DEMOLITION PROJECT: Controlled burn scheduling has been changed due to burn ban (drought conditions/wind) to November 23, alternate December 7. Two other homes will be addressed for a controlled burn (December/January - Fire Chief McCrimmon) and following achievement of all owner signatures of consent for another house,and removal of a newer shed from the property will determine a potential date in late January, or February for a controlled burn. CLEAN-UP/VEHICLES: Conversation with a property owner w/Carothers resulted in determination of needed address for a sub-standard house, but with removal of vehicles around it, and other clean up, before demolition process can begin. One property owner has two weeks till court appearance, and an occupant of a camper on First Street has a December 10th court date. Another person was sent a letter (Carothers) explaining a violation of zoning regulations on his property. PAPA B’S (BORGMAN) VACATING A PORTION OF THE ALLEY, EASEMENT/ORDINANCE #478: Norris Public Power needs pole location clarification within the planned easement area. Witulski will be contacted (Carothers) regarding existing records of previous surveying process at the location, and discussion will be made with property owner(s) regarding cost sharing of expenses (City included) for the survey information. Carothers needs a legal description. ORDINANCE OFFICER (Dogs, etc.): No interested parties have been identified. Removed from agenda. CITY PARK RESTROOM/APPLICATION FOR GRANT FUNDS: McKeever addressed members, including stating that $28,700 in donations is secured for a new restroom for the Blue Springs City Park (Wymore/Blue Springs Areas Fund), and he provided information about the Gage County Foundation (Morris) and the availability of funds for local Wymore/Blue Springs applicants (including Cemetery and Ball Field. His offer to begin an application (Morris) on behalf of the City for helping to fund the restroom was approved by motion (Reedy), second (Neumann) and a 4-0 affirmative vote. Other funding options were identified, as Thomas Foundation. CRACK SEALING: Project completed was discussed, but more work was determined necessary, as well as the need to patch surface areas on Broad Street, Priority was given to crack-sealing in another $15,000 project was initiated by motion (Reedy), second (Neumann), and a 4-0 affirmative vote. Patching will be addressed at a later date. PROBLEMATIC WATER SERVICE LINE PLANS: In 2022, a project was bid at $144,937, but not completed due to pursuit of potential for SRF funds, which later proved unavailable. Employee Pike was requested to come up with a material cost list (request by Reedy), and the possibility of JEO application for grant funds was suggested (Sedlacek). Sedlacek also described the project as possibly addressing in part a somewhat isolated problem. ARPA FUNDS:(Received 8/13/21 28,229.55, received $28,229.55 on 8/9/22, total $56,459.10; --- paid Gilmore for pending Water Line issues 14,532.64 4/25/22 and 6,536.06 11/18/22, , total $21,068.70 --leaving $35, 390.40 in fund) Members were in agreement to use the remaining funds for sewer line maintenance (Johnson Service - cleaning/lining), with service yet unbilled for recent necessary work (Pike to request invoice to see where the City stands with remaining balance of ARPA funds. That amount will be applied to charges for a portion of a 6-block project. RESOLUTION 2024-5 SIGNING OF THE YEAR-END CERTIFICATION OF CITY STREET SUPERINTENDENT 2024/ YEAR-END CERTIFICATION OF CITY STREET SUPERINTENDENT FOR DETERMINING INCENTIVE PAYMENT IN CALENDAR YEAR 2024/ and DESIGNATIONS FOR 2025: Motion (Sedlacek), second (Riensche) , followed by 4-0 affirmative vote for approval of Resolution 2024-5 for Signing of the Year-End Certification of City Street Superintendent 2024 /Year-End Certification of City Street Superintendent for Determining Incentive Payment in Calendar Year 2024 (Keith Gilmore Superintendent License Number S-697, Class A, and Engineer’s License Number E-5721), and which was followed by a motion (Sedlacek), second (Riensche) to designate JEO Consulting Group, Inc .(Steven A. Members discussed the required amount of match funds, the unsettled nature of real estate, and infrastructure needs currently underway or determined necessary in the future, and a decision was made not to pursue the undertaking at this time. CITY PARK RESTROOM/APPLICATION FOR GRANT FUNDS: Funding possibilities likely to be pursued: Thomas Foundation (Carothers), Wymore/Blue Springs Fund, Eisenhauer Fund (if funds still available), Morris Foundation (when organization setup up is complete). Rex Adams told that funding is needed for the Fireman’s Memorial Hall (heating, cooling, roof), and he hopes funding will be available for that cause as well. CRACK SEALING: Sedlacek was able to get a R.L. Tiemann Construction Estimate… a bid for joint sealing the asphalt roads in Blue Springs as directed, it includes blowing out cracks, hot sealing, and squeegee. It does not include router work . The bid is per pound of sealant placed -- $6.75. Motion by Sedlacek, second by Riensche, and a 3-0 affirmative vote based on job description provided approved City expenditure of $15,000 to get a project underway. PROBLEMATIC WATER SERVICE LINE PLANS: This project will require cost analysis, and may include bid letting. TREE GRANT FINALIZATION PROCEDURES (COLE): Within claims, members acknowledged and approved initial payment - for the IRA Grant funds to be reimbursed ($25,000) with the submission of an itemized cost sheet (Nelson Tree) -- (as: Feit Park, - 8 trees removed, 9 stumps removed, 19 trees pruned, and City Park - 17 trees removed, 17 stumps removed, 26 trees pruned) , and the $600 charge above the reimbursable total was determined to be necessary, and with that $600 to be paid without reimbursement (City funds) . Cole indicated that the work was inspected and approved. More work should be done in the next year, as replacing trees, and more stump removals, and that activity will be based on the availability and receipt of grant funds (as Statewide Arboretum, etc.) OTHER: Pike suggested that Johnson Service be contacted to clean, and possibly line 3-4 more blocks (sewer lines) in the next year. Sedlacek suggested that they be contacted for sewer work as currently underway. SEWER FUND DEFICIT/TRANSFER OF FUNDS: After suggestion by Sedlacek, motion (Riensche), second (Reedy) 4-0 affirmative vote to transfer $10,515.50 from the General Fund within Regular Checking to the Sewer Fund within Regular Checking, and to draft a check from the Keno Proceeds account in the amount of $10,515.49 for deposit into the General fund of General checking for disbursement into the Sewer Fund within Regular checking, these actions to eliminate a $21,030.99 Sewer Fund deficit within Regular checking. September 3, 2024 The Budget Hearing of Blue Springs, Nebraska was held the 3rd day of September, 2024, at the Blue Springs City Hall. Notice of the budget hearing was published in the Fairbury Journal - News newspaper on August 28, 2024. