PLANNING & ZONING / NEW MEMBER ON P & Z COMMISSION: Notice of resignation was given by two members of the Planning & Zoning Commission (Bob Allen & Becky Reedy), both which will be effective following the October 18th Public Hearing of the Commission. Contingent on resignations, the following individuals were nominated for the P & Z Commission: Derek Kostal by motion (Reedy), second (Neumann), and a 4-0 affirmative vote; Deb Dorn by motion (Reedy), second (Neumann) and a 4-0 affirmative vote; and Curt Hagerman by motion (Reedy), second (Neumann), and 4-0 affirmative vote. DEMOLITION PROJECT: Per Adams, “Asbestos out” of one structure. Squares of asbestos and in basement to be removed at one location. And OPAT will give fuel donation to the City at the close of the demolition project. Regarding another location, per Carothers - NESHAP filed because of asbestos (Friday - with 10-day waiting period)- “soonest the 10th,’ Bockman to assist Employee Pike to separate asbestos. Shelby Temps will take qualifying waste if to Beatrice, not if to Milford. OPAT will pay for roll off at the time of associated. Another property was brought up and described as needing attention for review of “unsafe building” and building inspection request (Carothers). Per Adams, OPAT will pay for the inspection. CLEAN-UP: One property is to be filed in District Court. Another property to be filed in County Court. OTHER: $20,000 City Park Grant has been awarded (Dean Cole applied on behalf of City). Another grant has been prepared for Feit Park (benches, etc) (Dean Cole applied). Employee Pike has scraped saplings from Feit Park, and it has received positive comments. It was noted that the University Outdoor Adventure Classes “enjoy coming down here.” Pike will utilize some of the limestone from demolitions in a park landscaping project. BUDGET HEARING MINUTES September 6, 2022 The Budget Hearing of Blue Springs, Nebraska was held the 6th day of September, 2022, at the Blue Springs City Hall. Notice of the budget hearing was published in the Beatrice Daily Sun newspaper on the 1st day of September, 2022. Board Members Present: Mayor: Lonnie Meyer, and Council : Neumann, Reedy, Riensche, Sedlacek Board Members Absent: Others Present: Attorney Carothers, Milton Pike, Rex Adams, Gage County Law Enforcement Officer Sharp, Jennifer Busboom The budget hearing was opened (Motion (Reedy), Second (Neumann), followed by 4-0 affirmative vote) at 7:00 PM. Three copies of the proposed budget statement were available to the public. Jennifer Busboom made a presentation outlining the key provisions of the proposed budget statement as directed in the prepared budget notes (attached), including, but not limited to, a comparison with the prior year’s budget. The floor was then opened for public comment on the proposed budget statement. All members of the public wishing to address the governing body were provided a reasonable amount of time to do so. There being no further business, a motion was made by Reedy, seconded by Neumann , and followed by a 4-0 affirmative vote to adjourn the budget hearing at 7:20 PM. HOUSING COMMITTEE FOR HOUSING REHABILITATION PROGRAM/ NOMINATION-APPROVAL OF MEMBERS: The name of the following nominees were presented: Riensche, Reedy, Adams. AFFORDABLE HOUSING TRUST (BUILDER/DOWN PAYMENT (SENDD PARTICIPATION): Jim from SENDD sent email to indicate that considerations for this program is scheduled for Spring 2023, and he will plan to attend a meeting to address members about it at a later date. CLEAN-UP: Pictures were requested (for Carothers) of several infractions on the list. Tim Hanson unable to continue as Ordinance Officer due to being “down to three” officers, and the City will be going back to the old method of addressing clean-up issues: courtesy letter, certified letter, court appearance.” Carothers is to send another letter to one individual. OPEN BURNING (TIM BROWN): Brown addressed members about several events of open burning with black smoke in his neighborhood, and indicated that the Fire Department (A.J. KENO OPERATOR AGREEMENT and KENO SIGNS (STEVE BORGMAN): Borgman and Mayor Meyer signed a new agreement (with the only change from the original signing being the term date). CLEAN-UP: One property owner has not satisfactorily complied with requests made in courtesy and certified letters. Mayor Meyer agreed to contact the property owner to discuss the clean up project. Another property owner will be requested to contact the city about clean-up plans. US CENSUS BOUNDARY & ANNEXATION SURVEY/ ANDY CAROTHERS: Carothers is finalizing the map to be potentially available for approval at the next Regular meeting. INFRASTRUCTURE IMPROVEMENTS/ SCOPE/LOAN OPPORTUNITIES, AND STATE REVOLVING FUND: Steve McNulty was available by telephone. He provided basic funding opportunities of the 5-year State Revolving Fund - DEE - for drinking water/clean water. Blue Springs is eligible for participation in the 5-year program, and is “not behind, nor should feel rushed because there is still time.” Repayment timeline -- 40 years. Assistance carries a 55% forgiveness, presently 1% interest - not to rise above 2%/. A water study would need to be conducted (SRF - circuit rider Midwest Assistance or Rural Water could do the study, probably no more than a 4 pg document) for program determinations. Other factors: Participation could be below $100,000 (as per 20 communities), below $50,000 (as per 1 community), or other, but it should be noted that the red tape is the same, and contractor participation is enhanced and could result in lower cost for larger projects. Priority improvements should be selected, design and engineer contracts completed. Since water meters lose optimum performance within 15-20 years, replacement of meters should be a consideration - with recommendation that every community change out 1/20 of their meters annually. Replacing deteriorating/aging (as: cast iron - timeline: WWII) pipe, and master meters and manholes are eligible for inclusion in the program. Drinking water projects and clean water projects are to be addressed separately. Discussion was followed by a motion (Reedy), second (Neumann), and 4-0 affirmative vote to make arrangement for a water study. (Perhaps 2-3 years later approval will be sought for a Sewer Study.) LOCATION OF CITY BURN PILE, REVIEW OF POTENTIAL SITES: Results of Sedlacek’s contact with DEE - City burn pile could be put back north of where it was previously, but posted “No Commercial,” and must have separate access and be maintained/monitored by City Employee. Pike indicated the location could be problematic, and for the present time it might be better to leave it where it currently is. Review will continue. REVIEW OF SYRACUSE ORDINANCE: Further review necessary before a decision can be reached. SUPPLIES FOR WATER LINES, AND PLAN PARTICULARS: Pike indicated that contact has been made with Steve Kelly, who indicated he could “come down to do pressure testing.” Pike anticipated material cost to be in the area of $30,000, and advised that one location needs to be dug up and verified. Discussion resulted in consideration for inclusion of this project within larger project further delineated in the INFRASTRUCTURE IMPROVEMENTS… topic (See above). SIGNAGE FOR FEIT MEMORIAL PARK: Motion (Sedlacek), second (Reedy), 4-0 affirmative vote to approve arrangements for the sign: (Cost of sign 24”X 18” with particulars for camping) - $25.00 and also to authorize the choice and purchase of Drop Box (selection between several options, all less than $100.00) by Employee Pike. SENDD PROGRAMS (WAIVE DOWN PAYMENT/WORKFORCE HOUSE): No new information.
