact with McNulty was not achieved. Tabled until the next Regular meeting.
LOCATION OF CITY BURN PILE(RELEVANT TO DISASTER NEEDS): Discussion included assessment of functionality of present approved City Burn Pile (east of lagoon), limitations of the area, the need for supervision of any approved site, recommendation (Carothers) for a trail cam to observe and record dumping. Sedlacek volunteered to contact DEQ to inquire as to the feasibility of locating the City Burn Pile aside from the general area of the previously approved site (with different entrance).
REVIEW OF SYRACUSE ORDINANCE: Reedy suggested further review and address at the next Regular meeting. Tabled.
SUPPLIES FOR WATER LINES (REEDY): Reedy asked if Pike and Woutzke could lay the needed water lines. Pike indicated adding temporary workers (couple) would be necessary. Discussion resulted in requests for Pike to: (1. Make a call to Steve Kelly for information. 2. Inventory supplies on hand, and do cost analysis (with suppliers) regarding necessary materials, and 3. Check with the State to determine rules that must be followed by City workers to undertake and complete such a project.)
SIGNS FOR FEIT MEMORIAL PARK: Pike was asked to contact Circle D to determine pricing for a “drop box,” and Reedy will make contacts for camping rules signage.

Motion (Neumann), second (Reedy), and vote (3-0 affirmative) to approve claims as follow: Direct Payment - NE Dept. of Rev. (10) - $87.00; Payroll - $2,413.48; Beatrice Daily Sun - $55.69; Black Hills Energy - $101.88; Gage County Clerk (Election Statement) - $100.00; Lauby Plumbing - $43.42; NE Public Health Environmental Labs - $15.00; Norris Public Power - $1,131.93; Postmaster - $196.00; Roehr’s Machinery - $102.80; Security First Bank - (Pike/IRA) - $55.00; Visa - $635.05; Windstream - $82.60; TOTAL CLAIMS: $5,019.85.
PLANNING & ZONING: No new applications. After discussion, Carothers was requested to re-word the draft of Ordinance # 472 to tighten the specifics (erection of new homes and accessory buildings to require the identification/ location of lot corners prior to the approval of a building permit). Reedy intends to discuss conditions of interest with Witulski.
COMMUNITY REDEVELOPMENT/TAX INCREMENT FINANCING/ BLIGHT STUDY REVIEW/ NEW INFORMATION: After summary by Carothers (following conversation with Tim Keelan), motion (Reedy), second (Neumann), and 3-0 affirmative vote to approve/accept $1,500 charge for update of the Redevelopment Plan/Blight Study to include the area that was initially in the plans for annexation even though it will not be annexed at this time (due to pending issues with the State, etc.), but will be kept in the plan for the purpose of annexing it at a future time should clarification be achieved and interest in development in the area arise.
DEMOLITION PROJECT/THOMAS FOUNDATION GRANT: The City members expressed intent to include several properties in their bid for $35-50 T of Thomas Foundation funds. OPAT intends to include several other properties in their grant application. Variables are created by final determination as to whether the top of one structure “can be scraped off and the floor and below treated as asbestos or if the whole structure with be determined to be handled as asbestos,” as well as if the structure is determined to need other than the Schlake trac machine (hopefully to be available for October demolition), rather an official contractor for removal. Carothers will be requesting a meeting with Attorney Hubka regarding possibilities under review for another sub-standard property.
CLEAN-UP: Two of three property owners that received courtesy clean-up letters have satisfactorily complied, and the third will be sent a certified letter. A courtesy letter was designated for another property owner.
US CENSUS BOUNDARY & ANNEXATION SURVEY/ANDY CAROTHERS: Map approval: Carothers identified three areas (Near: Arbor State Park, Cottonwood Lake & Trump Tree Farm) whereat discrepancies exist between determinations made by the Census Bureau and the Assessor, and noted the need and intent to (solicit assistance as necessary) to clarify, correlate, correct misaligned particulars.
INFRASTRUCTURE IMPROVEMENTS/ SCOPE/LOAN OPPORTUNITIES, AND STATE REVOLVING FUND: Tabled until the next meeting.
DISPOSITION OF SURPLUS EQUIPMENT/PURPLE WAVE LISTING: AUCTION RESULTS. Motion (Reedy), second (Neumann, and 3-0 affirmative vote accepted/approved the results of Auction (Truck, $2,035, Mower $302.50, Bush Hog - $121, V-Blade $38.50, Siren - $176, Oiler - $187, etc.) with identification of auction charges yet to be determined.
OTHER; The City of Blue Springs has been complimented recently (to Adams by those wishing to build, and some associated with builders) on “vision, clean-up, and development” and described by certain others as a “nice community.”
On behalf of the Mayor and Council, Council member Neumann expressed gratitude for the fine job the City crew did of clean-up after the recent storm.

CLEAN-UP: Hunter Hopkins addressed members regarding a letter received, and described a “confusing” timeline for correction of a described situatiom. After discussion, focus was on decision-making regarding selection of clean-up properties to be addressed. A motion (Sedlacek), second (Neumann), and 4-0 affirmative vote approved the placement of a roll-off to be utilized by Hopkins, with the City responsible for roll-off cost, and OPAT liable for landfill fee. Mayor Meyer suggested a review be initiated to study the feasibility/practicality/effectiveness/drawbacks (as paints, tires, etc. - Sedlacek) of the City placing a roll-off for use of the citizenry (in proximity with where the recycle trailer used to be).

Pike described a situation (at draw) that particularly needed to be addressed.
