DEMOLITION PROJECT: One house/garage has been demolished (controlled burn). Ashes will not be removed for 45 days. Epp will make his excavator available (3 hrs. minimum time, $200 per hr.) for the project. Pike will get metal out. Reedy offered his trailer to assist with the project. Carothers will call NRD for potential determination of sources for the demolition (limestone- bank stabilization) materials. Another controlled burn is planned for January, and another when all signatures are obtained - potentially for February or March.
CLEAN-UP/VEHICLES: Court hearings scheduled for 2nd Tuesday in January. Carothers will draft a letter for a trailer that needs to be removed. County Court order to follow for occupied trailer on 1st Street.
CITY PARK GRANT APPLICATION RESULTS (IF AVAILABLE): No new information.
PROBLEMATIC WATER LINE EVALUATION BY PIKE: Pike to evaluate line for rust.
CATTLEMEN’S BALL//WELCOME: Adams suggested possibility of lighting (blue lights) the Blue Springs bridge. Electrical connection variables were discussed. Reedy suggested a “Welcome to Blue Springs” banner across the street between poles (Radar will contact Priority Printing, also ask Langdale for pricing) for a banner and possibly a 4x8 sign at the site of the Blue Springs sign. Flags will be replaced as is determined necessary.
CABIN TREES/REPLACEMENT: (Gene Reedy Sr.): Members expressed no opposition to Gene Reedy Sr.’s plan to replant trees where they had been before (bigger trees), but it was decided that Radar Reedy would contact the grant facilitator (Cole) to determine what plans were already in place within the grant program.
OTHER: Sedlacek asked if equipment was working OK. No problems were reported.

DEMOLITION PROJECT: New dates (replacing those postponed due to drought conditions) were scheduled for “controlled burn)“of one property -- December 14, alternate December 21. If possible without causing destruction to house, the garage will be pushed up to the house for a single burn situation. Another property was pushed back a month. Carothers was authorized by members to send a letter to other property owners including notification of indicating “court order” might be a course of action if they do not provide necessary signatures for the burn/demolition project to move forward. Another property has been pushed back to a February “controlled burn” scheduling.
CLEAN-UP/VEHICLES: Court dates are set for three situations.
PAPA B’S (BORGMAN) VACATING A PORTION OF THE ALLEY, EASEMENT/ORDINANCE #478: Chris Witulski is refining the narrative for a “utility” easement (sewer/power lines) on property he previously marked. When all is in place, signed copies of the easement will forward consideration for approval of Ordinance # 478
CITY PARK RESTROOM/APPLICATION FOR GRANT FUNDS: Jarod McKeever has completed a Morris Foundation grant application ($70,000) on behalf of the City to be used with the $28,579 funds already committed to the project (Wymore/Blue Springs Area Fund).
PROBLEMATIC WATER SERVICE LINE PLANS; Since the entire project is cost prohibitive at this time, members have asked Employee Pike to “evaluate the situation at the very end of the line.” There is no current indication that a “rust” situation is problematic throughout the line, but appears to be an isolated situation which might be addressed within a more minimal repair plan.
Other: Adams asked for considerations for a welcoming effort (perhaps banners) for the Cattlemen’s’ Ball
in June of ‘25.