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Roll Call: Board Members Present: Mayor: Lonnie Meyer, and Council : Neumann, Riensche, Sedlacek Board Members Absent: Council member Reedy Others Present: Milton Pike, Jennifer Busboom, Dean Cole The budget hearing was opened at 7 PM, September 3, 2024. --- Motion (Riensche), second (Neumann), followed by 3-0 affirmative vote) Three copies of the proposed budget statement were available to the public. Jennifer Busboom made a presentation outlining the key provisions of the proposed budget statement as directed in the prepared budget notes, including, but not limited to, a comparison with the prior year’s budget. The floor was then opened for public comment on the proposed budget statement. Public comment ensued. All members of the public wishing to address the governing body were provided a reasonable amount of time to do so. There being no further business, a motion was made by Riensche, seconded by Neumann , and followed by a 3--0 affirmative vote (Neumann, Riensche, Sedlacek) to adjourn the budget hearing at 7:17 PM. The related Resolution # 2024-4 was prepared. The floor was opened for public comment on the tax levy. Public comment ensued. Resolution 2024-4 setting the property tax request was read per: WHEREAS, Nebraska Revised Statute 77-1632 and 77--1633 provides that the Governing Body of the City of Blue Springs passes by a majority vote a resolution or ordinance setting the tax request; and WHEREAS, a special public hearing was held as required by law to hear and consider comments concerning the property tax request; NOW THEREFORE, the Governing Body of the City of Blue Springs resolves that The 2024-2025 property tax request be set at: General Fund $36,612.00/ Bond Fund --…….. CLEAN-UP/VEHICLES: One individual requested extended timeline for removal of trailer - October 1st. ORDINANCE OFFICER (Dogs, etc.): No new information. ARBORETUM/ DEAN COLE: Cole presented information regarding City trees (grant awarded). Pinkerton (licensed), and Nelson will work in collaboration regarding removal of trees (22 count), trimming, stump removal (as on Broad Street West of Church). The trees to be removed have been X’d. Church border is included in the clean-up area, as is Feit Park (driving area). Nelson indicated service availability within 2-3 weeks. One individual expressed interest in wood from ash/hackberry trees to be taken down in the Feit Park area. Discussion included options/liability issues as might relate (Sedlacek) to the public getting wood on City property. Cole indicated that Carothers has been provided with relevant grant/plan information for review, but has not yet responded. Cole indicated that other funds to replace trees (about half of those removed) could be pursued. A tree (birch) by the cabin was identified as damaged/needing to be removed. Cole also introduced information about the Strategic Planning Assessment of the State Wide Arboretum to lay out a tree plan. This would require/involve discussion/participation of 10 to 15 individuals from the community. Cole stated that there was interest in determining the age of trees (rings) downed. New trees planned are oaks, sycamore, elms, linden, hornbean. Gratitude was expressed and members were in agreement for Cole to “get moving” with the program. DEMOLITION PROJECT: Per Carothers, State Fire Marshal advised that structures may NOT be knocked down before controlled burns. Fire Department Training paperwork will be completed for controlled turn of one structure. A second structure qualifies for controlled burning, but a third does not due to burn hazard in surrounding area (trees, etc.). A property on West lst Street will be the last demolition in the current project. Another project will be initiated after the conclusion of present activities. It was determined advantageous to seek out individuals interested in removing/accepting foundation materials from the demolition activity. CLEAN-UP/VEHICLES: Unlicensed/and-or/ inoperable vehicles continue to be the focus of clean up activities. Court actions are or will be activated. Not only are current situations to be pushed ahead in legal actions, but Adams suggested focus being added (perhaps by Ordinance) to discourage non-residents from initiating vehicle infractions. Letters from Carothers were requested for new infractions. ORDINANCE OFFICER (Dogs, etc.): No new information. Tabled till next Regular meeting. ARBORETUM/ DEAN COLE: Moved to the September 3 meeting agenda due to a scheduling conflict for Dean Cole. SEWER LINE (JULIE SCHEIDELER): Situation was discussed by members. Significant cost (main/lift station) was identified, with no developers currently interested or anticipated in the future. So only one property owner would benefit. Carothers advised that the City is under no legal obligation to provide sewer service in this situation. Evaluation could resume in the event the property owner would be willing to take significant/substantial financial responsibility for the project. ENGINEER/STREET SUPT - (JEO?) Motion (Sedlacek), second (Neumann), 3-0 affirmative vote designated JEO Consulting Group as City Engineer/Street Superintendent. Sedlacek will contact JEO to formalize designation.