PLANNING & ZONING - APPLICATION FOR BUILDING PERMITS (as submitted): No new applications. A previous application (portable home) for Randy Roberts (Cottonwood@theSprings) has been determined to fall under City of Blue Springs jurisdiction, and scheduling will be made for a P & Z meeting to make initial review and present recommendation to Mayor and Council at the next Regular meeting.
DEMOLITION PROJECT: Controlled burn scheduling has been changed due to burn ban (drought conditions/wind) to November 23, alternate December 7. Determinations will be made (Carothers) if a new application to the State is needed, or if contact with notification of date changes will suffice. Two other homes will be addressed for a controlled burn (December/January - Fire Chief McCrimmon) and following achievement of all owner signatures of consent for another house,and removal of a newer shed from the property will determine a potential date in late January, or February for a controlled burn.
CLEAN-UP/VEHICLES: Conversation with a property owner w/Carothers resulted in determination of needed address for a sub-standard house, but with removal of vehicles around it, and other clean up, before demolition process can begin. One property owner has two weeks till court appearance, and an occupant of a camper on First Street has a December 10th court date. Another person was sent a letter (Carothers) explaining a violation of zoning regulations on his property.
PAPA B’S (BORGMAN) VACATING A PORTION OF THE ALLEY, EASEMENT/ORDINANCE #478: Norris Public Power needs pole location clarification within the planned easement area. Witulski will be contacted (Carothers) regarding existing records of previous surveying process at the location, and discussion will be made with property owner(s) regarding cost sharing of expenses (City included) for the survey information. Carothers needs a legal description.
ORDINANCE OFFICER (Dogs, etc.): No interested parties have been identified. Removed from agenda.
CITY PARK RESTROOM/APPLICATION FOR GRANT FUNDS: McKeever addressed members, including stating that $28,700 in donations is secured for a new restroom for the Blue Springs City Park (Wymore/Blue Springs Areas Fund), and he provided information about the Gage County Foundation (Morris) and the availability of funds for local Wymore/Blue Springs applicants (including Cemetery and Ball Field. His offer to begin an application (Morris) on behalf of the City for helping to fund the restroom was approved by motion (Reedy), second (Neumann) and a 4-0 affirmative vote. Other funding options were identified, as Thomas Foundation.
CRACK SEALING: Project completed was discussed, but more work was determined necessary, as well as the need to patch surface areas on Broad Street, Priority was given to crack-sealing in another $15,000 project was initiated by motion (Reedy), second (Neumann), and a 4-0 affirmative vote. Patching will be addressed at a later date.
PROBLEMATIC WATER SERVICE LINE PLANS: In 2022, a project was bid at $144,937, but not completed due to pursuit of potential for SRF funds, which later proved unavailable. Employee Pike was requested to come up with a material cost list (request by Reedy), and the possibility of JEO application for grant funds was suggested (Sedlacek). Sedlacek also described the project as possibly addressing in part a somewhat isolated problem.
ARPA FUNDS:(Received 8/13/21 28,229.55, received $28,229.55 on 8/9/22, total $56,459.10; --- paid Gilmore for pending Water Line issues 14,532.64 4/25/22 and 6,536.06 11/18/22, , total $21,068.70 --leaving $35, 390.40 in fund) Members were in agreement to use the remaining funds for sewer line maintenance (Johnson Service - cleaning/lining), with service yet unbilled for recent necessary work (Pike to request invoice to see where the City stands with remaining balance of ARPA funds. That amount will be applied to charges for a portion of a 6-block project.
RESOLUTION 2024-5 SIGNING OF THE YEAR-END CERTIFICATION OF CITY STREET SUPERINTENDENT 2024/ YEAR-END CERTIFICATION OF CITY STREET SUPERINTENDENT FOR DETERMINING INCENTIVE PAYMENT IN CALENDAR YEAR 2024/ and DESIGNATIONS FOR 2025:

RURAL HOUSING DEVELOPMENT GRANT (REX ADAMS): Materials provided by Rex Adams were reviewed. Members discussed the required amount of match funds, the unsettled nature of real estate, and infrastructure needs currently underway or determined necessary in the future, and a decision was made not to pursue the undertaking at this time.

The Regular Meeting of Mayor and Council of Blue Springs, Nebraska, was held starting at 7 PM, October 15, 2024, at the Blue Springs City Hall.
Mayor Meyer called the meeting to order, and roll call was taken.

Notice of the Hearing/meeting was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting.

PLANNING & ZONING - APPLICATION FOR BUILDING PERMITS (as submitted): No new applications.
DEMOLITION PROJECT: Per email from Carothers --- One house approved for controlled burn of structure and garage Oct 19th or alternate Oct 26 depending on State wide ban on burning due to drought conditions. Shooting for two houses south of pallet factory pending owners signature on “Consent of Owner” form for State Fire Marshal’s office. Three houses subject to controlled burn as long as small shed moved off property. Letter will be sent (Carothers) to the owners 10/16 to schedule demolition or controlled burn.
CLEAN-UP/VEHICLES: Per email, Carothers to send letter to individual regarding semi-trailer on his property, and asking him to remove it. Members were in agreement to request Carothers to write letters to individual with a crashed vehicle on property, and to correspond with another individual with a wrecked vehicle on the lot where a storage container is on Broad Street. No new information available about other cases currently in the court system.
PAPA B’S (BORGMAN) VACATING A PORTION OF THE ALLEY, EASEMENT/ORDINANCE #478: Per email from Carothers, status of easement information not yet received from Jerry Ensz (Norris Public Power).
ORDINANCE OFFICER: No new information available.
CITY PARK RESTROOM/APPLICATION FOR GRANT FUNDS: Funding possibilities likely to be pursued: Thomas Foundation (Carothers), Wymore/Blue Springs Fund, Eisenhauer Fund (if funds still available), Morris Foundation (when organization setup up is complete). Rex Adams told that funding is needed for the Fireman’s Memorial Hall (heating, cooling, roof), and he hopes funding will be available for that cause as well.
CRACK SEALING: Sedlacek was able to get a R.L. Tiemann Construction Estimate… a bid for joint sealing the asphalt roads in Blue Springs as directed, it includes blowing out cracks, hot sealing, and squeegee. It does not include router work . The bid is per pound of sealant placed -- $6.75. Motion by Sedlacek, second by Riensche, and a 3-0 affirmative vote based on job description provided approved City expenditure of $15,000 to get a project underway.
PROBLEMATIC WATER SERVICE LINE PLANS: This project will require cost analysis, and may include bid letting.
TREE GRANT FINALIZATION PROCEDURES (COLE): Within claims, members acknowledged and approved initial payment - for the IRA Grant funds to be reimbursed ($25,000) with the submission of an itemized cost sheet (Nelson Tree) -- (as: Feit Park, - 8 trees removed, 9 stumps removed, 19 trees pruned, and City Park - 17 trees removed, 17 stumps removed, 26 trees pruned) , and the $600 charge above the reimbursable total was determined to be necessary, and with that $600 to be paid without reimbursement (City funds) . Cole indicated that the work was inspected and approved. More work should be done in the next year, as replacing trees, and more stump removals, and that activity will be based on the availability and receipt of grant funds (as Statewide Arboretum, etc.)
OTHER: Pike suggested that Johnson Service be contacted to clean, and possibly line 3-4 more blocks (sewer lines) in the next year. Sedlacek suggested that they be contacted for sewer work as currently underway.

DEMOLITION PROJECT: Controlled burns scheduled for 10/19, alternate - 10/26 -.Other controlled burn plans are tentative. Carothers will get a sign-off for the trees and owner affidavit for the controlled burn. Another property on 1st Street will be scrutinized by McCrimmon for possibility of a controlled burn, but outside contractor may be needed to tear the house down.
CLEAN-UP/VEHICLES: two vehicle owners set for October 29th arraignment. And another date - November 5 is in the works for a camper on 1st Street.
PAPA B’S (BORGMAN) VACATING A PORTION OF THE ALLEY, EASEMENT/ORDINANCE #478: Easement drafted for Norris Public Power, and the easement, ordinance planned to be completed/approved at the next Regular meeting.
ORDINANCE OFFICER (Dogs, etc.): No new information.
FIRE DEPARTMENT /EQUIPMENT/(TOM CREEK): Request was made by Creek for $15,000 MFO funds to match the contribution by the Rural Board for education and needed equipment - cutter, spreader, jaws of life, and a motion by Sedlacek, second by Reedy, and 4-0 affirmative vote followed.
CITY PARK RESTROOM/FUND RAISING/COST ANALYSIS: Base price per Sedlacek - $78,738, $27,000-$28,000 collected by BIG GIVE. Sedlacek to discuss (with Dean) the potentiality of grant funds.

PAPA B’S (BORGMAN) VACATING A PORTION OF THE ALLEY, EASEMENT/ORDINANCE #478: Carothers is awaiting Norris’ review/return of a general utility easement prepared for Norris and the City of Blue Springs signatures, and also will obtain signatures of (Borgman/Hughes) relevant property owners.
PLANNING & ZONING - APPLICATION FOR BUILDING PERMITS (as submitted): No new applications.
DEMOLITION PROJECT: For one property a Fire Training Notification is expected shortly (State Fire Marshal), and to be executed when a “good day” is determined. Carothers will contact Fire Chief McCrimmon regarding feasibility of a controlled burn of one structure that has considerable vegetation surrounding it. Carothers noted another house for the demolition list and suggested a controlled burn there once inoperable vehicles in close proximity are removed. That property owner was provided specifics for removal and given a 2 week deadline prior to court date determination.
CLEAN-UP/VEHICLES: Clean up efforts continue for several property owners.
ORDINANCE OFFICER (Dogs, etc.): No new information. Review continues to determine interest.
SEWER FUND DEFICIT/TRANSFER OF FUNDS: After suggestion by Sedlacek, motion (Riensche), second (Reedy) 4-0 affirmative vote to transfer $10,515.50 from the General Fund within Regular Checking to the Sewer Fund within Regular Checking, and to draft a check from the Keno Proceeds account in the amount of $10,515.49 for deposit into the General fund of General checking for disbursement into the Sewer Fund within Regular checking, these actions to eliminate a $21,030.99 Sewer Fund deficit within Regular checking.
FIRE DEPARTMENT /EQUIPMENT/(TOM CREEK): Fire Department representative not in attendance. Will move considerations to the next Regular meeting.
